Abstract:
China is now undisputedly the leading economic partner for the Central Asia region, with trade and investment continuing to increase despite Beijing’s economic slowdown. Russia is still the dominant political partner for the region, but its influence and ability to strong-arm Central Asian states has been significantly dented by the impact of Vladimir Putin’s full-scale invasion of Ukraine. Central Asian states are now able in tacitly criticize Putin’s actions without significant cost and some have taken advantage of the negative impacts of Russia’s international isolation and sanctions to strike beneficial deals, in particular Uzbekistan and Kazakhstan. Moscow remains content in its position, knowing that the lack of democracy in the region and dominance of elite networks in business and politics mean that regional states are still willing to turn to Moscow for political support, as witnessed in the Kyrgyz Republic in particular since President Japarov came to power in 2020. Tensions between Beijing and Russia have failed to emerge, at least publicly, although if the current trends continue the potential for direct competition may increase.

2. China, Russia, and Power Transition in Central Asia

Abstract:
Since the days of Thucydides, scholars have written about—and policymakers have wrestled with—the dangers of power transition, which occurs when a rising power challenges the previously dominant power in a system. In the 5th Century BCE, this dynamic led to decades of war between alliance systems led by Sparta and Athens. Though Sparta eventually defeated Athens in the Peloponnesian War, the real winner was the Persian Empire, which snatched up territory from the exhausted states of the Hellenic system after the war ended. Much scholarship on the so-called Thucydides Trap focuses on the United States and China, asking if the powers two can negotiate the latter’s rise without conflict. But there is another, more acute power transition underway: that between Russia and China in Central Asia. In the last decade, and especially since Russia’s full-scale invasion of Ukraine began in February 2022, Russia’s power and legitimacy in Central Asia has declined in absolute terms. The erosion of Russian power relative to that of China, however, is more important than the decline in Moscow’s absolute power. Power transitions are notoriously hard to navigate and can strain even amicable relationships, turning erstwhile partners into competitors, or worse. The China-Russia partnership is a relatively recent phenomenon after centuries of mostly competitive relations. This means that Beijing and Moscow do not have a reservoir of goodwill built over decades to draw on as they navigate the erosion of Russian power in a region critically important to both. While this power transition is unlikely to lead to outright war between China and Russia over Central Asia, it is already leading to competition between the two, especially in the economic realm. Competition between Beijing and Moscow is made both more likely and more consequential by several unique features of the region. First, it is geographically contiguous to both. Next, both have high-order political, economic, and security interests at stake there. Finally, the US footprint in the region is light, removing a strong incentive for Chinese-Russian cooperation there. The United States is in many ways the binding agent between China and Russia: Where it is present, their shared resistance to Washington’s influence gives them a focal point for cooperation. Where the United States is absent—as it is in Central Asia, at least with respect to China and Russia—that focal point is removed. This report first analyzes Chinese and Russian influence and interests in Central Asia. It then examines how each pursues its political, military, and economic goals in the region. It concludes with an analysis of how and where their interests are most convergent and divergent and the implications for their overall relationship. If Beijing and Moscow can negotiate their power transition in Central Asia and maintain their overall partnership, this implies that the partnership is deep and durable. But it is Central Asia, more than anywhere else in the world, that will test Chinese-Russian ties.

Abstract:
While Russia’s military invasion of Ukraine has resulted in a decoupling with the West on a scale not seen since the worst years of the Cold War, Russia has not been isolated from the non-Western world and has even reinvested its diplomatic energy toward the Global South. This paper focuses on Russia’s relationships with the Islamic world and how they have been transformed — or not — by the Ukraine war. It discusses both Russia’s “internal” Islamic realm and how the Middle East has reacted to the strategic tectonic shift unleashed by the war and Western sanctions. It explains that the role and place of Islam in Russia have been reinforced by the war context, as Islamic institutions and Muslims are seen by the Russian regime as among the most loyal constituencies. It concludes that the main Middle Eastern regional powers have been able to consolidate their transactional foreign policies and use the war to assert their autonomy toward Western actors so that Russia’s weakening does not result in the West’s increased influence but in a more multipolar order.

