Abstract:
For nearly five decades, Washington and Moscow have engaged in negotiations to manage their nuclear competition. Those negotiations produced a string of acronyms—SALT, INF, START—for arms control agreements that strengthened strategic stability, reduced bloated nuclear arsenals and had a positive impact on the broader bilateral relationship. That is changing. The Intermediate-range Nuclear Forces (INF) Treaty is headed for demise. The New Strategic Arms Reduction Treaty (New START) has less than two years to run, and the administration of Donald Trump has yet to engage on Russian suggestions to extend it. Bilateral strategic stability talks have not been held in 18 months. On its current path, the U.S.-Russia nuclear arms control regime likely will come to an end in 2021. That will make for a strategic relationship that is less stable, less secure and less predictable and will further complicate an already troubled bilateral relationship.

Abstract:
Israel’s presumptive nuclear deterrence posture depends upon several separate but intersecting factors. Most important, of course, are the country’s weapons, infrastructures, and missile defense capabilities. Less conspicuously urgent, but still important, are the principal defining structures of world politics. These include (as ever) the fundamentally anarchic system created after the 1648 Peace of Westphalia (“The State System”) and the more transient or temporary US-Russian rivalry. This essay casts attention on the latter set of factors, or “Cold War II.” Israel’s strategists should pay close attention to this critical expression of geopolitical “context.”

Abstract:
The stabilizing role of the INF Treaty is still relevant. Its importance has even increased against the background of the sharp deterioration of relations between Russia and the West in recent years due to the well-known events in Ukraine, aggravated by mutual sanctions and NATO’s military build-up near Russian borders. Preserving the INF Treaty, which has now become the subject of controversy and mutual non-compliance accusations between Russia and the United States, is therefore doubly important.

64. Complex Strategic Coercion and Russian Military Modernization

Abstract:
The purpose of this short briefing paper is to consider the capability and utility of contemporary Russian forces in relation to President Vladimir Putin’s strategic goals. Specifically, this paper examines the critical role played by Russia’s “New Look” military force in the realization of Moscow’s political goals via complex strategic coercion. Complex strategic coercion is the use of all national means and beyond by a “securitized” state such as Russia to systematically undermine the command authority, as well as the political and social cohesion of adversary states and institutions. This end is achieved by creating and exploiting divisions within diverse societies, interfering in national political processes and exacerbating tensions between democracies. Complex strategic coercion is underpinned by the threat of overwhelming conventional military power against weaker states at a time and place of the aggressor’s choosing. This type of coercion is allied to the implicit threat of nuclear and other means of mass destruction to confirm the changed facts on the ground by preventing strategic peer competitors from mounting a successful rescue campaign. Western strategists increasingly confuse strategy, capability and technology, thus undermining deterrence and defence efforts. Russian Chief of the General Staff Gen. Valeriy Gerasimov has been pioneering precisely the fusion of the three elements of warfare for a decade. The modernization of Russia’s armed forces must thus be seen in the context of a new form of complex strategic coercion that employs systematic pressure across 5Ds: disinformation, destabilization, disruption, deception and implied destruction. Russia’s strategic goal is to conduct a continuous low-level war at the seams of democratic societies, and on the margins of both the EU and NATO, to create implicit spheres of influence where little or no such influence would otherwise exist. In the worst case, complex strategic coercion would be used to mask Russian force concentrations prior to any attack on NATO and EU states from above the Arctic Circle and Norway’s North Cape in the north, through the Baltic States and Black Sea region and into the southeastern Mediterranean. The strategy’s enduring method is to use the implicit threat of force to keep the Western allies permanently off-balance, strategically, politically and militarily, and thus to offset any innate advantages afforded Western leaders by either their forces or resources. If the Alliance concept of deterrence and defence is to remain credible, an entirely new and innovative concept of protection and projection must be considered as a matter of urgency.

Abstract:
While the idea of a “European nuclear deterrent” has a long history, it has recently made a comeback in the light of Russian aggression on the continent, growing tensions in the transatlantic relationship since the election of Donald Trump, as well as the British decision to leave the European Union. Voices are being heard in Germany in particular, arguing for stronger European nuclear autonomy. This paper analyses how the French and British deterrents could play a broader and stronger role in ensuring the security of the continent. Discarding the idea of a single “European deterrent”, it suggests possible credible pathways to enhance European nuclear cooperation based on French and possibly British forces, preferably outside the EU context. Furthermore, it suggests that future US decisions and policies towards Europe will be a critical factor in defining the range of realistic scenarios and outcomes.

