511. Turkish-Iranian Rapprochement and the Future of European and Asian Energy

Abstract:
The recent events in Ukraine have revived the question of European dependence on Russian natural gas. The security of Europe's natural gas supply has been a consistently important issue in Russian-European Union (EU) relations. Russia provided 34 percent of EU gas in 2012, and Russian policies can have a direct impact on EU supplies. After the West-Russian confrontation over Ukraine, a lot has been said about the 'US shale gas revolution' and the possibilities of the United States becoming an energy exporter for future European energy needs. Although US energy independence seems to promise new perspectives for future European energy security, as well as for the balance of power in the Middle East, this is not for this decade. We cannot expect that the European Union would be able to cut off all of its energy relations with Russia, but we can foresee–or at least agree–that the European Union should diversify its natural gas supplies.

Abstract:
The unconventional oil and gas revolution is certainly a game changer in the current international political setting, since it will bring the United States close to energy self-sufficiency. However, it seems unlikely that this new energy status will dramatically redefine US foreign policy and security priorities. In strategic regions such as the Middle East, US interests are expected to remain unchanged, while the new energy status will contribute only in part to modifying the US approach towards the EU's energy posture vis-à-vis Russia. What the new American energy condition is likely to change are the tools and policy options available to Washington to cope with the strategic challenges - China's power in primis - emerging in the multipolar international relations system.

Heads of state and government have joined the public outcry and called for tough action against those directly and indirectly responsible for this heinous crime. The EU's reaction, however, has been lame so far by comparison.

Abstract:
The adoption of the Geneva Accord between Iran and the P5+1 (the US, UK, France, Russia, China plus Germany) to resolve issues related to Iran's nuclear program on November 24, 2013, brought about a series of debates in political circles. In many ways, it could be considered a historic event with international and regional implications and also ushered in a new chapter in Iran-U.S. relations. At the international level, it could have a great impact on the ways in which world affairs are managed. In fact, it was a victory for diplomacy, multilateralism and a thrust towards a multi-polar international system after more than a decade of unilateralism and military interventionist policies with all its catastrophic consequences. At the regional level, by fostering new alignments, it may have a positive impact on current problems; be it elimination of weapons of mass destruction or countering terrorism and extremism that is now expanding beyond the region. The Accord in Geneva also fosters hope for solid and productive relations between Iran and the U.S. after more than three decades of estrangement. Considering that a new geostrategic situation is unfolding in the region, this article tries to answer the questions related to its international and regional implications, as well as its impact on the very delicate issue of Iran-U.S. relations. At the end, some of the major challenges that lay ahead in the implementation of the Accord are examined.

Abstract:
In recent years, Russia’s active and highly vigorous foreign policy in many conflict zones has become an important international factor in the hottest points (Syria being one of them). Russia achieved spectacular diplomatic results. there are, however, problem zones much closer to home. We have in mind the Korean Peninsula, the scene of the oldest and dangerous conflict. Many times in the past, the “soft underbelly” of Russia’s far east left the expert community and the public puzzled and bewildered. Throughout the decades which separate the peninsula from the “hot war” (still very much in evidence de jure and de facto), it has been living amid sluggish confrontation and dramatic developments at the domestic stage of the north and the south, two irreconcilable opponents, and between them.

This year's volume presents the official outline of Denmark's foreign policy in 2012 by Claus Grube, Permanent Secretary of State for Foreign Affairs. Besides that Ravinder Kaur contributes with the first academic inquiry into the causes of the Danish-Indian diplomatic deadlock in the extradition case concerning Niels Holck (the prime accused in the Purulia arms drop case). Mette Skak addresses the role of the emerging BRICS powers (Brazil, Russia, India, China, and South Africa) in Danish foreign policy and offers her policy recommendations. Hans Branner shifts to a diachronic perspective. In his article about Denmark 'between Venus and Mars' he stresses elements of continuity in Danish foreign policy history; activism is not solely a post-Cold War phenomenon. Derek Beach turns to the scene of the current European economic crisis, analysing and interpreting the Fiscal Compact agreed during the Danish EU Presidency.

Abstract:
With exciting economic opportunities and serious environmental challenges, the Arctic is transforming and re-emerging as a geopolitically important region. Major global players within and without the Arctic are paying greater attention to the region. While Russia is a traditional Arctic state with significant economic and security interests in the region, China, the US and the EU have also expressed their Arctic interests more explicitly. They are keen to tap into the economic potential and have a say in the way the region becomes accessed, exploited and governed. As a result, the Arctic is no longer a spatially or administratively confined region, but is instead taking its new form in the midst of contemporary global politics. The globalization and economization of the Arctic will most likely downplay environmentalism and reduce the relative influence of the indigenous people and small Arctic states in Arctic affairs. Arctic governance is also likely to turn more complex and complicated as the economic and political stakes are raised.

Russia has spent over a decade trying to recapture the influence the Soviet Union once enjoyed in the Middle East, but President Vladimir Putin's attempts to position Moscow as a key regional player have come up short. With revolutions across the Arab world overturning old orders and ushering in Islamist governments, Russia's chances for strengthening its position in the region look increasingly slim. The Kremlin must change course and ensure that its approach to the Middle East and Islamists reflects post–Arab Spring realities.

On February 12 OF this year, Russian President V.V. Putin approved a new Foreign Policy Concept of the Russian Federation. The guide lines for the document, work on which lasted several months, were set by a presidential decree that was signed the day the head of state was inaugurated. The draft concept was discussed with the government agencies that are most actively involved in international activity, and considered in various departments of the Russian presidential administration. The Russian expert community was involved in its preparation, including members of the Foreign Ministry's scientific Council. We are grateful to all those who have put forward their proposals and considerations, including in the pages of International Affairs.

Russia's institution of a ban on American adoptions of Russian orphans, an appalling response by the Duma to U.S. sanctions against officials involved in the Sergei Magnitsky case,1 was a clear indicator that bilateral relations will assume a lower priority in the next 4 years for both capitals. Russian President Vladimir Putin signed the measure despite open misgivings by some of his own key aides and against the opposition of most of Russia's civil society. The Russian Internet response was scathing, producing an instant winner for best sick joke of 2012: “An educated American family has decided to adopt a developmentally disabled Duma deputy.”.