Abstract:
When looking at contemporary Turkish politics, an incorrect notion is often circulated that Turkey has only in recent years, as far back as under Recep Tayyip Erdoğan, begun a policy of balancing between East and West. The purpose of this article is to analyze Turkey’s posture – in terms of balancing between spheres of influence – after the end of World War II until Turkey joined NATO and then compare it with Turkey’s stance during the Justice and Development Party government in the context of relations with the United States and Russia. This will help answer the question: to what extent is Ankara’s current balkanizing attitude something surprising? Aren’t specific patterns of the 1945–1952 period similar to those of the 21st century, and the differences are the attitudes of Washington and Moscow rather than Ankara?

Russia’s protracted war in Ukraine is not only causing enormous militarypolitical and economic damage to the Kremlin, but it is also gradually eroding Moscow’s traditional spheres of influence. While the Kremlin has directed all its resources to wage the war in Ukraine, Russia’s “ally” China is not wasting time, and is seeking to increase its economic and political involvement with the countries of Central Asia. China’s recent moves reveal a crack in Beijing and Moscow’s “unlimited” friendship, as the leaders of China and Russia called the partnership between the two countries back in February 2022. A visible manifestation of China’s growing influence in the Central Asian region was the China-Central Asia Summit held in May, where the host of the event, Chinese leader Xi Jinping, presented the “Grand Development Plan” for Central Asia. Russia was not invited to attend the summit; therefore, the future cooperation plans between the regional countries were discussed without a Russian representative. The great development plan proposed by China covers the main aspects of cooperation - infrastructural development, strengthening of economic ties, and security challenges in the region. By proposing the mentioned plan, Xi Jinping expressed his willingness to give a new impetus to China’s cooperation with Central Asian countries, but without the official involvement of Moscow. Holding such a high-level summit in China indicates that Beijing is trying to conduct regional policy on its own, without its “ally” Russia, and, in certain areas, without even taking into account Russia’s interests. Due to Russia’s invasion of Ukraine, the Kremlin’s influence on Central Asia and its role in the region is declining, and China has an ideal moment to fill the vacuum in the absence of Moscow. In addition, Beijing needs to develop its energy and transport land corridors to transport Chinese goods to Europe, for which China is ready to invest billions in Central Asia, and at the same time, to take the regional security initiative on itself. One of the main priorities of China’s foreign policy is to bring the resource-rich countries of Central Asia under its sphere of influence, which obviously means tightening Russia’s interests. It can be assumed that China is aiming to become the dominant political/ economic/military power in the region. Russia’s current military-economic difficulties caused by the war with Ukraine allow Beijing to offer regional countries more prosperity and security guarantees than Moscow can. So the following question arises - is the historically established influence of Russia in Central Asia weakening, while China is gradually strengthening its positioning in the region?

