501. Afghanistan: the view from Russia

Abstract:
Russia's current and foreseeable policy towards Afghanistan is multi-vectored, complex and shows, at times, signs of incoherence. Russia views developments in Afghanistan as a strategic challenge and is expressing growing concern over the country's prospects for stability after the withdrawal of ISAF forces by the end of 2014. Russian decision-makers fear that a security vacuum emerging after the withdrawal could destabilise Central Asia and have a negative impact on Russia itself. At the same time, Moscow is concerned with Western military presence in the region, which it regards as interference in its neighbourhood. At tactical level, Russia also sees the situation in Afghanistan as an opportunity to secure its interests both regionally (consolidating its influence in Central Asia) and more widely (in terms of its relations with NATO).

502. Continuity and Change in the Construction of Enemy Image in Pre-Revolutionary Iran

Abstract:
What paved the way for the establishment of the foreign policy of the Pahlavi dynasty in Iran? This paper seeks to analyze the phenomenon of the construction of the enemy image in the diplomatic history of Iran from 1798 to 1921 and assess its historical roots as it can be useful for the understanding of the attitudes of Iranian policy makers towards the West. The authors' proposal is to explain the construction of enemy image in a historical context in the cognitive structure of Iranian political leaders towards the great powers in the 20th century until the advent of the Islamic Revolution in February 1979. In doing so, the authors have proposed the following hypothesis: With the continuation of Iran's diplomatic relations with Western powers (Great Britain and Russia) under the Qajar dynasty in 1798, a process took shape which gradually led to the construction of an enemy image in the cognitive structure of future Iranian statesmen in the Pahlavi era, underpinning their political relationships with contemporary powers. The authors' findings include the notion that the historical process in question under the Qajar Dynasty involved a combination of military domination, political influence and economic exploitation by the aforementioned powers.

Abstract:
This paper compares and contrasts Russian policy towards Iran in the early years of 20th century which led to the Anglo-Russia convention of 1907 with the Soviet Union's policy towards Iran during Iran-Iraq war in 1980s. It will explain Russia's involvement in the Great Game with British Empire in regard to expansion of its sphere of influences in Persia. With this in mind, this paper will address both internal and external factors in this period which turned Russia and Britain's competition into an alliance – the Anglo-Russia entente. The Soviet policy towards Iran will also be discussed from the time of the overthrown of the Shah's regime and the establishment of the Islamic Republic up to mid-1987 when the Iran –Iraq war ended. Based on this study, we will conclude that the Russian/Soviet policy towards Iran was constant and the spirit of expansionism lied at the very nature of their foreign policy. They were aggressive when they were a hegemonic power in the region and they compromised with rivals when they were weak.

Abstract:
This article develops a new conceptual framework of 'moral power' by arguing that the 'civilian'/'normative' power Europe paradigms are insufficient for understanding the essence of the conflict resolution policy of the European Union (EU) in the South Caucasus. Analysing the conflicts of Abkhazia, South Ossetia and Nagorno-Karabakh, the study reveals that until the August 2008 war, the EU was an incoherent actor in terms of the interplay among its institutions and member-states. The EU's policy has been devoid of a long-term peace-focused strategy, making it inconsequential; as a result, the EU has merely dealt with, rather than managed, the conflicts. Its rhetoric has been inconsistent with practice. Often the EU has subordinated its values to material and power-related interests. Moreover, the EU has hardly been normatively stable in its approach to the Nagorno-Karabakh conflict. Bypassing inclusiveness until the launch of the Geneva talks pertaining to the Abkhazian and South Ossetian conflicts, the EU has not enjoyed much legitimacy by the de facto states. Whereas the EU has largely failed to resolve the South Caucasian conflicts, it has achieved partial success by putting a halt to the 2008 hostilities between Russia and Georgia. Overall, having faltered as a 'civilian'/'normative' power it still has to fare as a 'moral power'.

