21. UN Peacekeeping Operations and Pastoralism-Related Insecurity: Adopting a Coordinated Approach for the Sahel

Abstract:
In recent years, pastoralism has increasingly become associated with violent conflict. In the Sahel, pastoralism-related insecurity is directly linked to macro-level conflict dynamics in contexts with UN peacekeeping missions, including Mali, the Central African Republic, the Democratic Republic of the Congo, Darfur, Abyei, and South Sudan. However, the UN system has been slow to adopt a coordinated response to this phenomenon. This issue brief provides a preliminary overview of peacekeeping missions’ efforts to mitigate growing pastoralism-related insecurity in their areas of operation. It analyzes six missions that are active within or near the Sahel region. After framing pastoralism-related security, it explores how the Security Council has addressed this issue in mission mandates. It then looks at how missions have tried to address pastoralism-related insecurity and how they can leverage partnerships with other actors as part of a multi-stakeholder approach. The paper concludes that while peacekeeping missions are not the primary means for addressing the multidimensional drivers of pastoralism-related insecurity, they can help mitigate risks, including through political and logistical support to other actors. Together with these partners, peacekeeping missions should leverage their comparative advantages to help address pastoralism-related insecurity in the Sahel.

Abstract:
The Mediterranean connects Europe to Africa. The Mediterranean basin is thus an area of ​​interaction between the two continents. However, there is a perception that limits the Mediterranean basin to its strictest geographical sense, that is to say the countries of southern Europe and those of North Africa, which border the Mediterranean. This traditional conception ignores the geopolitical context, which broadens the vision of the Mediterranean basin by including all the spaces that impact it. Some human phenomena, such as migration, show that Mediterranean relations do not only concern the states bordering this sea, but a much larger area including the whole European Union, on the one hand, and North African, Sahelian and Sub-Saharan countries, on the other hand. The present study takes into account the broader conception of the Mediterranean. In this sense, it not only deals with the effects of climate change on the countries bordering the Mediterranean, but extends its analysis to the whole European Union (EU), to the Maghreb and especially to the Sahel. Due to its geography, climate, demography, proliferation of conflicts or its precarious level of industrialization, the Sahel region is the most threatened in the world by climate change. Any deterioration of the situation in the Sahel countries undoubtedly has repercussions on Europe and its relations with Africa. The four authors of the study examine the impact of climate change on the stability of the Sahel and the effects that the instability of this region could have on the Mediterranean space. The authors question the potential links between climate change and security. They outline the positions and frameworks of European actions as well as the different initiatives taken by EU institutions. Finally, they put forward some recommendations on how to effectively address this phenomenon.

Development and security cannot do without the other. It is not enough to counter violent extremism by addressing the symptoms; understanding and focusing on root causes, in regions such as the Western Sahel, is essential to countering violent extremism. Countries in the Western Sahel suffer from the consequences of climate change: increasing droughts and water shortages make it harder for 50 million people – who depend on agriculture and livestock for their survival – to support their families. Joining a non-state armed group, for income and food, becomes ‘a tempting, or sometimes even the only, alternative.’ To address these challenges, the authors propose five recommendations: 1. Routinise and institutionalise attention to climate change in security institutions 2. Factor in (counter)violent extremism and counterterrorism into climate change efforts 3. Create a comprehensive early warning mechanism 4. Ensure comprehensive engagements: terrorist threats are not only a military issue, addressing economic and financial sources, online recruitment, supply chains, and climate change is essential for strong stabilisation efforts 5. Improve regional cooperation

