41. National Security Update 11: Hypersonic Missiles and U.S. Security

Abstract:
This eleventh IFPA National Security Update examines hypersonic weapons; their unique capabilities and characteristics; their military and strategic implications; U.S., Chinese, and Russian efforts to develop hypersonic weapons; technical challenges; and the urgent need to develop missile defenses to counter the threat posed to the United States by hypersonic weapons. Previous National Security Updates have examined topics including U.S. missile defense priorities, nuclear modernization issues, U.S. options to counter the electromagnetic pulse (EMP) threat, the status of the U.S. Space Force, China’s actions in the South China Sea and U.S. options, and the military applications of artificial intelligence. In early 2017, the Institute for Foreign Policy Analysis initiated an online series entitled National Security Update. Its purpose is to examine key foreign policy/defense issues and to set forth policy options. These updates are made available to the broad policy community within and outside government, including key policy makers in Washington, D.C.; members of Congress and their staffs; academic specialists; and other members of the private-sector security community. Future National Security Updates will address a range of topics in an effort to provide timely analyses and policy options.

42. Ukraine Elections: Why Should the EU (and Italy) Care?

The 31 March presidential elections in Ukraine matter to Ukraine, its region and the EU. While the majority of experts deem it impossible to have a winner in the first round and, thus, expect a second one in April[1], the March contest will be a first important step in the crucial process of determining the direction the country will take. Thus, while we should not hold our breath on election day, we should definitely keep a close eye on the contest and its outcome.[2] First of all, these mark the first elections in Ukraine’s history when a “pro-Russia” foreign policy card cannot be played by the political candidates. If in 2013 the Association Agreement with the European Union and the Customs Union with Russia were two rival projects for Ukrainians[3], in 2019 support for the EU is prevailing among the population – 50% of Ukrainians support the country’s integration into the EU, while only 9% are in favour of the Customs Union[4]. Ukraine’s European and Euro-Atlantic course has also been recently voted in to become a part of Ukraine’s constitution. And yet Ukraine’s pro-Western integration course is far from being undisputed. First, support for the EU is very unevenly spread across the country, ranging from over 80% in the western oblasts to some 30% in the Donetsk, Luhansk and Odesa oblasts.[5]Second, while none of the three candidates currently leading the polls – the incumbent president, Petro Poroshenko, the former prime minister and ex-energy tycoon Yulia Tymoshenko, and the comedian and political newcomer Volodymyr Zelensky – questions EU integration on paper, some candidates’ electoral programmes or actions look at odds with this goal. On paper, Tymoshenko supports good relations with Brussels – and, eventually, a possible EU membership – but she criticizes the reforms promoted by the EU and IMF and advocates economic isolationism. Zelensky’s fussy approach is also critical of the IMF while giving lukewarm support to EU integration[6]. As of March 2018, it is Zelenskyi who is leading the race, with some 25% of support[7], while Poroshenko and Tymoshenko keep shifting in and out of second place in various polls. Importantly, some 26% - in fact, the “golden share” of these elections – of those who are going to vote, are still undecided about their choice, which may bring some surprises on the day of the poll. Finally, these elections will likely feature an unusually high turnout in Ukrainian terms – as of March 2019, 83% of Ukrainians declared that they are going to participate in the elections (in the 2014 presidential elections turnout reached 60%).[8] This is likely a sign of increased civic mobilization and the perception of civic responsibility among Ukraine’s citizens, which grew more acute after the Euromaidan and the start of the Russia-Ukraine conflict.

Abstract:
On October 23 and 24, the Black Sea town of Sochi, often called the southern capital of Russia, hosted the first-ever Russia-Africa summit. Held under the slogan “For peace, security and development”, the summit was combined with an economic forum and co-chaired by two presidents, Vladimir Putin and Abdel Fattah al-Sisi of Egypt, incumbent chairperson of the African Union. Forty-three heads of African states and the representatives of several African regional integration organizations took part in the summit. The summit led to a political declaration on the main areas of Russian-African cooperation, as well as a significant package of agreements on trade and investment.

