571. Regions in the world: The EU and East Asia as foreign policy actors

Abstract:
This article argues that multidimensional regional processes have an external projection that may be explained by their semi-liberal governance structures. It analyses the European Union (EU) and the East Asian grouping of countries, focussing on the Association of Southeast Asian Nations (ASEAN) and the active participation of Japan, South Korea and the People's Republic of China within ASEAN Plus Three. Both regional processes have a multi-level external projection as seen in their links with key states (especially the United States), other regional processes, and global regimes like the UN and the G20. In both cases, one finds that public actors have to collaborate with private actors, although they do so in a restricted fashion and often using think tanks and elite public-private intellectual (track-2) actors. The comparative analysis concludes with some hypotheses regarding the consolidation of regional processes in the world.

Abstract:
While post-Cold War generation Americans are more sober in assessing Russia, the next Russian generation (those under 35) is in some ways more problematic. Russian youth are much more entrepreneurial and politically engaged than their elders, but also more skeptical of the US and more comfortable with intolerant nationalism. The Kremlin is also reinforcing some of the more worrying trends among Russian youths. There is no going back to the Cold War, but the coming of the new generation does not portend smooth sailing, unless current officials can figure out ways to fundamentally alter the nature of a relationship still dominated by mutual distrust.

The conventional wisdom concerning Russian energy policy is overwhelmingly alarmist: Russia's role as a major oil and gas producer has strengthened the Russian state vis-à-vis domestic civil society, undermined democratization and market reforms, and emboldened Russia to pursue a more aggressive foreign policy. Russian Energy Power and Foreign Relations, a compilation of essays edited by Jerome Perovic, Robert W. Orttung, and Andreas Wenger, confronts this conventional wisdom by presenting a nuanced account of recent developments in Russian energy policy and their implications for global energy security and Russian foreign relations.

This report is one in a series commissioned by The Century Foundation to explore issues of interest to American policymakers regarding Russia, aimed at identifying a framework for U.S.-Russian relations and policy options for a new administration and Congress that could help right the two countries' troubled relationship at a crucial juncture. The papers in the series explore significant aspects of U.S.-Russian relations, outlining a broad range of reasons why Russia matters for American foreign policy and framing bilateral and multilateral approaches to Russia for U.S. consideration. A high-level working group, co-chaired by Gary Hart, former U.S. senator from Colorado, and Jack F. Matlock, Jr., former U.S. ambassador to the Soviet Union, has provided direction to the project and offered recommendations for action that the United States might take.

Abstract:
The Obama administration has made some decisive changes to the Afghan policy it inherited. Most significantly, in its first year it committed to a 250 percent increase in the American force on the ground (adding 51,000 troops to the 34,000 in Afghanistan when Mr. Obama took office) and lobbied hard to secure increases in non–U.S. coalition forces. It matched this large increase in force with a major reduction in the goal: from raising a democratic state in Afghanistan to the creation of a state strong enough to prevent a takeover by the Taliban, al–Qaeda, or any other radical Islamic group; and to “disrupt, dismantle, and defeat” al–Qaeda (which, of course, is not achievable in Afghanistan or Afghanistan and Pakistan alone). The third pillar of the policy was and is a greater emphasis on the need for a regional approach, a belief the Bush administration moved toward in its closing days.

Abstract:
The Arctic is emerging as the world's next hot spot for oil and gas development. The U.S. Geological Survey has estimated that the Arctic seabed could contain 20 percent of the world's oil and gas resources and Russia's Ministry of Natural Resources says the Arctic territory claimed by Russia could be home to twice the volume of Saudi Arabia's oil reserves. While accessing those reserves once seemed impossible, the melting ice cap now makes it more feasible and opens new shipping lanes for international trade. Countries around the world—particularly Russia—have noticed.

Abstract:
Having fallen to a historic low after the 2008 Russia-Georgia war, U.S.-Russia cooperation is again on the rise, thanks to last year's “reset” of the relationship. The U.S.-Russia Bilateral Presidential Commission, launched at the July 2009 Moscow summit, aims to enhance cooperation between the two countries on a broad range of shared interests. Although the Commission appears promising so far, significant challenges lie ahead and the two sides must work closely to monitor both the structure and the substance of this new institution to ensure it continues to produce results.

Kyrgyzstan is lurching forward, its future uncertain. Eleven weeks after street protests forced the collapse of the regime of President Kurmanbek Bakiyev and three weeks after the worst ethnic violence in the country's history, a measure of security-enforced calm has returned. The apparently successful June 27 referendum on a new constitution and mandate for Interim President Roza Otunbayeva will provide legitimacy and confidence to the government. But Otunbayeva and the group around her appear to underestimate the difficulties they face and to overestimate their ability to control events. They will have to work hard to overcome divisions among their ranks, staggering political and economic challenges, the risks of renewed violence in the south and antipathy toward Kyrgyzstan elsewhere in Central Asia.

The war in the South Caucasus sent shockwaves throughout the post-Soviet world, European capitals and across the Atlantic, making more urgent the demand for a re-evaluation of policies towards Russia. The projection of hard power in Georgia generated a number of unintended consequences for the Russian state. The crisis and war unveiled many of Russia's weaknesses and vulnerabilities across four crucial dimensions: the military, the 'power vertical' and federalism, the economy and Russia's international position. This paper aims at reassessing Russia's military, political, economic and diplomatic might after the battle in the South Caucasus. The research concludes with proposals for a new Western strategy on Russia and the EU's Eastern Neighbourhood which would ensure an undivided and sustainable European order.
