Abstract:
The end of the cold war and the bipolar world order heralded an era of transition for global governance. Twenty years on there is still no consensus on the status of the distribution and exercise of power in today's multipolar world. What is clear, however, is the rise of new powers seeking a global political role comparable with their increased economic clout. Often referred to as the BRICS – Brazil, Russia, India, China, and South Africa – to which second-tier powers such as Indonesia, Turkey and Mexico can be added, these states are called “rising powers” or “new powers” because of their rapid economic development, and expanding political and cultural influence.

Abstract:
South Korea’s rising status in regional and global affairs has received much attention in recent years. But in academic, media and policy debates South Korea is usually regarded as a mere middle power that, due to its geopolitical situation, has only limited leeway in its foreign policy. Accordingly, it must constantly maneuver between its larger neighbors: China, Japan and Russia. However, this perspective neglects the fact that the same geopolitical constraint also applies to other states in the region. No country can easily project its power over others. We use the concept of “regional power” as a template to discuss South Korea’s rising stature in regional and global politics. We argue that Seoul seems quite capable of keeping up with other assumed regional powers. Hence, we not only provide a novel account of South Korea’s foreign policy options but also go beyond current approaches by asking about the (undetermined) possibilities for Seoul’s regional relations.

Abstract:
Regardless of many benefits available to Russia from adopting a more practical approach to climate mitigation, the country remains on the outskirts of the international climate policy debate—an important element of foreign policy in this decade. Russian leaders tend to point to the post-Soviet decline of Russia's greenhouse gas emissions as a major contribution to global climate mitigation efforts. Yet, because the country's carbon intensity remains very high, that stance undermines Russia's role as a serious global climate actor.

Abstract:
In early June, Russia's new, and old, President Putin spent three days in Beijing for his first state visit after returning to the Kremlin for his third - term as president; his hosts (Hu and Wen) were in their last few months in office. Some foreign policy issues such as Syria and Iran required immediate attention and coordination between the two large powers. They also tried to make sure that their respective leadership changes in 2012 and beyond would not affect the long - term stability of the bilateral relationship. Putin's stay in Beijing also coincided with the annual SCO Summit on June 6 - 7. As the rotating chair, China worked to elevate the level of cooperation in the regional security group, which is faced with both opportunities and challenges in Central Asia, where strategic fluidity and uncertainty are increasingly affecting the organization's future.

In his draft of the opening speech for Sir Hartley Shawcross, the British prosecutor at Nuremberg, Hersch Lauterpacht wrote that the establishment of the tribunal meant that the “sovereign State” had finally been arraigned before the law. In Lauterpacht's mind, Nuremberg signaled the end of the political system of statehood. With other interwar internationalists, Lauterpacht viewed the First World War, and now the Second, as outcomes of an out- dated and dangerous idea of sovereignty that put the egoistic values of the nation over those of a universal humanity. But when Shawcross received Lauterpacht's draft, he coolly crossed out the latter's wording. It is not that difficult to understand why he did so. After all, Hitler's opponents had struggled fiercely, at the cost of many lives, to defend the sovereignty of their own countries. The allied forces that finally crushed Nazi Germany were composed of military and economic resources that had been gathered, organized, and operated by states. The last thing the English, the Russians, or the French wanted to hea was that they would now condemn precisely the sovereignty they had spent five years fighting to protect.

948. The UN Arms Trade Treaty: arms export controls, the human security agenda and the lessons of history

The UN-led process aimed at negotiating an arms trade treaty (ATT), formally launched in 2006, reached the end of its mandate on 27 July 2012 after a four-week negotiating conference. The conference had been tasked with reaching consensus on an international treaty to establish the 'highest possible common international standards for the transfer of conventional arms'. Such a task was always going to be hard to achieve, but it was widely assumed that there was broad acceptance of a draft treaty text that was circulated on the penultimate day of the conference. However, on the final day the United States declared that the text needed further work and they proposed convening another conference to conclude negotiations. Russia, North Korea, Cuba and Venezuela supported the US position. At the time of writing it is unclear whether the next stage in the ATT process will be a vote on the adoption of the draft treaty text in the General Assembly in December 2012, an additional round of UN negotiations or something else entirely.

Abstract:
This article seeks to contribute both to the scholarly debate on Japan's territorial dispute with USSR/Russia and to the broader body of academic literature devoted to the ideational factor in foreign policy. By focusing on the formative years of the dispute and examining the variety of symbolic meanings attached to the Soviet-occupied islands by the domestic actors, this article examines the process of the emergence of the idea of the 'Northern Territories' as a national mission. It argues that the formation and institutionalization of the idea of the 'Northern Territories' in its present form can be traced to a complex web of power relations among the domestic actors, none of which perceived the return of the territory as its ultimate goal.

Abstract:
How to understand Japan's identity is one of the most enduring themes in research on the country's international relations. In the past few years, there has been an increase in the number of theoretically innovative analyses, which go beyond, and problematize, the alleged 'peace' identity stipulated by Peter J. Katzenstein (1996) and Thomas U. Berger (1998) in the 1990s. Xavier Guillaume (2011) published a monograph last year, while Alexander Bukh (2010) and Taku Tamaki made one valuable contribution each in 2010. The aim of this article is primarily to review Tamaki's book, but to some extent this is done in light of those other works. Just like Bukh and Guillaume, Tamaki adopts a relational understanding of identity, where the self is defined in opposition to other(s). However, where Bukh analyses the Soviet Union/Russia as Japan's 'other', and Guillaume directs his investigation towards multiculturalism and 'the West', Tamaki's focus is squarely on Japan's relationship with South Korea.
