1581. Organizing the (Un)Common

Abstract:
Imagine this scene, if you will: orchestra members gather for a rehearsal. They chat amiably as they find seats and tune their instruments. Then they get down to work: in their last session they had decided to interpret a Vivaldi score and selected a Baroque specialist from among their number to serve as concert-master. In the meantime, everyone had carefully studied the score as a whole and brought with them ideas of how to work with it. To get the rehearsal underway, the concert-master talks to them a bit about the difficulties she sees in the piece and a lively discussion ensues about possible approaches. Together they make a preliminary general plan, and then the sections—wind, strings, etc—meet in their smaller groups to decide on precedence and strategies within each. Finally, the whole orchestra reassembles to play together. They seat themselves so that they can see each other—and begin. After a few bars, the newly-elected first chair violinist stops them and comments that the tempo seems off. To illustrate, he plays at a speed that seems more appropriate to him. A discussion ensues. Various musicians experiment: “how about this?” they ask. Finally, after trying out several options, they come to an agreement, and begin to play again at the new tempo. They watch each other closely as they play, responding to bodily cues and meaningful glances that help them collaborate effectively. At various points, a performer stops the group to make a suggestion or ask a question. A new discussion ensues, a new decision is made, and the orchestra tries again. It is slow, absorbing, challenging work. Sometimes group members will step out for a bit to seat themselves in the concert hall to listen from an audience position and comment on the effect of the performance as the orchestra works on, struggling at times through dissonance. Nerves can fray. Disagreements occasionally get heated, and a few personal antagonism s manifest themselves, but in the end, music is made: passionate, coherent, supremely skillful—and all without a conductor.

1582. The Evolution of Authoritarian Organization in Russia under Yeltsin and Putin

Abstract:
This paper uses the case of Russia in the 1990s to demonstrate the utility of approaching transitional regimes not just as emerging democracies but as failed or unconsolidated authoritarian regimes. Even for many competitive or democratic regimes, it is essential to focus not just on the development of constitutions, civil society, or party systems, but on the success or failure of efforts to build institutions to eliminate opposition and maintain political control. I examine the evolution of state and party organizational strategies by Yeltsin and then Putin to consolidate power and the impact of these strategies on regime competitiveness. First, I demonstrate how state and party weakness under Yeltsin in the early 1990s promoted political contestation in important ways. In turn, stronger state and party organization under Putin undermined political competition. Next, I show how organizational strategies taken reflected a logic of learning by trial and error. The failure of initial organizational forms to reduce contestation led to adoption of new approaches, culminating in Putin's decision to create a highly centralized state structure and single ruling party.

Abstract:
In August 2007, a Russian submarine surprised the world by planting the country's flag on the Arctic seabed, almost 14,000 feet below the North Pole. The titanium tricolor was the culmination of a scientific mission to demonstrate Russia's claim to a vast, potentially resource-rich region along its northern coast. Recent geological surveys suggest the Arctic may hold up to a quarter of the world's remaining oil and gas reserves. Predictably, other circumpolar powers criticized the Russian voyage. “This isn't the 15th century,” said Canadian foreign minister Peter MacKay. “You can't go around the world and just plant flags and say 'We're claiming this territory.'”

Abstract:
The Cold War ended but it seems to be here again. The title for this paper is '2009 - time for détente and disarmament'. It really should have read 'high time for détente and disarmament' because the Cold War ended about twenty years ago and yet today it seems as if it were still here. We hear of plans for new nuclear weapons, the development and testing of missiles and antimissiles, plans for a further expansion of NATO and a chill in the cooperation between EU and Russia as a consequence of the war in Georgia.

Abstract:
Russia's actions in Georgia showed that Moscow has rejected the Western-sponsored vision of transcending military threats in Europe for the ex-Soviet regime. Robert Hunter, former U.S. ambassador to NATO, explains what was lost. Dieter Dettke, a veteran German policy analyst, sees Berlin will not confront Moscow. With much of the global financial superstructure in meltdown, EA's previous analyses are followed up in this issue with a discussion on the limits of sovereign wealth funds as a source of salvation for U.S. and European businesses. In defense, despite the urgent need of a new aerial refueling tanker for the U.S. Air Force, politics has forced an unfortunate delay in the battle between Airbus and Boeing for the order. The book reviews in this issue include an insightful account of the long-term trends making it almost unthinkable for Europe to field enough soldiers to fight any of the world's new wars. Presciently, France's former foreign minister, Hubert Védrine, talked to EA in the summer about the return of nationalist real politik after the demise of over-optimistic assumptions about a Pax Americana.

The post-cold war vision proffered by the U.S. and its allies in NATO was an inclusive model of security for all the countries in Europe and for Russia and its neighbors to the south. At the conclusion of the final summit meeting between Presidents George Bush and Vladimir Putin at the Russian resort of Sochi in early April, relations between Moscow and Washington appeared to have righted themselves. The cordial meeting between the outgoing presidents left a sense of optimism in both Moscow and in the West that U.S.-Russia relations would improve until at least the fall presidential elections in the United States. Things have quieted down between the two nations over the last quarter, as the leadership of both countries has gone about business at home and has lessened (though not ceased) the often-negative rhetoric. But when the summer concludes, Russia will again loom large in U.S. political debates, and the big questions of U.S. foreign policy – whether they revolve around Iran, Iraq, Afghanistan, Northeast Asia, or even Venezuela – will necessarily include Russia policy. And as President Dmitry Medvedev unveils his own version of “sovereign democracy,” U.S. foreign policymakers will be forced to address the fundamental question of whether U.S. policy toward Moscow is centered on its strategic interests, or on democratic values.

Abstract:
May 2008 was a hectic month for both Russia and China. The inauguration of Dmitry Medvedev as Russian president marked the least eventful, albeit the most speculated about, power transition in the history of the Russian Federation. Medvedev's visit to China in late May, his first foreign visit outside the Commonwealth of Independent States (CIS) as president, ran into the devastating earthquake (May 12) in China's Sichuan Province. Medvedev's appearance in China and the largest international rescue mission in Russian history were both symbolic and substantial for the Russian-China strategic partnership, regardless of who controls the Kremlin.

In 2002, NATO Secretary-General Lord George Robertson stated that, “for the North Atlantic Treaty Organization, the Caucasus is of no special relevance.” Up until now, this attitude has not changed fundamentally, even though the region obviously attracts the Alliance's attention more than it did in the 1990s. NATO's stance toward the South Caucasus has always provoked much more and stronger reactions in Russia than in the political, media, and public realms of the Alliance's member states.
