1. “Under One Tree”? Exploring Pastoral, National, and International Approaches to Humanitarian Action

Abstract:
Although resilience is an inherent component of pastoral systems, it must be adequately supported through effective national and international policies, programs, and approaches. However, to date the evidence provided by pastoralists and organizations working with pastoral populations suggests that international and national humanitarian assistance is rarely provided in ways that are truly helpful for pastoral communities to protect their livelihoods. This synthesis report brings together the findings from the first phase of a three-year research project exploring how humanitarian action — comprising early warning, anticipatory action, and emergency response — can be more attuned to the needs, perspectives, and approaches of pastoral communities in the dryland areas of the Greater Horn and Sudano-Sahel. The main outputs from Phase 1 are three desk studies examining humanitarian action from three perspectives: the views of the pastoralists, national governments, and the international community. This synthesis report reflects upon the cross-cutting learning and key themes and considers the implications for humanitarian action in dryland areas.

Abstract:
Climate change has emerged as the imminent threat to national security in many regions of the world. Nowhere is this reality more acute than in West and Central Africa where surging population growth, rising urbanisation, persistent environmental degradation, emergence of violent extremist organisations and weak state capacity have created a perfect storm of insecurity. It is against this backdrop that this article examines the nexus and dynamics of climate change and natural resource conflicts in ECOWAS and ECCAS regions, with a view to highlighting its security implications. This study notes that climate change contributes to increased conflict, but along indirect pathways. Across the two regions, climate change is experienced through rising temperatures, droughts and destructive floods, which greatly undermine people’s well-being and compound the fragility of states. This calls for the capacitation of state security forces through orientation and training that foster good understanding of the complex relationship between climate change, peace and security. The study concludes by offering strategic recommendations and policy directions to effectively tackle the climate change and natural resource conflict challenges in the contiguous regions.

In West Africa/Sahel, countries and their communities are experiencing the worst impacts of the climate crisis. Elsewhere, Paris Agreement climate finance commitments are set to prioritise the countries that are most impacted by climate change. However, new research by Oxfam shows that, despite West Africa/Sahel being one of the world’s most climate-vulnerable regions, the international climate finance received falls far short of meeting national climate finance needs and is being significantly over-reported in favour of debt instruments. Adaptation finance is also insufficient. Reported climate finance does not place gender equality at the centre, and only a small part directly reaches local actors. In light of this, developed countries and other donors should scale up grant-based adaptation finance that reaches the local level and responds to the real needs of particularly hard-hit regions such as West Africa/Sahel.

4. Supporting Water Programming in the Sahel

Abstract:
The Sahel region of Africa is one of the most climate-affected regions in the world. Temperatures are rising 1.5 percent faster than the global average rate. Increasing temperatures and irregular rainfall have resulted in regular droughts and floods that disrupt traditional agropastoral patterns and contribute to broader instability and fragility. Lake Chad, a crucial water and livelihood source for 30 million people in the Sahel, has shrunk by 90 percent since 1960, displacing 2.3 million people and creating a humanitarian crisis. Periods of prolonged and intense drought and improper land use have degraded much of the soil in the Sahel. In Burkina Faso, over one-third of farmland is degraded, meaning some land cannot sustain agriculture even when there is enough rainfall. A rapidly increasing population, coupled with the impact of climate change, means more people are competing for diminishing water resources. This results in a vicious cycle of population growth, land degradation, and food instability. The greater the population, the greater the demand for food and the greater the use of unsustainable farming practices, exacerbating food scarcity and demand for additional farmland. As the U.S. Agency for International Development (USAID) updates its water strategy, it is important to examine the interplay of economic and conflict fragility, irregular migration, climate change, and water availability in the Sahel to identify interventions for greater resilience. In a region like the Sahel, water is critical to resilience and adaptation to the effects of climate change. While water strategy is not a cure-all, it can improve outcomes for other challenges. The Biden administration recently announced the new Partnership for Global Infrastructure and Investment (PGII), an initiative to mobilize private capital investment in infrastructure. The four pillars of this initiative—climate and energy security, digital connectivity, health and health security, and gender equality and equity—could support additional investments in water infrastructure.

