631. Russia and Europe: A Finnish View

Abstract:
In recent months, several prominent Finnish politicians have criticized the Finnish government for lack of vision in its foreign policy. Liisa Jaakonsaari, Chairman of the Parliament's Foreign Affairs Committee and a prominent social democrat), has argued that the government “lacks one thing, and with it, everything: a vision”. Member of the European Parliament Alexander Stubb (the Conservative party's vote puller in the last EP elections) has publicly called contemporary Finnish foreign policy as “pitiful tinkering” (säälittävää näpertelyä). Editorial writers have begun to recycle the old the term “driwftwood” (ajopuu), a term originally coined to describe Finland's flip-flopping during World War II, in their attempts to find an appropriate label for the present government's foreign policy.

Abstract:
As is had been the case during the Cold War, Central Asian region was one of the priorities in the US foreign policy in the wake of the dissolution of the Soviet Union. Howevwr, this gegan to change in the second half of the 1990s as the US became aware of its vital interests in the region. This led to a situıation in which the place accorded to Central Asia in the American national security strategies began to increase. Following September 11 attacks the US started cooperating with the Central Asian republics closely. US troops began to enter the region under the rhetoric of "fight against terrorism" since the end of 2001. Thus, US administration began its military opening toward the region as it had been seeking ways to gain influence in the region since the second half of the 1900s. Wahington realized its aim guickly due to the "temporary approval" of Russia and willingness of the regional countries to cooperate.

Abstract:
Wars have repeatedly had a decisive influence on Russia's political development, and the present global conflict against fundamentalist Islam is no exception. With the murder of hundreds of Russians at the hands of Chechen terrorists—most notably, the massacre of schoolchildren at Beslan earlier this month—President Vladimir Putin has announced a sweeping overhaul of Russia's political system that would further consolidate power in the Kremlin and damage the country's nascent democracy. The United States and its allies now confront the dual challenge of assisting Russia in its fight against terrorism while simultaneously resisting the erosion of freedom there.

Although success stories do exist, most high-technology cluster-development projects do little to enhance regional economic growth. The taxpayer costs for a wide array of tax incentives offered by politicians to corporations and research institutes as inducements to move facilities into their districts are rarely recouped, and often only wealthy organizations and developers benefit from the projects.

Abstract:
Russia, whose birth rates have declined and whose mortality rates have dramatically increased in the last several decades, faces a demographic crisis. Thus far, Russian political leaders have focused on trying to increase birth rates, but a greater sense of urgency must be applied to diminish mortality rates and to respond to health threats, including HIV/AIDS.

This report provides a general picture of research institutes working in the areas of foreign and security policy in Moscow and St. Petersburg. In the following, I will briefly discuss changes in research financing and the consequent reorganisation of the research community. After this, major changes in the study of international relations in Russia are also discussed. A list of the most important research institutes in Moscow and St. Petersburg is appended to the report. In addition, information is provided on the forums and publications of most importance in the foreign-policy debate.

637. From Yugoslavia to Iraq: Russia's Foreign Policy and the Effects of Multipolarity

Abstract:
The aim of this study is to analyze the evolution and political implications of Russia's doctrine of multipolarity. Multipolarity emerged as one of the earliest doctrinal solutions to the post-Soviet Russian foreign policy dilemma, and has remained essential for Russia's strategic behavior since the early 1990s. The multipolarity doctrine describes the post-Cold War world and Russia's place in it. As I argue in this study, Russian “multipolarity” – (the idea of the multipolar world; the vision of Russia as one of its 'poles'; and the understanding of the principles of international politics in the strict terms of realpolitik) is not an ideological resource for Russia's foreign policy but rather, a result of learning how to secure the country' s international status given the scarcity of foreign policy resources available, and the drastic change in the international institutional position of Russia. To sum up the central argument of this study: the multipolarity of Russian foreign policy – both a doctrinal strategy and foreign policy practice – has evolved as a template-like foreign policy approach to solve Russia's strategic dilemma since the demise of the Soviet Union: how to secure its place in the new international structure and compensate for the loss of the international arrangements that disappeared with Soviet might and the bipolar international system as a whole.

639. U.S.-Russian Relations: Toward a New Strategic Framework

Abstract:
In 2001, President Vladimir Putin made a strategic choice for Russia's integration with the West. Indicators of this decision include Putin's quest for better relations with the United States and Europe, his stated commitment to Russian membership in the World Trade Organization (WTO), his pursuit of a new relationship with the North Atlantic Treaty Organization (NATO), and his almost casual dismissal of the potential major irritants in the relationship with the United States and its allies—U.S. withdrawal from the Anti-Ballistic Missile (ABM) Treaty, the likelihood of Baltic membership in NATO, sizeable U.S. military deployments to Central Asia, and a growing U.S. military presence in Georgia. Putin has unequivocally crossed these once-insurmountable red lines despite opposition from his closest advisers and the unease of the Russian public over the American presence in Russia's backyard.

640. Human Rights and Foreign Policy Discourse in Today's Russia: Romantic Realism and Securitisation of Identity

Abstract:
Most people writing on the subject recognise that within the Russian discourse, the concept of human rights is used somewhat differently compared to Western Europe or the United States. However, the nature of these differences is yet to be properly studied. It is not enough just to say that 'the Western notions of human rights undergo certain transformations when transplanted to the Russian soil. At a superficial glance, the post-Soviet notions of human rights are identical [to the Western ones], but upon a more curious consideration their content turns out to be somewhat different' (Chugrov 2001:3). The essentialist concept of 'the Russian soil' as different from the Western one is of little help since it takes cultural differences as given, and thus all the researcher has to do is to register the differences in political practice, while the explanations are known in advance. More sophisticated essentialist approaches do no more than provide labels for the cultural features (e.g. 'nominalism' of the Western culture and 'collectivism' of the East –see Panarin 1999), but are unable to account for the interaction of these two fundamental principles in the Russian political process. As far as foreign policy studies are concerned, there is also the handy realist option of reducing the differences to an assumed national interest, which, of course, in itself is a social construct that is to be studied, and not a conceptual tool for research of other matters.
