Abstract:
Russian society is awakening and issues of domestic political and economic performance have come under closer scrutiny. To respond to the change, the Kremlin has moved to modify its method of governance - and strengthen its instruments of control - but there can be no return to the past. How the political process will evolve, and what the results will be, is impossible to predict, but the change will impact on Russia's domestic and foreign policies. In the meantime, Russia's international partners will have to deal with a familiar set of policies aimed at balancing between Moscow's real needs, its views of Russia's role and the opportunities which present themselves.

Abstract:
On November 7, 2011, the Global Health Policy Center of the Center for Strategic and International Studies (CSIS) in Washington, D.C., in partnership with the Fiocruz Center for Global Health (CRIS) in Rio de Janeiro, Brazil, hosted a seminar entitled “New Approaches to Global Health Cooperation.” The event, which took place in Rio de Janeiro, assembled health policy researchers and practitioners from Brazil, Europe, the United States, and sub - Saharan Africa to examine emerging practices in global health co operation. Issues considered included the factors driving greater international engagement on public health challenges, the growing trend of trilateral cooperation, and the role of the BRICS (Brazil, Russia, India, China, and South Africa) and South - South activities in expanding international cooperation on global health. Over the course of the day - long meeting, speakers and audience members examined the reasons for the overall expansion of funding and programming for overseas global health activities durin g the past decade; considered the factors that underpin Brazil's increasing focus on global health as an area of bilateral and multilateral outreach; reviewed the characteristics of successful trilateral cooperation efforts; and debated the future of multi country engagement on health.

953. The Last Frontier of Globalization: Asylum and Citizenship in the Netherlands

Abstract:
Alla Sarkisyan and Ibrahim Mohammed are Dutch citizens who came to the Netherlands seeking asylum less than fifteen years ago. Today, they have accepted the Netherlands as their new home and their adopted country. Yet, indicative of their transnational journey, they continue to harbor strong feelings for their places of origin and culture. As Alla most poignantly stated, “the Netherlands is my home, but Russia and Armenia are in my blood.” Her sentiment reflects the shift towards a transnational conception of identity and moreover illustrates the changing nature of citizenship within this era of globalization. The mixed identity that she and countless others express poses a challenge to the traditional notion of citizenship espoused by the Dutch state. Alla and Ibrahim are just two examples of the thousands of recently arrived refugees and asylees who are reshaping the political and social landscape of the Netherlands. The stories of their integration into Dutch society exemplify the challenges and achievements of redefining citizenship in this time of globalization.

The U.S. economy faces major challenges competing internationally. One of the most worrisome is the growing use in China and other advanced developing countries of anticompetitive market distortions (ACMDs)—including regulatory protection that privileges specific companies—which put foreign competitors at a disadvantage. ACMDs are government actions that give certain business interests artificial competitive advantages over their rivals, be they foreign or domestic, to the detriment of consumer welfare. These market distortions are especially damaging to the industries in which the United States enjoys the greatest comparative advantages, but they are also harmful to the long-term prosperity of developing economies and cost the global economy trillions of dollars. Abstract:
The situation in Syria has gone from bad to worse. United Nations (UN) observers have been unable to do more than report on numerous violations of the UN Security Council (UNSC)–sponsored ceasefire as well as atrocities committed against civilians. The authorities restrict their movements, threaten their security, and interfere with their communications. The Syrian government continues to use artillery, helicopter gunships, and paramilitary shabiha (loosely translated as “thugs”) against peaceful protesters as well as armed insurgents. The Free Syrian Army and other insurgent forces control at least some territory and are attacking Syrian security forces and installations. Unknown assailants have committed a series of bombings against government offices and assassinated senior defense figures. Arms are flowing to the government from Russia while Saudi Arabia and Qatar are supplying the Free Syrian Army.

Abstract:
The history of warfare is marked by national armed forces, paramilitary fighters, and rebels across various eras and cultures who have committed sexual assault with impunity. Social norms have changed dramatically since ancient times, but it can be shocking to realize that even some well respected leaders of the past once approved of such crimes. For instance, Moses apparently gave orders to his warriors to “kill every male among them, and kill every woman that hath known man by lying with him. But all the women that have not known a man by lying with him, keep alive for yourselves.”1 This may not have been an overt sanction of sexual assault, but it certainly implies that the enemy's virgins should be kept as sexual companions. Furthermore, as Susan Brownmiller describes, “Among the ancient Greeks, rape was socially acceptable behavior well within the rules of warfare, an act without stigma for warriors who viewed the women they conquered as legitimate booty, useful as wives, concubines, slave labor or battle-camp trophy.”2 Joshua S. Goldstein similarly points out that “The most common pattern in warfare in the ancient Middle East and Greece was to literally feminize a conquered population by executing the male captives, raping the women, then taking women and children as slaves. The pattern…recurs even today.”3 In the last century, sexual assault has accompanied armed conflicts in countries all around the world, including Bosnia, China, France, Germany, Italy, Russia, Rwanda, and Sudan.

Abstract:
Iran and Russia are experiencing their own modernity at a time when the very paradigm of modernity is being radically questioned in the west, its place of origin. Having passed through the labyrinth of social contradictions, both Russia and Iran have reached a point where they are transcending the logic of development of the 18th, 19th and 20th centuries. Today, Russian and Iranian modernization represents a unique interaction of universal value patterns and specific cultural codes— a trajectory that can be qualified as an autonomous and adaptive modernity. As such we need a broader cognitive space to allow the emergence of "multiple modernities". The era of fixed, euro-centered, and non-reflexive modernity is reaching its end— modernity, as as epistemological category, is transcending the totalizing narrative in whose grip it has been enchained. The ethnocentric west needs to acknowledge the heterogeneity of the modernization experience, and accordingly subdue its impulse to "homogenize" and "orientalise" the "other". It needs to move away from a unilateral logic toward a genuine cross-cultural encounter that takes a much broader view of the modernization process by placing it in the long-term context of cultural adaptation of civilization complexes to the challenge of modernity.

TODD HALL examines the responses of the Russian Federation (RF) and People's Republic of China (PRC) to the September 11 attacks on the United States. He argues that the sudden shift in RF and PRC policies toward the United States following the attacks poses a puzzle for existing IR theories. The customs union formed by Russia, Belarus, and Kazakhstan in 2010— the largest in the world by territory—is becoming very real. Though hurdles remain, member states are eliminating non-tariff barriers to trade within the union, moving toward a common external tariff, and fine-tuning a joint customs code. As the customs union's influence on the world stage and in Europe's neighborhood is likely to increase, the European Union (EU) should attempt to understand the project and find ways to protect its own interests.
