Abstract:: On January 26 and 27, representatives from 61 nations, including 43 heads of state, gathered in Santiago, Chile for the 7th bi-regional summit of EU-LAC Heads of State and Government. It was one of the largest summits ever held in South America, and the first time that the Community of Latin American and Caribbean States (CELAC), launched in 2010, participated as the EU's institutional counterpart.

Abstract:: At the annual meeting of the International Forum of Sovereign Wealth Funds (IFSWF) held in Oslo, Norway on October 2-3, 2013, the forum reviewed and subsequently released its second report on members' experiences in the application of the Santiago Principles for sovereign wealth funds (SWFs). The Santiago Principles were adopted by a group of countries with such funds in September 2008 in response to concerns about threats to political, economic, and financial security in countries receiving SWF investments. The objective was to promote the transparency and accountability of SWFs for the countries of origin as well as the countries in which the funds were investing.

Abstract:: On July 7, 2011 the International Forum of Sovereign Wealth Funds (IFSWF) released a report on IFSWF Members' Experience in the Application of the Santiago Principles. The report is a self-assessment of the voluntary compliance of 21 member sovereign wealth funds (SWFs) with the Generally Accepted Principles and Practices of SWFs, issued in October 2008. We commend the IFSWF for undertaking the surveys on which the report is based, for the later decision to publish the results, and for the detail included in the report. However, as with many self-assessments, the report has some flaws. The principal flaw is that the characterization of the extent of compliance with the Santiago Principles is exaggerated.

Abstract:: The European Union (E.U.) has served as an anchor of order and stability in Europe for decades and continues to play an important role in shaping its external environment through enlargement, or the process of expansion through the accession of new member states. However, the logic that informs contemporary E.U. enlargement policy has undergone a signiﬁcant shift. This paper argues that this change is attributed to the desire by the E.U. to ensure internal security in the aftermath of the Yugoslav and Kosovo wars. E.U. internal security and enlargement policy, therefore, are inextricably linked. This has resulted in a variable and differentiated enlargement process, with the emergence of a Europe characterized by metaphorical concentric circles of fading political authority as one moves from the E.U. “core” into the European “periphery.

Abstract:: Each Summit of the Americas forum has been accorded a single imprint. The 1994 Miami summit is remembered as the “Trade Summit,” the 1998 Santiago summit as the “Education Summit,” the 2001 Quebec City Summit as the “Democratic Summit,” and the 2005 Mar del Plata in Argentina—although officially focused on the themes of “Creating Jobs to Fight Poverty and Strengthen Democratic Governance”—is best remembered as the “Summit of Disorder.” The Fifth Summit of the Americas, April 17 – 19, 2009, presents an opportunity to identify the event with a regional sub-set of the Americas: the Caribbean. The host country, Trinidad and Tobago, is the first Caribbean country to host the event and, with a population of only 1.3 million, is the smallest state ever to host “such a logistically complicated and politically sensitive gathering” (Erikson, 2009: 179). Relegated to a marginal position in the first four summits, the Caribbean now moves to centre stage in 2009.