Abstract:
The legitimacy of traditional authorities in areas of limited statehood in Mali, Niger and Libya In many countries in the Sahel and northern Africa, the state lacks an effective presence in border regions. This has dire consequences for communities that reside there, as the state is generally unable or unwilling to provide them with basic security and services. State absence has become a particularly pressing concern since the 2011 fall of Gaddafi in Libya, which set in motion a chain reaction of armed group formation and the spread of violent extremist organisations that now threaten the stability of the region. By capitalising on both the absence of state security and local populations’ grievances about central state neglect, these groups have been able to cement their presence throughout the Sahel, in Mali and Niger for example. This report explores whether traditional authorities in Mali, Niger and Libya could play a role in addressing these dynamics. Since pre-colonial times, traditional authorities such as tribal chiefs and religious leaders have performed governance tasks, such as the administration of justice and conflict mediation. They also play ‘an important symbolic role as representatives of community identity, unity, continuity, and stability. This has earned them a high degree of legitimacy among the public. In areas of state absence, traditional authorities could therefore provide pivotal entry points for local dispute resolution and mediation initiatives. Yet, as this report shows, traditional authorities have always been part of the political context, and are thus liable to be drawn into political – and sometimes violent – conflict. To assess whether traditional authorities can contribute to governance and stability, this report aims to provide a better understanding of how traditional authorities come to power, the extent to which their communities regard them as legitimate authorities, and the extent to which communities feel that traditional leaders are best-placed to address their concerns. The application of this multidimensional perspective to legitimacy, as advanced by Beetham (2013), leads to the following central research questions: How do the traditional authorities engaged in local governance in fragile settings, such as areas of limited statehood, build and maintain legitimacy? And what consequences does this have for (inter)national interventions that aim to foster (formal) local government and stability?

Abstract:
On November 12, French president Emmanuel Macron and his Chadian counterpart, Idriss Déby, met in Paris, at the Peace Forum. Faced with the urgency of the situation in the Sahel, where the G5 military forces (Burkina Faso, Chad, Mali, Mauritania and Niger) have just suffered a major setback with the death of 50 Malian soldiers during a terrorist attack, France seems more than ever to rely on Chad and its army to restore security.

27. Responding to the Rise in Violent Extremism in the Sahel

Abstract:
The Sahel has experienced the most rapid increase in militant Islamist group activity of any region in Africa in recent years. Violent events involving extremist groups in the region have doubled every year since 2015. In 2019, there have been more than 700 such violent episodes (see Figure 1). Fatalities linked to these events have increased from 225 to 2,000 during the same period. This surge in violence has uprooted more than 900,000 people, including 500,000 in Burkina Faso in 2019 alone. Three groups, the Macina Liberation Front (FLM),1 the Islamic State in the Greater Sahara (ISGS),2 and Ansaroul Islam,3 are responsible for roughly two-thirds of the extremist violence in the central Sahel.4 Their attacks are largely concentrated in central Mali, northern and eastern Burkina Faso, and western Niger (see Figure 2). Multiple security and development responses have been deployed to address this crisis. While some progress has been realized, the continued escalation of extremist violence underscores that more needs to be done.

In the first issue of our 20th volume, the cooperative and conflictual nature of climate change in international relations is explored. Rafael Leal-Arcas analyzes the necessity of a symbiotic relationship between bottom-up and top-down negotiations to implement clean energy consumption. Following, Caitlin Werrell and Francesco Femia begin this issue's dialogue on climate change and security. Carmel Davis discusses the effects of climate change on Sub-Saharan Africa's ability to develop and subsequently mitigate conflict. Similarly, Ziad Al Achkar outlines the economic, environmental, and security threats in the Arctic as its ice continues to melt. This Report from the Small Arms Survey’s Security Assessment in North Africa (SANA) project examines insecurity, terrorism, and trafficking in Niger.The Sahel hosts multiple conflicts with myriad armed actors destabilizing the entire region. Positioned at the heart of this region, Niger sits at the crossroads of terrorism, trafficking, and conflict. The Nigerien state has great difficulty in guaranteeing domestic security, which has a devastating impact on social and economic development, in addition to it reinforcing tensions and fueling local conflicts. Older tensions become locked into new insecurity dynamics, such as terrorism, further complicating any future resolutions. Armed banditry, trafficking of weapons and drugs, violent community disputes, and the rise in terrorist attacks are all symptomatic of the State’s struggles. At the Crossroads of Sahelian Conflicts: Insecurity, Terrorism, and Arms Trafficking in Niger, authored by Savannah de Tessières, a senior consultant to the Survey, draws on extensive fieldwork in the regions of Agadez, Diffa, and Niamey. This included examinations of arms and ammunition seized across the country, as well as dozens of interviews with national and international government and security officials, civil society representatives, gold diggers, former rebels, and other experts.
