Abstract:
On 27 November 2006 in the Moscow Kremlin Russian President Vladimir Putin celebrated the 75th anniversary of Russian television with eight hundred journalists and top television managers. A very important occasion indeed. The Russian president sent messages of congratulations to a huge amount of organizations, but welcomed in person to the Kremlin only selected representatives of the most important ones, these days mainly the various branches of military and security organs. Television would seem an anomaly here, but it is not, since Russian officials and political advisers like to conceptualize television – so often used as a tool of manipulation- as “the Kremlin's nuclear weapon.”

Abstract:
Since his inauguration in January 2005, Ukrainian President Viktor Yush-chenko has repeatedly stated that his foremost foreign policy goal is his country's integration into European and Euro-Atlantic institutions. “Joining Europe” today, be it preparing a country for a bid to enter the European Union or NATO, is an extraordinarily complex business. It will require the development of a consensus on a Euro-Atlantic policy course among the country's political leadership. It will also require an effective and coherent policy coordination structure. As the experience of other Eastern European countries has demonstrated, integration into the European Union or NATO is not just the responsibility of the foreign and defense ministries. It also requires coordination with the ministries of economy, justice, agrarian policy, transportation and communications, internal affairs – indeed, virtually every ministry in the Ukrainian Cabinet.

Abstract:
What a difference a year makes. The 2004 Ukrainian presidential election entailed massive fraud, sent hundreds of thousands of protesters into the streets, and sparked a revolution. The March 26 parliamentary elections, by contrast, were strikingly calm and ordinary. The Orange Revolution's main hero, President Viktor Yushchenko, saw his party, Our Ukraine, come in a disappointing third. He nevertheless remains in the driver's seat in deciding who will make up the ruling coalition in the next Rada (parliament).

Abstract:
What are the roots of the informal sector and what effects does it have? Is it a blessing or a curse? Changes in post-Soviet Russia contribute new food for thought to a debate that had previously been nourished primarily by considerations on the situation in developing countries. In Russia can be observed processes of formalization – and “deformalization” – of the rules governing not only the practices of economic actors, but also in the rarified distribution of public services publics. The analysis of actual informal practices feeds thinking about the relations between economic and political changes: what impact do they have in setting up a market economy and the rule of law, and in the reconfiguration of both the economic and social arena? An investigation into the way Russian academic circles and social actors view the informal sector sheds light on the various behavioral determinant: reaction to the economic context, cultural roots, social beliefs, and so on. The case of Russia illustrates how the informal sector is not only a mode of action that circumvents legal guidelines, but also a mode of sociability that rejects anonymous social relations. It helps examine ways to reinject the social aspect into economics.

1755. Economic Size Trumps All Else? Lessons from BRICSAM

Abstract:
Continuing CIGI's BRICSAM research, this paper questions whether size (economic or population) of emerging economies alone is enough to warrant accommodation in the rules and structures of the international system. The global realignment of states following the resulting power vacuum brought on by the end of the Cold War is finally materializing, as a new triangular formation has taken shape: the 'first world' club of the OECD; the 'second world' of emerging economies; and, a heterogeneous 'third world' of the rest. The interplay between and mobility among these groups of states deserves in-depth analysis. The core of this paper observes the economic and social trends of countries in the second tier, and their upwards aspirations towards the top-tier of the global architecture. Traced through a variety of indices, the growth of the BRICSAM group of countries (Brazil, Russia, India, China, South Africa, ASEAN-4 and Mexico) is demonstrated to be a powerful force in international economics and political economy. For the inclusion of these states, a change in the key aspects of global economic governance, the international architecture and geopolitics seems inevitable, and with it, new challenges arise for decision-makers and scholars alike.

In November 2006, Russia will host the Global Forum for Partnerships between States and Businesses to Counter Terrorism. This event marks the completion of a successful year of international mobilization by Russia as President of the G8. The decision by the G8 countries in St. Petersburg in July of 2006 to support the Russian initiative in this field has been one of the most important decisions in the field of counter-terrorism in a long time. This decision gives further impetus to a number of pre-existing moves in the direction of establishing public-private partnerships to combat terrorism.

Abstract:
Kommersant reported on October 25 that investigators believe former officers of an Interior Ministry unit from Siberia's Khanty-Mansiisk Autonomous Okrug, which had been deployed in Chechnya, were involved in the October 7 murder of Novaya gazeta correspondent Anna Politkovskaya (Chechnya Weekly, October 12). Politkovskaya published an article in September 2001 accusing officers from the regional Department of Internal Affairs (UVD) in the city of Nizhnevartovsk of committing various human rights abuses while stationed in Chechnya. In particular, she accused Sergei Lapin, a senior lieutenant from the Nizhnevartovsk UVD's criminal investigation department, known by his nickname “Kadet,” along with two of his superiors, Major Aleksandr Prilepin and Colonel Valery Minin, of complicity in the January 2001 abduction and murder of Grozny resident Zelimkhan Murdalov. In subsequent articles, she accused these and other members of the Nizhnevartovsk unit of murdering a number of other Chechen civilians. Novaya gazeta subsequently received an email death threat signed by “Kadet” and Politkovskaya fled to Austria for a time (The Monitor, October 18, 2001).

Police in Nazran, Ingushetia, on October 16 violently broke up a demonstration by dozens of activists demanding that the federal authorities find the killers of journalist Anna Politkovskaya. “In Nazran the meeting was broken up with brute force and five people were detained by the police,” Oleg Orlov of the Memorial human rights group told the Reuters news agency. “A young activist had her nose broken by a policeman who hit her in the face. The police threw our pictures of Politkovskaya onto the ground and stamped on them.” Novye izvestia on October 17 quoted Memorial staffer Shamil Tangiev as saying he took the activist who was beaten up, Yektaterina Sokiryanskaya, to the hospital, were she was diagnosed with a broken nose and a concussion. Interfax quoted Ingush Interior Ministry Beslan Khamkhoev as saying: “There was an attempt to hold an unsanctioned meeting. For some reason, there was a disagreement between the members of the meeting, which turned into a fight. To preserve order and safety, policemen were forced to intervene.”

Abstract:
As was the case with the dozens of other murders of journalists in Russia since the fall of the Soviet Union, the murder of Anna Politkovskaya on October 7 has been followed by much speculation about the identity of those who ordered the investigative journalist's murder and their motives for doing so. Sadly, given how few of these cases have been solved, the theories are likely to remain unconfirmed indefinitely.

Abstract:
The Kremlin on September 18 asked the State Duma to approve an amnesty plan for militants in Chechnya and other republics of the North Caucasus. The Associated Press, citing Itar-Tass, quoted the chairman of the Duma committee on criminal legislation, Pavel Krasheninnikov, as saying that the Kremlin's amnesty would remain in effect for six months after its approval by parliament and would also apply to Russian servicemen suspected of committing crimes while serving in Chechnya and other republics in the North Caucasus. Interfax quoted Krasheninnikov as saying that the amnesty would not apply to “recidivists, foreigners or persons without citizenship,” or to Russian servicemen who sold weapons, ammunition or other military equipment while serving in the “counter-terrorist” operation in the North Caucasus. The Duma is scheduled to take up the Kremlin's amnesty plan on September 22.