506. "Don't poke the Russian bear": Turkish policy in the Ukrainian crisis

Abstract:
From the start of the Ukrainian crisis Turkey kept a low profile and adopted a strategy best described as "don't poke the Russian bear". Russia is a major Turkish trading partner and Turkey relies heavily on Russian natural gas for its energy needs, while Turkish prime minister Erdogan has also been dealing with serious domestic challenges in the last year. Therefore, due to both external and internal factors, Turkey will avoid confronting Russia directly and will pass the buck to the U.S. and EU. In the short to medium term there are three plausible scenarios under which Turkey will change its current policy. They include the oppression of Crimean Tatars by the Russian authorities; military confrontation in the Black Sea between Russia and NATO; or a more unified, tougher stance against Russia by the West. In the long term Turkey most likely will revert to its traditional role of balancing Russia by strengthening its ties with the West, while reducing its energy dependence on Russia.

Abstract:
The statement by India's national security adviser on March 6th 2014 referring to "legitimate" Russian interest in Ukraine was unsurprisingly criticised in the West, but appreciated in Russia. Most observers missed other important elements in the statement: reference to Ukraine's internal issues; recognition that both Russian and other interests were involved; and emphasis on a peaceful settlement, reconciliation and negotiation. Debate on the Ukrainian crisis has been largely absent in India due to preoccupation with national elections, widespread consensus that Russia is a dependable "friend of India", and sneaking admiration of President Putin for his "decisiveness" in promoting Russia's interests and open defiance of the West. While China and Pakistan have deployed historical/ethno-cultural arguments to dispute Indian sovereignty over territories that India considers its own, India has consistently rejected claims to alter the territorial status quo on grounds of kinship across sovereign borders.

508. Assessing the responses of the Chinese media and research community to the Ukrainian crisis

Abstract:
Assessments of the official Chinese reaction to the crisis in Ukraine have focused primarily on China's abstention in the vote on a UN Security Council resolution condemning Russian actions and, to a lesser degree, on the three-pronged Chinese proposal for addressing the crisis. However, by examining an array of Chinese sources, including media reports, editorials, and research think-tank publications, a number of viewpoints are presented that provide a better sense of the scope of Chinese thinking on the subject. These concentrate on the notion of Chinese neutrality, Western interference, the domestic sources of the Ukrainian crisis, and possible policy options available to Chinese decision-makers. Understanding these provides a more nuanced understanding of Chinese reactions to the Ukrainian crisis and its possible significance for China.

Abstract:
South Africa did not join in the chorus of condemnation against Russia's annexation of the Crimea, instead adopting a position that in part mirrored language used by Russia to explain its actions, but in other ways reflected key principles of South African foreign policy. Together with its fellow BRICS members, South Africa opposed the imposition of sanctions and was critical of suggestions that Russia might be excluded from the G-20 Summit in Australia later in the year. Non-interference in the internal affairs of states and the inviolability of borders have been central organising principles of African affairs since decolonisation. South Africa's approach must be understood in the context of a desire to see the balance of forces change to reflect the rise of emerging powers. The West's unilateral actions since the end of the cold war have not sat well with the South African government. Civil society elements aligned to the ruling tripartite alliance have condemned what they perceive as Western propaganda against Russia and the West's involvement in stirring unrest in Maidan Square, Kiev. Furthermore, from a realpolitik perspective, South Africa accords its alliance with the BRICS states high priority. Yet, as a relatively small country, it is in South Africa's interests to encourage adherence to a set of global rules that are respected by all.

The North Atlantic Treaty Organization (NATO) is in search of a new narrative. While Russia's involvement in Eastern Ukraine and its annexation of Crimea will not give NATO a new sense of solidarity, these events have highlighted what the alliance and its members must urgently do. It is time for all NATO countries to engage in a real strategic debate about why defense matters and what members should do to uphold the transatlantic relationship.
