Abstract:
Jonathan Haslam's Russia's Cold War is the latest effort by a western scholar to synthesize new research and findings on the Soviet role in the Cold War. Citing an array of published Russian archival material, Haslam seeks to resuscitate the traditional western Cold War view that the conflict was the inevitable result of communist expansionism. However, the material cited by Haslam does not support such a conclusion and he ignores conflicting evidence and views. The Cold War was a war of choice not necessity, the result of distorted perceptions and calculations by both sides, aided and abetted by generations of ideologically aligned historians

Abstract:
As of November 2010, the so-called “New START (Strategic Arms Reduction Treaty)” treaty between the United States and Russia that was signed in Prague, Czech Republic, on April 8, 2010, awaits a ratification vote in the Senate. Regardless of the arguments pro and con that have emerged since it was signed, it is clear that the outcome of the ratification vote will not only materially affect the Obama administration's reset policy towards Russia, but also the strategic nuclear forces of both signatories. Indeed, throughout the Cold War, both sides built up their forces based on what each was thought to have or be building. Although the Bush administration (2001-09) rhetorically announced its intention to sever this mutual hostage relationship, it failed in that regard. As a result, critical aspects of that relationship still survive in Russia's orientation to the United States and in the language of the treaty, especially in its preamble, which explicitly affirms a link between nuclear offense and defense.

Fifteen years have passed since China and Russia formed a 'strategic cooperative partnership' in 1996, and 2011 marks the 10th anniversary of their 2001 Treaty of Good-Neighbourliness and Friendly Cooperation. Considering the significant changes that have taken place in China and Russia over this period, it is well worth assessing the meaning of the China–Russia 'strategic partnership' and their declared 'good-neighbourly' relations.

After 18 years, Russia is finally on the verge of acceding to the World Trade Organization (WTO). No country has struggled for so long to become a member of this important organization. The last impediment was removed on November 9, when Russia and Georgia concluded an agreement on monitoring trade flows across their disputed border. The WTO Working Party, which oversaw the negotiations, then approved Russian accession on November 10, clearing the way for formal membership to be adopted at the WTO ministerial conference to be held December 15–17, 2011 (WTO 2011).

Abstract:
December marks the 20th anniversary of the end of the Soviet dictatorship and the beginning of Russia's postcommunist transition. For Russians, the intervening years have been full of elation and promise but also unexpected trouble and disappointment. Perhaps of all the painful developments in Russian society since the Soviet collapse, the most surprising -- and dismaying -- is the country's demographic decline. Over the past two decades, Russia has been caught in the grip of a devastating and highly anomalous peacetime population crisis. The country's population has been shrinking, its mortality levels are nothing short of catastrophic, and its human resources appear to be dangerously eroding. Indeed, the troubles caused by Russia's population trends -- in health, education, family formation, and other spheres -- represent a previously unprecedented phenomenon for an urbanized, literate society not at war. Such demographic problems are far outside the norm for both developed and less developed countries today; what is more, their causes are not entirely understood. There is also little evidence that Russia's political leadership has been able to enact policies that have any long-term hope of correcting this slide. This peacetime population crisis threatens Russia's economic outlook, its ambitions to modernize and develop, and quite possibly its security. In other words, Russia's demographic travails have terrible and outsized implications, both for those inside the country's borders and for those beyond. The humanitarian toll has already been immense, and the continuing economic cost threatens to be huge; no less important, Russia's demographic decline portends ominously for the external behavior of the Kremlin, which will have to confront a far less favorable power balance than it had been banking on.

Abstract:
Indonesia is in the midst of a yearlong debut on the world stage. This past spring and summer, it hosted a series of high-profile summits, including for the Overseas Private Investment Corporation in May, the World Economic Forum on East Asia the same month, and the Association of Southeast Asian Nations (ASEAN) in July. With each event, Indonesia received broad praise for its leadership and achievements. This coming-out party will culminate in November, when the country hosts the East Asia Summit, which U.S. President Barack Obama and world leaders from 17 other countries will attend. As attention turns to Indonesia, the time is ripe to assess whether Jakarta can live up to all the hype. A little over ten years ago, during the height of the Asian financial crisis, Indonesia looked like a state on the brink of collapse. The rupiah was in a death spiral, protests against President Suharto's regime had turned into riots, and violence had erupted against Indonesia's ethnic Chinese community. The chaos left the country -- the fourth largest in the world, a sprawling archipelago including more than 17,000 islands, 200 million people, and the world's largest Muslim population -- without a clear leader. Today, Indonesia is hailed as a model democracy and is a darling of the international financial community. The Jakarta Stock Exchange has been among the world's top performers in recent years, and some analysts have even called for adding Indonesia to the ranks of the BRIC countries (Brazil, Russia, India, and China). More recent efforts to identify the economic superstars of the future -- Goldman Sachs' "Next 11," PricewaterhouseCoopers' "E-7" (emerging 7), The Economist's "CIVETS" (Colombia, Indonesia, Vietnam, Egypt, Turkey, and South Africa), and Citigroup's "3G" -- all include Indonesia.

Abstract:
In academic and public debates, external actors have been considered to promote their rules most effectively in third countries in cases of high and asymmetric interdependence. Hence, high interdependence of European Neighborhood Countries (ENC) with Russia has been discussed as a major constraint to EU rule transfer. The case of migration policies, however, represents an odd one out: high degrees of interdependence of the ENC and Russia are coupled with compliance with EU rules, whereas lower degrees of interdependence correlate with shallow and selective compliance. The paper investigates the de facto impact of Russia and the EU on the implementation of the European Neighborhood Policy (ENP) in this highly interdependent policy field and argues for a change in perspective: adopting a stronger bottom-up perspective on power-based approaches of external governance cannot only account for varying compliance records, but also shows how domestic actors can use multiple external opportunity structures to promote their own agenda.

Following several largely futile attempts to gain control over Afghanistan, the British Empire granted independence to the country in 1919. Seventy years later, Russian forces withdrew having failed to establish control through a pro-Russian government. Today, the North Atlantic Treaty Organization (NATO) struggles to establish a stable political system in order to prevent the country from again becoming a safe haven for terrorists. The question is: Will the Alliance prevail or will it join the club of losers? The answer is open, and it is up to NATO and the international community to sustain the positive momentum gained in 2010. The difficulty of nation-building in this remote, but nevertheless strategically important, part of the world can be seen in daily media coverage of the setbacks and losses, progress and success.

Abstract:
State-building—external efforts to influence the domestic authority structures of other states— is arguably the central foreign policy challenge of the contemporary era. The principal security threat of the last several centuries—war among the major powers—is gone, primarily because of nuclear weapons. At the same time, the relationship between underlying capacity and the ability to do harm has become attenuated because of the actual and potential proliferation of weapons of mass destruction. North Korea, with a fraction of the gross domestic product of any one of its neighbors, could kill millions of people in China, Japan, or Russia. Biological or nuclear weapons could fall into the hands of transnational terrorist organizations. Anxiety about the relationship between failed or malevolent states and transnational terrorism will not disappear despite the recognition that there can be training camps in Oregon as well as Kandahar. Perhaps more than at any point in the several-hundred-year history of the modern state system, policymakers are confronted with the uncertainty—not a specific known risk—of the small probability of a bad outcome. It is an uncertainty that they cannot ignore, and state-building will be part of the program.