Abstract:
Common narratives on the Lake Chad Basin often focus on the nexus between conflict, development and climate change. In particular, the Lake’s situation attracts international coverage due to its shrinking size and the threat of multiple crises emanating from environmental degradation. This framework appears useful for donors and local governments, but the feedback loops among climate change, social marginalisation and conflict are not as straightforward. The problem is that the dominance of this analytical framework calls for policy response tools that are not always adequate. In the security field, the role of the Multinational Joint Task Force has been growing, but a stronger push in the sphere of governance is needed in order for it to gain legitimacy and improve its effectiveness on the ground. In the meantime, the Lake Chad Basin Commission has adopted some key policy tools to manage the natural resources in the area sustainably, but these initial steps must be followed by greater investment from Commission member states to advance implementation. An integrated regional approach remains the best way forward to tackle these complex dynamics. Paper prepared in the framework of the project “Water diplomacy and culture of sustainability. Abstract:
Levels of armed violence in the Sahel are skyrocketing. Conflict metrics show that the region is caught in a spiral of insecurity.1 Communal violence and jihadist insurgencies have significantly undermined local states’ grip over large parts of their territories, particularly in the three-border area straddling Mali, Burkina Faso and Niger. Amidst the proliferation of non-state armed groups, attacks by terrorist groups linked to al-Qaeda or the Islamic State networks have risen sharply since 2015. Policy and media discourses suggest that soaring terrorist violence is linked to, if not driven by, climatic and environmental factors. In the Sahelian context – the argument goes – in a region characterised by environmental degradation and sustained population growth, climate change has the potential to exacerbate competition over dwindling resources, fuelling conflict escalation and radicalisation. This narrative draws on global discourses about resource conflicts and climate wars, and contributes to shaping security and development policies targeting the Sahel. Climate change mitigation and environmental protection measures are thus seen as structural preconditions to tackle the root causes of the Sahel’s insecurity and rising (jihadist) violence. The idea that terrorism and climate change are somehow connected is a seductive one. It offers international donors the opportunity to kill two birds with one stone by addressing jointly what are arguably the most pressing issues facing the international community, thereby overcoming political divides. And it provides local governments with a narrative that depoliticises conflicts and downplays their own responsibilities. However, such simplistic Malthusian arguments that connect terrorism in the Sahel to climatic and environmental factors do not stand up to empirical scrutiny. Whether and how natural resources are associated with conflicts’ onsets and dynamics, and to what extent climate change has the potential to exacerbate these trends, are questions that remain highly contested. Just as much as with other issue-areas of climate change, there is no shortage of unsubstantiated misconceptions about climate and conflict, and environment and security more broadly. This Conflict Series Brief sets out to illustrate that misconceived environmental security policymaking, especially when based on rhetorical shortcuts that overlook and contradict the most recent evidence, is not only ineffective, but can have radically adverse impacts. Even if well-intentioned, climate change mitigation and environmental protection measures based on false premises may result in conflict exacerbation, rather than resolution: a situation that violent jihadist entrepreneurs exploit. To this end, the Brief scrutinises three programmes rolled out in the Sahel to fight desertification, prevent food crises, and preserve wildlife which have ended up contributing to the encroachment of terrorist groups in the region. The lessons learnt from these cases helps highlight the policy implications for existing and future efforts to fight violent extremism and promote sustainable development sponsored by the Sahel’s international partners, including the EU.

The Mediterranean connects Europe to Africa. The Mediterranean basin is thus an area of ​​interaction between the two continents. However, there is a perception that limits the Mediterranean basin to its strictest geographical sense, that is to say the countries of southern Europe and those of North Africa, which border the Mediterranean. This traditional conception ignores the geopolitical context, which broadens the vision of the Mediterranean basin by including all the spaces that impact it. Some human phenomena, such as migration, show that Mediterranean relations do not only concern the states bordering this sea, but a much larger area including the whole European Union, on the one hand, and North African, Sahelian and Sub-Saharan countries, on the other hand. The present study takes into account the broader conception of the Mediterranean. In this sense, it not only deals with the effects of climate change on the countries bordering the Mediterranean, but extends its analysis to the whole European Union (EU), to the Maghreb and especially to the Sahel. Due to its geography, climate, demography, proliferation of conflicts or its precarious level of industrialization, the Sahel region is the most threatened in the world by climate change. Any deterioration of the situation in the Sahel countries undoubtedly has repercussions on Europe and its relations with Africa. The four authors of the study examine the impact of climate change on the stability of the Sahel and the effects that the instability of this region could have on the Mediterranean space. The authors question the potential links between climate change and security. They outline the positions and frameworks of European actions as well as the different initiatives taken by EU institutions. Finally, they put forward some recommendations on how to effectively address this phenomenon.

Development and security cannot do without the other. It is not enough to counter violent extremism by addressing the symptoms; understanding and focusing on root causes, in regions such as the Western Sahel, is essential to countering violent extremism. Countries in the Western Sahel suffer from the consequences of climate change: increasing droughts and water shortages make it harder for 50 million people – who depend on agriculture and livestock for their survival – to support their families. Joining a non-state armed group, for income and food, becomes ‘a tempting, or sometimes even the only, alternative.’ To address these challenges, the authors propose five recommendations: 1. Routinise and institutionalise attention to climate change in security institutions 2. Factor in (counter)violent extremism and counterterrorism into climate change efforts 3. Create a comprehensive early warning mechanism 4. Ensure comprehensive engagements: terrorist threats are not only a military issue, addressing economic and financial sources, online recruitment, supply chains, and climate change is essential for strong stabilisation efforts 5. Improve regional cooperation

Rafael Leal-Arcas analyzes the necessity of a symbiotic relationship between bottom-up and top-down negotiations to implement clean energy consumption. Carmel Davis discusses the effects of climate change on Sub-Saharan Africa's ability to develop and subsequently mitigate conflict.
