91. Reappraising Nuclear Security Strategy

Abstract:
The danger posed by Russia's inadequately secured stocks of nuclear weapons and fissile material is a major national security concern for the United States. Various cooperative U.S.-Russian programs aimed at securing nuclear material, weapons, and design intelligence have been mounted since the 1990s, but clever and determined adversaries may be able to circumvent or defeat the defenses that the United States and its partners are attempting to put in place. U.S. programs are by their nature reactive: they have long time horizons; they focus preeminently on the supply side of the problem; and they face serious technological limitations. Russia's imperfect commitment to nonproliferation also undermines the effectiveness of U.S. nonproliferation efforts.

You may also have noticed the expanding breadth of our international projects and activities, such as our ground-breaking China Security Bulletin featuring contributions from a retired Chinese general, and a forthcoming report on Russia's defense spending by a Russian scholar who heads our Moscow office. To better reflect our global scope and project diversity, we have created the World Security Institute — which can be thought of as our “holding company.” We felt that this title better describes all of our activities that now encompass a wider definition of “security.”

The following summary addresses key aspects that emerged from the discussion at the Ninth Liechtenstein Colloquium on European and International Affairs held in Triesenberg, Principality of Liechtenstein on March 17-20, 2005. The colloquium focused on Iran and included an in-depth discussion of the nuclear issue. Since the LCM is conducted under strict off-the-record rules, no attribution is provided. Attending participants included high-level Iranian offi cials involved in the ongoing negotiations with the EU, as well as representatives and experts from the United States, the EU, Russia, and India.

On September 19, North Korea agreed to give up its nuclear program. As part of the same agreement, which followed the latest round of the Six Party Talks, the United States pledged not to attack or invade North Korea, to coexist peacefully with the country, and to work toward normalized relations. The United States and other parties to the agreement — China, Japan, Russia, and South Korea — offered to put together an energy package for North Korea.

Abstract:
The international impasse over Iran\'s nuclear program is entering a critical phase. The compromise being offered by the international community, whereby Iran would carry out sensitive uranium enrichment work in Russia, is unlikely to be accepted in full by Tehran. The hardline rhetoric of new President Ahmedinejad is further limiting the prospects of a diplomatic solution being found. As a result, the issue is likely to come before the Security Council. Once in New York there are a number of ways it could play out. But at this stage it is not clear what the Council would be able to do to force a change of behaviour from Tehran. Faced with poor options all round, Washington may feel at some point that it has to risk the uncertain results of limited air strikes against Iranian nuclear facilities to delay what it regards as the unthinkable - a nuclear armed Iran.

Abstract:
The likelihood of a catastrophic terrorist attack against Russia is growing, as radical separatists in troubled Chechnya increasingly become more desperate, and security at many of Russia's civil nuclear facilities remains insufficient. They have already demonstrated their capability and willingness to inflict massive indiscriminate casualties by organizing an apartment bombing in the southern Russian city of Buinaksk. They have acquired radioactive materials, threatened to attack Russia's nuclear facilities, plotted to hijack a nuclear submarine, and have attempted to put pressure on the Russian leadership by planting a container with radioactive materials in Moscow and threatening to detonate it. These incidents occurred between 1994 and 1996, during Russia's first military campaign in Chechnya at a time when separatists were so overwhelmed and outmanned they believed that acts of terrorism employing nuclear, biological, and chemical (NBC) materials—if not weapons of mass destruction (WMD)—could be the only way to force Russian troops to retreat from Chechnya.

Abstract:
Since September 11, the relationship between the United States and Russia has evolved significantly. At the Crawford summit in November 2001, President George W. Bush and President Vladimir V. Putin officially declared a “new relationship” between the United States and Russia. A significant portion of this new relationship has centered on nonproliferation matters, which have been declared a priority by both presidents. In fighting terrorist threats, Bush and Putin have “agreed to enhance bilateral and multilateral action to stem the export and proliferation of nuclear, chemical and biological materials, related technologies, and delivery systems as a critical component of the battle to defeat international terrorism.”

Nuclear arms control is often considered not worth the effort now that the Cold War is over. But the nuclear threat is anything but over. Several thousand strategic nuclear weapons remain on hair-trigger alert in U.S. and Russian arsenals. Many more are insecurely stored. Though the arms control problem needs to be faced by both countries, neither one has the stomach for another Cold War–style, 500-page treaty like START I. The new model is the 2002 Moscow Treaty—a simple, three-page commitment to reduction. Such short treaties now make sense because both countries have many ways to know what is going on inside each other's nuclear arsenal. START I is still very important, but it is no longer the only tool in the box. Today, Washington and Moscow can relegate negotiated treaties to a few essential fronts and pursue exciting, innovative arms control efforts involving threat reduction and technical cooperation.

Abstract:
The history of anti-ballistic missile (ABM) defenses is long and controversial. From the late 1990s and until today, what to do about missile defenses and the 1972 ABM Treaty has been one of the central problems in U.S.-Russian relations. Several times the United States and Russia appeared to have been on the verge of a new Cold War over this question. This paper reviews the history of the missile defense debate and offers some observations on a way forward. On balance, it may be best for the international community to downplay the Bush administration's missile defense plans and instead focus on promoting diplomatic solutions to the missile proliferation problem. Moreover, the international community should examine the possibilities of banning long-range ballistic missiles. This would make U.S. plans for a national missile defense (NMD) redundant, while at the same time improving international security in general.

Abstract:
Two factors were of critical significance in shaping the international peace and security agenda after the Cold War: the emergence of nuclear security and proliferation dangers in the wake of the Soviet collapse, and the unprecedented level of cooperation between Russia and other countries to address these problems. As a result of cooperative international and Russia's domestic efforts, important progress has been made in recent years in reducing nuclear arsenals, protecting Russia's nuclear materials, and preventing proliferation of nuclear weapons expertise from Russia. Much work, however, remains to be done.