8. Less Than a Full Deck: Russia’s Economic Influence in the Mediterranean

Russia’s intervention in Syria in 2015, and then subsequently in Libya, marked its return as a major actor in the Mediterranean. Much has been made of Russia’s use of all elements of statecraft, including diplomatic, ideological, military, and economic instruments, to advance its interests in this region, a vital shipping and transit corridor. A closer look at Russia’s economic tool kit in this region, however, suggests concerns about Russian economic capabilities are likely overstated. Russia’s most important economic tools in the Mediterranean are its energy resources, arms exports, and ability to launder money through corrupt networks. These tools have complemented Russia’s diplomatic and military activities, particularly in areas where economic systems and rule of law have been weaker. Where Russia has been successful, it has increased a country’s dependence on Russian money, oil and gas, and/or arms, giving it a say in a country’s policymaking, particularly on matters of importance to Russia, and a way to undermine U.S. and the North Atlantic Treaty Organization’s (NATO) influence in the region. In particular, Russia’s unique economic tools have helped it manage its otherwise difficult relationship with Turkey, which depends on Russian oil and gas and is a new customer for Russian nuclear power and weapons systems. Turkey is a unique example in the Mediterranean where Russia already had a substantial trade and investment relationship beyond hydrocarbons, and then used these newer, more subversive tools to build its influence. These same tools have allowed Russia to gain more influence in Egypt, Algeria, and to some degree Cyprus over the last decade. These tools have proved of limited utility elsewhere, however, as they have not been backed by the traditional instruments of economic statecraft: trade in non-energy goods and services, foreign direct investment, and development assistance. Russia has trailed the United States and Europe, and in some cases China, in deploying these fundamental economic elements of foreign policy in the Mediterranean region. Based on economic data available, Russia’s bilateral trade with individual Mediterranean countries is low, its investment levels in most Mediterranean countries are insubstantial, and it is not giving large quantities of development assistance to the poorer countries along the Mediterranean’s eastern and southern rims. The lack of these traditional economic ties is surprising, given Russia’s military and diplomatic efforts to increase its influence in the region. Without them, Russia’s economic diplomacy in the region is highly based on symbolism and the relationships lack sustainability over the long term, which undercuts its geopolitical ambitions in the Mediterranean. If Russia’s ambitions in the Mediterranean region are limited to maintaining access, currying favor with key decisionmakers, and remaining a nuisance to NATO, then its current level of economic ties is likely sufficient. If Russia aims to grow its influence and clout with more countries in the region, however, its current economic tool kit does not appear to be large or sophisticated enough to achieve this. Economic statecraft is an important tool in any country’s foreign policy. Trade and investment deals link countries together in vital ways to improve living standards in each country. They also build relationships between people—politicians, business leaders, students, tourists—that promote mutual understanding and respect for each other’s cultures. The United States and the European Union (EU) have generally excelled in building these types of economic ties in the post–World War II era, and economic data show they continue to be the dominant economic powers in the Mediterranean. Continuing this leadership in the economy will likely ensure that Russian influence in the Mediterranean remains a manageable, if persistent, problem for the West.

9. Turkey’s interventions in its near abroad: The case of Idlib

Abstract:
The trigger for the Turkish Operation Spring Shield in northern Idlib in February 2020 was to prevent the Syrian conflict – especially extremists and refugees – spilling over into Turkey as the result of a new regime offensive. A deeper driver of the operation was Ankara’s desire to draw a line against further regime advances that might jeopardise Turkish territorial gains across northern Syria. Millions of Syrian internally displaced persons (IDPs) and the Islamist group Hay’at Tahrir al-Sham (HTS) were the main – although unintended – beneficiaries of the operation. Tactically, Operation Spring Shield was a success because of a surge in Turkish military resources in northern Idlib, Ankara’s willingness to use them, and the speed with which Turkey acted. Strategically, it helped a great deal that Russia decided to stand aside for a few days. Russian-Turkish diplomacy resumed after battlefield conditions had shifted in Turkey’s favour and Syrian regime forces were stopped in their tracks. In the short term, Operation Spring Shield can be considered as having brought a measure of humanitarian and geopolitical stabilisation by clarifying Turkey’s red lines to Damascus, Tehran and Moscow, and by bringing about a new equilibrium between Russiansupported forces and Turkish forces in Syria. The operation did not negatively affect Turkey’s relationship with its NATO partners, the EU or the US. This was in part because the operation highlighted the limitations of the Astana process – a diplomatic initative in which Turkey, Iran and Russia pursue opposing aims vis-à-vis the Assad regime – from which these actors are excluded. In the medium term, the impact of Operation Spring Shield will depend on the permanence of the Turkish presence, the level of Turkish developmental investment and the evolution, as well as the place, of Hay’at Tahrir al-Sham (HTS) in the future governance of northern Idlib.

Thirty years ago this month, the world shook as one of the only two Superpowers unexpectedly collapsed, creating enormous ramifications for the 25 million ethnic Russians who found themselves as non-titular citizens outside the borders of the newly formed Russian Federation. This ‘beached diaspora’ has been left marginalised and treated with fear, by the Baltic States in their nation-building policies and has left many to think of this community as ‘ripe’ for Russian influence. This Strategic Update will analyse Russian soft power policies and the development of ‘Russkii Mir’ as a tool for utilising this diaspora to further its foreign policy. Tools, which have been seemingly unaffected to a community of autonomy seeking citizens.