Over the course of the last decade Russian foreign policy has taken critical turns, surprising not only the entire international community but also Russia’s own foreign policy experts. Arguably, the most notable turn came in March 2014 when Russia annexed the Crimean peninsula, setting in motion developments that are continuously shaping Russia, its neighbors, and, to a certain degree, global affairs. Clearly, Russia’s post-Crimean foreign policy does not exist in a vacuum. Its ramifications are colliding with regional and global trends that are effectively destabilizing the post-Cold War international order, creating uncertainties that are defining the contemporary international moment. In this report, we deal with those whose job it is to explain the logic of Russia’s foreign policy turns and to analyze global trends and their meaning for Russia and the rest of the world. Although these experts, as a rule, do not directly influence political decision-making, their debates, as Graeme Herd argues, “set the parameters for foreign policy choices” and “shape elite and public perceptions of the international environment” in Russia.1 Especially in times of crisis and rapid change ideas produced at some earlier stage by experts and think tanks external to the state bureaucracy can suddenly obtain instrumental value and direct policy options. In Part 1, we briefly discuss the role of think tanks in Russian foreign policymaking and present the landscape of Russian think tanks working on foreign policy issues. We distinguish among three basic institutional forms: academic and university-based think tanks, private think tanks, and state-sponsored think tanks. Highlighting the diversity of organizations, we then focus on four state-sponsored think tanks whose size, political contacts, and financial means allow them to dominate the think tank scene in Russia and that represent different ideological angles of a broad, yet also comparatively volatile mainstream: the Council on Foreign and Defense Policy (SVOP), the Valdai Discussion Club, the Russian International Affairs Council (RIAC), and the Russian Institute for Strategic Studies (RISI). Part 2 follows this selection by looking at Russian foreign policy debates since 2014. We consider how experts writing for these four organizations have approached three major themes: the evolution of the concept of Greater Europe and European Union (EU)-Russia relations, the establishment of the Greater Eurasia narrative in the context of Russia’s declared pivot to the East, and the concepts of multipolarity and the liberal world order.

Iraq has a long and complicated history with the United States, and security and military engagements have been the primary driver of the relationship. Iraq’s relations with Russia, on the other hand, have been more transactional and economically-oriented. This DIIS Report identifies Russian national interests in the BSR (Baltic Sea Region) and discusses whether there are continuities and changes in these interests in the post-Crimea era. The Russian discourse on the BSR is explored, including Russian foreign policy schools and official foreign policy and national security doctrines. Different aspects of Moscow’s BSR strategy - political, economic, sub-regional, environmental and military - are examined. The chances for Russia’s participation in the BSR multilateral cooperative framework are assessed. This DIIS Report authored by Alexander Sergunin, professor at St. Petersburg State University, is an outgrowth of a defence and security project on 'The Baltic Sea Region after Crimea and Trump' with Sergunin and Hans Mouritzen, senior researcher at DIIS, as participants (see also DIIS Working Paper 2019:1).

49. How to Enlarge NATO: The Debate inside the Clinton Administration, 1993–95

Newly available sources show how the 1993–95 debate over the best means of expanding the North Atlantic Treaty Organization unfolded inside the Clinton administration. This evidence comes from documents recently declassified by the Clinton Presidential Library, the Defense Department, and the State Department because of appeals by the author. As President Bill Clinton repeatedly remarked, the two key questions about enlargement were when and how. The sources make apparent that, during a critical decisionmaking period twenty-five years ago, supporters of a relatively swift conferral of full membership to a narrow range of countries outmaneuvered proponents of a slower, phased conferral of limited membership to a wide range of states. Pleas from Central and Eastern European leaders, missteps by Russian President Boris Yeltsin, and victory by the pro-expansion Republican Party in the 1994 U.S. congressional election all helped advocates of full-membership enlargement to win. The documents also reveal the surprising impact of Ukrainian politics on this debate and the complex roles played by both Strobe Talbott, a U.S. ambassador and later deputy secretary of state, and Andrei Kozyrev, the Russian foreign minister. Finally, the sources suggest ways in which the debate's outcome remains significant for transatlantic and U.S.-Russian relations today.