Abstract:
One of the most notable consequences of the end of the Cold War was the diminished role of nuclear weapons in international relations. The world’s primary nuclear weapon powers, the United States and the Russian Federation, made considerable reductions in their nuclear forces. The climax of the process was the New START Treaty signed in 2010. Now, the optimism that characterized the first decades of the post-Cold War era is rapidly evaporating. Geopolitical competition again dominates global and regional security dynamics. Nuclear powers are modernizing their forces and introducing novel systems that may affect strategic stability. At the same time, existing arms control regimes are crumbling. This report takes stock of recent developments in deterrence in general, and nuclear deterrence in particular. Its main ambition is to understand how deterrence has changed in light of certain post-Cold War trends. To this end, the report introduces the basic principles of deterrence. It also explores the nuclear-related policies and capabilities of the four nuclear weapon states most directly involved in European security affairs – Russia, the United States, France, and the United Kingdom. Importantly, the report also analyses the implications of the recent trends in strategic deterrence for Northern Europe. This report is part of a research project conducted by the FIIA entitled ‘New Challenges for Strategic Deterrence in the 21st Century’. The project is part of the implementation of the Government Plan for Analysis, Assessment and Research 2018.

Th e year 2014 marked an infl ection point in NATO‘s relations with Russia after the Cold War: Moscow moved from a potential “strategic partner to a strategic competitor.”2 With the illegal annexation of Crimea, the intervention in the Ukraine, and the continued intimidation of NATO member states, Russia violated central principles of the Euro-Atlantic security order, such as the inviolability of frontiers and the non-use of force.3 Th is in turn has led to calls in NATO for reinforced deterrence, especially from East Europe, while other NATO allies have argued for concurrent dialogue with Moscow.

Amid the rollout of the February 2018 U.S. Nuclear Posture Review, security analysts have understandably focused much attention on its implications for the U.S. nuclear arsenal, intra-alliance ties with key North Atlantic Treaty Organization (NATO) partners, and Washington’s icy relations with Moscow. But nuclear deterrence only partially addresses NATO members’ shared concerns about Russian behavior, especially in light of Moscow’s growing propensity to undermine the alliance with nonkinetic operations and other tactics that nuclear warheads cannot easily deter. The risk of escalation sparking a wider conflict—deliberately, inadvertently, or accidentally—between Russia and NATO is dangerously high. This is particularly the case in the Baltics, a region that would be difficult for NATO to defend because the military balance there very much favors Russia; moreover, Moscow could instigate unrest among the Russian minorities living there. To mitigate these risks and remain united, NATO members must complement deterrence with resilience and risk-reduction measures better tailored to addressing Russian behavior below the threshold of outright conventional and nuclear conflict.

Abstract:
The instruments of cooperative security created during and since the Cold War to foster mutual confidence and reduce the risks of war, inadvertent escalation, and arms races, in and around Europe, have come under increasing strain. The European security architecture has been – and is being – weakened by renewed geopolitical competition, technological and military developments, and states violating or bypassing international law, or walking away from previous commitments. Against this backdrop, it is crucial to reassess the meaning and requirements of crisis and strategic stability in Europe. This report looks at some current and future sources of strategic instability, and focuses in particular on how the Russian way of waging modern conflict could, through the importance given to strategic ambiguity and operational opacity, fuel escalatory dynamics in Europe. It argues that strengthening strategic stability in Europe requires a two-pronged approach, combining a sustained effort to reinforce deterrence and defense in Europe with new confidence- and security-building and arms control measures to reduce reciprocal fears, incentives to escalate rapidly during a crisis, and risks of conventional and nuclear war in Europe.

70. NATO and Asymmetric Threats: A Blueprint for Defense and Deterrence

Abstract:
Russia is increasingly turning its asymmetric arsenal on NATO allies to attack the credibility of the Alliance, undermine democratic institutions across member states, and disrupt NATO cohesion on a variety of policy and security issues. Despite falling below the threshold of conventional warfare, asymmetric threats are designed to weaken the security of the Alliance and individual allies, as well as destabilize allied governments and societies. NATO has taken some measures to address hybrid threats; however, NATO needs a more comprehensive strategy to counter the growing threat that asymmetric interference poses. The NATO Brussels Summit taking place July 11 and 12 presents an important opportunity on this front. To better position itself to tackle these challenges, the Alliance should: (1) elevate discussion of hybrid threats in the North Atlantic Council (NAC), permit allies to invoke Article 4 when confronted with hybrid threats to share information and request assistance through hybrid response teams, and internally clarify thresholds for coordinated response in times of hybrid crises; (2) work with NATO allies and with the EU to ensure the optimal utilization of resources and expertise in combating asymmetric threats; (3) develop stronger public-private partnerships to address asymmetric threats outside the purview of the Alliance; (4) invest in resources to improve resilience in individual member states, as mandated by Article 3; and (5) issue a declaratory statement that hybrid, asymmetric tactics pose a serious threat to the Alliance and that allies will respond appropriately.
