Abstract:
This paper is meant to address issues related to energy security in the twenty-first century, and to identify areas where NATO could add value to the world's overall energy security environment, and in particular how it can improve the security of critical energy infrastructures. Increased demand on energy resources, driven mainly by economic growth and demographic developments in Asian countries, particularly China and India, has removed spare capacity from the energy market, which has translated into price hikes for energy resources, thus causing immense economic damage to nations that are heavily dependent on energy imports.

Abstract:
The issue of the transformations in Russia's internal and foreign policy that occurred during the years of Vladimir Putin's presidency has been repeatedly discussed among scholars and politicians inside and outside of the country, especially in the light of the Russian presidential elections held in early 2008. The internal factors that affected the processes of transformation are rather obvious, and are presented by the Russian ruling elite as including a campaign against the oligarchs who have taken control over significant portions of the Russian economy; the necessary improvement of the mechanisms of governance; the protection of Russia's national interests; and the implementation of the model of “Sovereign Democracy.” At the same time, some elements of Russian policy remain strongly dependent upon the activity of other players in the international arena. Many analysts identify the causes of the recent striking turns in former and contemporary Russian policy as being directly connected with external factors and international realities.

Abstract:
The current Bush Administration is considering a crash effort to put into place the European components of a U.S.-built national missile defense system (NMD) before the end of President Bush's second term. While the debates in the United States are focused primarily on the failure and success of various flight tests, and on the cost of missile defense, the European general public wants to see a concrete plan of its deployment, to understand the design of the entire system, and have a clearer sense of a timetable.

Abstract:
The situation in and around Georgia's conflict areas remains unstable. Violent incidents are continuing. Shots were fired near a convoy carrying the Georgian and Polish presidents on 23 November. European Union (EU) monitors are being denied access to South Ossetia and Abkhazia. Unambitious multi-party negotiations focusing on security and internally displaced person (IDP) return have gotten off to a slow start in Geneva. For the moment, however, domestic politics are the capital's main preoccupation. President Mikheil Saakash¬vili's position is at least temporarily secure, but his administration is likely to be severely tested politically and economically in the winter and spring months ahead. The August 2008 war with Russia and the global financial crisis have seriously undermined Georgia's economy and the foreign investment climate. Social discontent could rise as economic conditions worsen unless the government pushes forward with economic and political change.

Abstract:
The small war between Georgia and Russia from 8 to 22 August 2008 has shattered any remaining illusions over the frontiers of the normative map of Europe. All the primary parties have to be criticised: Russia for setting a trap for Saakashvili to fall into, the Georgian leadership for its astounding military and political blunder in falling into it, and the United States for having failed to restrain its protégé. The first consequence is that Georgia has paid the price of Saakashvili's folly, with the definitive loss of Abkhazia and South Ossetia. The second consequence is triggered by Russia's continued occupation of strategic points in Georgia-proper, which means not peacekeeping but threatened strangulation of the Georgian economy and its role in the transit of oil and gas from the Caspian to the West. It also means that business as usual has become impossible, as already announced between NATO and Russia, and with more important decisions pending in both the EU and US. The third consequence is that the EU should immediately step up its policies to integrate Ukraine, with real perspectives of membership subject to the standard criteria. The fourth unknown consequence is how far this deteriorating process between Russia and the West will go. Russia may pretend, with its petro-power and wealth, to be immune from any actions by the West, but beyond the short-term it is vulnerable. Whatever these unknowns, already Russia has crossed a red line with its strategic occupation of Georgia-proper, rather than the option just to push Georgia out of South Ossetia. This latter option would have met with widespread understanding internationally. But with its chosen option Russia has placed itself in another category, which is a throwback to earlier times, and totally incompatible with the political and moral principles of modern Europe.

Abstract:
Trade cooperation represents an important element of relations between the Russian Federation and Ukraine. The specificity and significance of this sector results from three different reasons. Firstly, both countries are each other's important, even if not the very top of the list, trade partners. Secondly, trade affairs were on numerous occasions the essence of the disputes between Russia and Ukraine, even if their background was both economic and political. Thirdly, trade relations between both states are of vital importance in the context of Russia's attempts at reunification of the post-Soviet area (CIS, CES) and the World Trade Organization membership aspirations of both Ukraine and Russia.

1599. Back to the Future? Thoughts on the Political Economy of Expanding State Ownership in Russia

Abstract:
The period since early 2004 has seen a significant expansion of the direct role of the Russian state in owning and managing industrial assets, particularly in 'strategic sectors' of the economy, such as power-generation machines, aviation, oil and finance. Increasingly, policy seems to have been focused less on market reforms than on tightening the state's grip on the 'commanding heights' of the economy. Many factors have contributed to this shift – factional, ideological, geopolitical and conjunctural – and, as will be argued below, there is not one single process at work, but several. This paper seeks to understand what has been driving the expansion of state ownership in Russia over the recent past and what that expansion might imply for the future. Its central conclusion is that a great deal of the explanation for this trend is in fact structural. While press coverage and public discussion have largely focused on factional politics and the political conjuncture – particularly conflicts between the Kremlin and big business and rivalry among Kremlin 'clans' ahead of the Putin succession in 2008 – a deeper understanding of the growth of the state requires an examination of the interaction between state capacities and Russia's industrial structure.

A car belonging to an official believed to be a relative of Musa Medov, Ingushetia's Interior Minister, was blown up in Nazran on October 8. The opposition Ingushetia.org website reported that a powerful explosion took place 100 meters from the Interior Ministry building in Nazran while Itar-Tass quoted a source as saying that the explosion was an attempt on the life of Daud Medov, the deputy head of the Interior Ministry's vehicle maintenance department. According to Newsru.com, the blast was caused by an explosive device that was attached to the undercarriage of Medov's Lada Priora car and that the bomb went off when the car was parked outside his home and as Medov had left his home and gone outside. Neither Medov nor anyone else was hurt in the blast, but the car was burned out.
