France and Germany are key in shaping European policies toward Russia. However, while the general public is largely skeptical of Vladimir Putin in both countries, the picture is more diverse in the political realm. Whereas Germany remains focused on multilateralism and a rules-based international order, French political parties have been split on Russia. The differences between and within France and Germany impact on Franco-German relations and go beyond the question on how to deal with Russia.

President Vladimir Putin is in India on a two-day state visit to India, his third trip to India during Prime Minister Modi’s term. A key agreement that has just been signed is the $5 billion deal for the S-400 air defence system. However, U.S. sanctions on Russia’s top defence manufacturers will be a hurdle in closing this agreement, making payments to Russia difficult and scaring away potential Indian partners, especially those with investments in the West. Gateway House looks at India’s options for successfully concluding this agreement without falling foul of American sanctions

Abstract:
Russian President Vladimir Putin has confounded American policy makers with his agenda in the Middle East for at least the past decade. Russia’s stance has varied in its accord with Western policies, at times seeming to align—as in Libya and Yemen—and other times shirking, by showing indifference toward Iran’s nuclear program violations. Western diplomats have long puzzled over Putin’s real aims in the region and whether or not he could ever be a reliable ally. Russian airstrikes in Syria in 2015 marked a turning point in its foreign policy. Taking full advantage of the vacuum created by President Obama’s failure to intervene, Russia stepped in to lead, signaling Moscow’s new commitment to involvement in the region. Just two years prior, Putin had refused to export missiles systems to Syria, raising hopes in the West for a possible partnership that could help to stabilize the region. It was not to be. Russian officials fanned speculation and confusion about its actions in Syria. To the public, they skewed the purpose of intervention, first claiming to target Islamic State, then “terrorists” in general. In fact, Russian bombs fell on anti-Assad rebel groups, some of whom were armed and trained by US intelligence agencies. Thus began a protracted “proxy war” between the United States and Russia that continues today.

405. When Parallel Red Lines Meet: Recent Events in Syria in Various Contexts

Abstract:
At the strategic level, the convergence in time and space of the events following the chemical weapons attack in Duma by the Syrian regime portend a dramatic development with substantial potential impact for Israel’s security environment. The attack on the T4 airbase, attributed to Israel, falls within the context of the last red line that Israel drew, whereby it cannot accept Iran’s military entrenchment in Syria. The attack in Duma reflects the Syrian regime’s considerable self-confidence at this time. As for Trump, the attack provides him with another opportunity to demonstrate his insistence on the red lines that he drew and take a determined stance opposite Putin. Thus, Israel’s enforcement of its red line and the United States’ enforcement of its red line have met, while Russia finds itself exerting efforts to deter both countries from taking further action that could undermine its achievements in Syria and its positioning as the dominant world power in the theater. However, the strategic convergence does not stop at Syria’s borders, and is unfolding against the backdrop of the crisis emerging around the Trump administration’s demands to improve the JCPOA, or run the risk of the re-imposition of sanctions and the US exiting the agreement. Indeed, the context is even wider, with preparations for Trump’s meeting with North Korean President Kim on the nuclear issue in the far background. Therefore, the clash between Israel and Iran in Syria on the eve of deliberations on the nuclear deal could potentially lead to a change from separate approaches to distinct issues to a broader and more comprehensive framework with interfaces and linkages between the issues.

406. Economic Sanction Games among the US, the EU and Russia: Payoffs and Potential Effects

Abstract:
Economic sanction of the US and EU on Russia because of Ukraine crisis in 2014 lasts for a long time and is still a hot policy topic. This paper uses a 16-country or region numerical general equilibrium model with trade cost and exogenous trade imbalance to explore this three-country economic sanction game payoffs, and simulate the effects of sanctions on individual countries. Our analysis find that all sanction involved countries will be hurt, but comparatively Russia will be hurt more, and the US and EU will be hurt less. Sanction measures of EU have larger impacts to Russia than the US measures, and meanwhile Russian counter-sanction measures will generate larger impacts on the EU than on the US. From the economic perspective, the optimal choice for US and EU is to give up sanction measures to Russia, and retaliation is Russia’s optimal choice when faced with sanction measures. Countries out of the sanction game will gain because of trade diversion effects.

Abstract:
US President Donald Trump has launched a tariff war not only against China but also against some other economies and threatened to undermine the multilateral trading system. Apart from China, quite a few other economies have also taken countermeasures to Trump's unilateral and protectionist moves. For instance, Russia plans to impose 25-40 percent tariff on US industrial goods, including equipment for road construction, oil and gas, and mining in response to the US tariffs on Russian metals.

he 2016 elections brought into view serious threats to the United States’ (U.S.) electoral process, though much recent attention has focused on cybersecurity and foreign interference. The U.S. has traditionally benefited from high levels of trust in the electoral process and its outcomes, but that inherent trust has been declining in recent years. The International Foundation for Electoral Systems (IFES) routinely conducts comprehensive assessments and offers advice on how countries around the world can reform their elections to better align with international standards and best practices. However, more established democracies like the U.S. are rarely scrutinized by the election practitioner community in the same manner.

This study is originally published by the Directorate General for External Policies of the Union of the Policy Department for External Relations of the European Parliament and was requested by the European Parliament's Committee on Foreign Affairs (AFET committee). Russia and other energy-rich authoritarian states use their energy exports for economic gains but also as a tool of foreign policy leverage. This study by Rem Korteweg looks at the ways and methods these states have used to exert political pressure through their energy supplies, and what it means for the European Union. Most energy-rich authoritarian states use their energy wealth to ensure regime survival. But, more than others, Russia uses its energy wealth as well to protect and promote its interests in its ‘near abroad’ and to make its geopolitical influence felt further afield, including in Europe. It uses gas supplies to punish and to reward, affecting both transit states and end-consumers. This publication explores how supply disruptions, price discounts or hikes, and alternative transit routes such as Nord Stream 2 and Turkish Stream, are used by Russia to further its foreign policy ambitions, feeding suspicions about its geopolitical motives. The lack of transparency about Russia’s energy policy decisions contributes to this. In response, the EU is building an Energy Union based around the Third Energy Package, a more integrated European market and diversified supplies. By investing in new supplies, such as LNG, and completing a liberalised energy market, the EU will be better able to withstand such energy coercion and develop a more effective EU foreign policy.

Abstract:
Today, political relations between the West and Russia have entered a new mini-Ice Age, existing arms control arrangements are either dysfunctional or simply not used, and both sides are improving their military readiness. The obvious question that needs to be raised is whether, and if so how, these escalating tensions can be contained, or even reduced? This Policy Brief offers insight into the most pressing concerns, focusing on areas and issues where matters could escalate fastest. It asks what role can still be foreseen for arms control and concludes with a call for transatlantic unity and a stronger role for NATO to counter Russia’s military and geopolitical gambit. It suggests that the classic two-pronged “Harmel approach” (based on deterrence and détente) should be restored. This includes a mix of US-Russian high summitry and the revitalisation of the NATO-Russia Council as part of a broad and far-reaching (military) risk reduction process.
