161. The United States, Russia, Europe, and Security: How to Address the "Unfinished Business" of the Post–Cold War Era

Abstract:
In 2012, the U.S. Department of Defense published Sustaining U.S. Global Leadership: Priorities for 21st Century Defense. In this strategy document, the Defense Department outlines the new focus of U.S. efforts on threats emanating primarily from South Asia and the Middle East, spelling out the U.S. commitment to address them by working with allies and partners, acknowledging Europe as the “home to some of America's most stalwart allies and partners.” It clearly states that the United States “has enduring interests in supporting peace and prosperity in Europe as well as bolstering the strength and vitality of NATO [North Atlantic Treaty Organization], which is critical to the security of Europe and beyond.” Moreover, the document characterizes engagement with Russia as important and reiterates U.S. commitment to continue efforts toward building a closer relationship in areas of mutual interest, encouraging Russia to be a contributor across a broad range of issues. The strategic environment will therefore remain one of partnership with Europe and Russia as nations work out the consequences of a rebalancing of forces in the near future.

Abstract:
Regardless of many benefits available to Russia from adopting a more practical approach to climate mitigation, the country remains on the outskirts of the international climate policy debate—an important element of foreign policy in this decade. Russian leaders tend to point to the post-Soviet decline of Russia's greenhouse gas emissions as a major contribution to global climate mitigation efforts. Yet, because the country's carbon intensity remains very high, that stance undermines Russia's role as a serious global climate actor.

163. Cyberspace Governance: The Next Step

Abstract:
After years of dismissing the utility of international negotiations on cyberspace, U.S. officials now say that they will participate in talks to develop rules for the virtual world. But which norms should be pursued first and through which venues? As a start, the United States should issue two “cyber declaratory statements,” one about the thresholds of attacks that constitute an act of war and a second that promotes “digital safe havens”—civilian targets that the United States will consider off-limits when it conducts offensive operations. These substantive statements should emerge from a process of informal multilateralism rather than formal negotiations. Washington should engage allies and close partners such as India first and then reach out to other powers such as China and Russia with the goal that they also issue similar statements. Washington should also reach out to the private corporations that operate the Internet and nongovernmental organizations responsible for its maintenance and security.

164. G7 to G8 to G20: Evolution in Global Governance

Abstract:
This paper provides a brief history of the evolution of the Group of Seven (G7) from its origins in the aftermath of the 1971 breakdown of the Bretton Woods system of exchange rates and the oil crisis in 1973. It then discusses Russia's participation at summits after the fall of the Berlin Wall, formally joining the group in 1997, thus becoming the Group of Eight (G8). The paper gives a concise account of the formation of the Group of Twenty (G20) finance ministers and central bank governors in the late 1990s, in the wake of financial crises in Asia and Latin America, which was elevated to a leaders' summit forum at the outbreak of the global financial crisis in 2008. The paper wraps up with a discussion of the differences in the G8 and G20 models, concluding that the G20 process is still the best option for meeting the challenges of complex global governance issues.

The paper provides a summary of the key issues raised in the third meeting of the Mediterranean Strategy Group which was convened in Rome to discuss the problem of energy security and cooperation in the Mediterranean from a transatlantic perspective. The meeting looked into the impact of geopolitical and economic variables on energy security around the Mediterranean, including the role and interests of “new” actors such as China, Russia and India. It also examined the outlook for new oil, gas, nuclear and electric power transmission projects, the prospects for alternative energy schemes, and the implications for strategy and policy affecting governments and the private sectors.

On December 1 and 2, 2010, Kazakhstan will host the heads of state or government of fifty-six countries for the first summit of the Organization for Security and Co-operation in Europe (OSCE) since 1999. This is a major achievement for a country that was considered by some to be an inappropriate choice to lead the OSCE. Yet the Astana summit is not a test of Kazakhstan's leadership. It is about the future of Euro-Atlantic and Eurasian security, and the viability of the OSCE. At a time when the European Union, Russia, and the United States are redefining their relationships and looking for common ground, the Astana summit provides an opportunity to focus on issues that unite all stakeholders—finding a sense of common purpose to deal with common threats and challenges on the basis of common principles. This brief looks at what it will take to reach the “summit” at Astana, examines the main issues at stake, and considers the relevance and future direction of the OSCE.

Kyrgyzstan is lurching forward, its future uncertain. Eleven weeks after street protests forced the collapse of the regime of President Kurmanbek Bakiyev and three weeks after the worst ethnic violence in the country's history, a measure of security-enforced calm has returned. The apparently successful June 27 referendum on a new constitution and mandate for Interim President Roza Otunbayeva will provide legitimacy and confidence to the government. But Otunbayeva and the group around her appear to underestimate the difficulties they face and to overestimate their ability to control events. They will have to work hard to overcome divisions among their ranks, staggering political and economic challenges, the risks of renewed violence in the south and antipathy toward Kyrgyzstan elsewhere in Central Asia.

169. The Moscow metro bombings and terrorism in Russia

The terrorist attacks in Moscow on 29 March that killed 40 and injured over 100, and the subsequent attacks in Dagestan and Ingushetia highlight a serious problem in Russia. The Russian authorities, led by President Medvedev, quickly responded by promising the swift pursuit and the destruction of the terrorists, the review and improvement of anti-terrorism procedures and enhancement of social and economic measures to address the causes of terrorism in the North Caucasus. Two criminal cases were opened with the charges of terrorism, and an operational and investigation group established, initially comprised of 30 people drawn from the Investigative Committee of the General Procurators Office (SK) and Federal Security Service (FSB). Moscow also linked the attacks to the international context, noting both the international training and preparation of the terrorists and thus the need for international cooperation to address the issue.

Abstract:
Separation of Ukraine-Russia bilateral relations in the energy sector is rather conventional, since they objectively fit into the relations of both countries with a third party – first of all, countries of Europe (in particular, the EU) as consumers of energy resources transported across the territory of Ukraine. Therefore, both from the viewpoint of the process chain (producer – transit state – consumer) and from the economy viewpoint (seller – provider of transportation services – buyer) those relations should be viewed in a trilateral format.1 More than that, it may be argued that problems stockpiled in that sector of relations between Ukraine and Russia and in Europe in general may be solved solely in such trilateral format.2 On the other hand, since early 2000s Russia has been insistently pursuing a policy translating relations with partners in the energy sector into a bilateral format where it is usually stronger and uses that advantage to defend and promote its interests and/or the interests of its state monopolies and separate financial-industrial groups. That is why there are grounds to view the Ukraine-Russia relations in the energy sector as bilateral, but with account of presence of a third party there, first of all, the EU, as Ukraine declares its integration in it and is now engaged in formulation of common norms and rules of the European energy markets. This section briefly outlines interim results and problems of the Ukraine-Russia relations in the oil, gas and nuclear sectors – more interrelated and interdependent than other domains of the energy sector.
