July 9, 2008: President Hu Jintao and President Dmitry Medvedev meet in Toyako, Hokkaido, on the sidelines of the G8 summit. The two agree to promote bilateral strategic and cooperative partnership, and express their determination to give priority to the development of a long-term and steady partnership. July 17, 2008: One hundred Chinese children affected by a devastating earthquake in Sichuan Province arrive in the Kemerovo region to spend three weeks in a regional children recreation center. A total of 1,000 Chinese children from the quake area would go to Russian resorts during the third quarter.

Abstract:
Learning from its experience with the eastern enlargement, the European Union developed a neighborhood policy aware of the need to avoid the creation of a new dividing line in Europe that might put a strain on the relations between the new member states and other countries of the Central and Eastern Europe that would border the new EU. In the light of changes that occurred over time, especially Russia's resurgence as not only a regional, but a global power, the author points out the obvious shortcomings of the EU's policy and why it failed to meet the expectations of both the countries encompassed by the policy, and the EU. In addition, the author gives an overview of the changes to the neighborhood policy proposed by the EU member states and, finally, points out the importance of devising a coherent strategy towards the region that would yield long-term results.

Abstract:
There are presently clear indications that we are about to see a revival of nuclear energy worldwide. It is important to make this expansion of nuclear energy for the production of electricity and desalinated water as safe and secure as possible. In the coming decade, however, the rate of this expansion will be limited by several factors: in some recipient states, by the lack of an adequate industrial infrastructure, or an insufficient nuclear safety culture with a truly independent control organization; and in supplier states, by a limited capacity to produce certain types of nuclear equipment, such as reactor vessels.

1644. Russian-Algerian cooperation and the 'gas OPEC': What's in the pipeline?

Abstract:
President Abdelaziz Bouteflika's statement to Spain's El País1 that the idea of a 'gas-OPEC' should not a priori be excluded, adds to a series of twists, among which was Vladimir Putin's confirmation on 1 February that the idea of a gas cartel was an 'interesting one' worth considering further. Hitherto, this gas saga featured Russia, Algeria, the EU, NATO and Iran. The story revolves around Russian-Algerian mingling on gas matters, spurring European and Transatlantic concerns over the prospects of a 'gas OPEC'. At a time of increasing European dependence on foreign energy supplies, these developments have been interpreted as being part of a wider effort, led by Russia, to use energy as a lever to undermine European diplomacy. These allegations have been dismissed by Algeria and Russia, whose leaders insist that their cooperation is intended to optimise their benefits and those of their customers alike. This paper examines the underpinnings of these developments by assessing the likelihood of their culmination in a gas cartel and offers an insight into the potential policy choices behind them.

For the first time since the collapse of communism, the EU is facing a strategic challenge in its external policies. The rise of Russia and China as international actors – with India close behind – and the growing confidence of some leading regional powers, such as Iran, are creating a serious threat to the EU's ambition to apply external policies that reflect European values. Against this background, the employment of the democracy – promotion agenda developed during the 1990s is unlikely to be effective and may even serve to weaken the position of the EU in key regions. This situation demands an urgent and far-reaching rethink of the approach the Union takes to external relations. If the EU is to remain a serious global actor, it will have to find ways to reconcile the imperative of engaging in difficult regions beyond the immediate European neighbourhood while also remaining true to the values of the Union.

Policy toward North Korea is an important component of Russia's general strategy toward the Asia-Pacific region, which is now regarded by Moscow as a crucially import ant area. This growing emphasis on Asia is evidenced by President Vladimir Putin's increased participation in APEC summits including the November 2005 meeting in Pusan, South Korea, and Russia's development of a dialogue partnership with the Association of Southeast Asian Nations (ASEAN). During the first Russia-ASEAN summit, held in Malaysia just before the East Asian Summit in December 2005, President Putin gave a speech to the participants of the nascent East Asian Community (EAC), a new multidimensional integration association in the region.

Abstract:
Russia's recent foreign policy has taken on a combative tone and adopted a revisionist content. Moscow today speaks its mind publicly and freely, and makes clear it no longer wants to be bound by accords concluded when Russia was weak. However, while the Kremlin is clear about what it does not like or want, it has yet to articulate a positive international agenda. In fact, Russia faces a number of fundamental foreign policy choices that cannot be explained by a reference to sheer pragmatism or the show of newly regained power. In dealing with Russia at this stage, the West needs to reach beyond the binary formula of integration or isolation and focus instead on the national interests.

In reviewing various commemorations that highlighted the year 2005 in France, this article points out the major evolutions of memory visible primarily in the press and media coverage of these events. If public memory remains as highly charged and polemical as it was in the 1980s and 1990s, attention is clearly turning away from the Occupation and Vichy to focus more on Europe and on France's colonial past, as we see not only in the ceremonies celebrating the “liberation” of Auschwitz, the Allied victory over Nazi Germany, and the dedication of the Mémorial de la Shoah, but also in the many articles devoted to Russian and Eastern European experiences of the war, as well as to the bloody postwar repressions of colonial uprisings in Algeria and Madagascar. Now that racial and ethnic tensions are exacerbating an increasingly fragmented public memory, the work of history is more urgent than ever.

1650. Violations of Human Rights during Military Operations in Chechnya

Abstract:
The case-law of the European Court of Human Rights concerning violations of human rights law during armed conflict has been extended after the first decisions on cases arose from violations, committed during the war in Chechnya between 1999 and 2000. In the words of the Court, at that time the situation called for exceptional measures, in order to regain control over the Republic and suppress an illegal armed insurgency. The Court has been ready to admit those measures, including the deployment of army units equipped with heavy combat weapons, military aviation and artillery, were necessary to counter the aggressiveness of the separatists, but in such a way as to avoid or minimize, to the greatest extent possible, damage to civilians. This brief paper focuses on the means and methods employed. It aims firstly at illustrating the core of the Court's decisions, in order to identify the key aspects of the protection granted by the system of the European Convention in situations requiring the use of military force. Then it clarifies the approach of the Court to the law of armed conflict.
