Abstract:
The detritus of the U.S.-Soviet Union relationship remains a part of the U.S.-Russian relationship. During the Cold War, U.S. policy went from containment to détente to confrontation. Today, the vicissitudes of Russian President Vladimir Putin’s engagement with the United States range from the productive—the Iran nuclear deal is one example—to confrontation—Ukraine is a good example—to doing a bit of both—Syria is an example of this. Putin wants Russia to not only have a seat at the table where decisions are made about global international issues but also wants the seat once held by the former Soviet Union.1 In other words, Putin wants a return to the great power politics of the Cold War and a free hand in the territory that was part of the Soviet Union. In this regard, Putin needs the United States as an adversary, though not necessarily as an enemy.2 This sort of dynamic allows him to maintain political support at home—he is protecting Russia from an outside threat—which allows him to avoid fixing an economy that is faltering3 and addressing the corruption that is a significant part of the political scene.4

Abstract:
Every Olympiad is a complex and, until the end, uncertain endeavor. In the case of the 2014 Winter Games, which begin February 7 in Sochi, Russia, the challenges and vulnerabilities are far more significant and numerous than usual. It will be the first (and almost certainly the last) Winter Games in the subtropics. Virtually the entire infrastructure had to be built from scratch and in haste, with abuse of laborers and corruption overhead likely further compromising the construction. While various interest groups exploit every Olympiad to draw international attention to their causes, protests in Sochi could be particularly intense. Finally, and most ominously, Sochi is next door to a fundamentalist Islamic uprising in which terrorism claims victims almost daily. For the sake of the athletes and millions of fans, one hopes that none of these potential problems will precipitate a disruption, much less a crisis or bloodshed. Yet in their choice of location and the manner in which they have gone about organizing the Games, the Russian authorities have greatly increased that risk. By highlighting some key features and practices of Vladimir Putin's regime, a major setback at the Olympiad could deal a serious blow to the regime's legitimacy, prompt national soul searching, and trigger another round of civil resistance in search of reforms.

The Ukraine that existed before the events of last year was very peaceful, very tolerant, very quiet–maybe a bit too tolerant to hopeless and corrupt politicians. But now, we have a society that has been radicalized, and in the next parliamentary elections, we will have a lot of new radicals in the parliament. This is partially good because they will fight against corruption, and they will put pressure on the government and the president to carry on the reforms that were promised.

Ukraine has experienced a year of unprecedented political, economic, and military turmoil. The combination of Russian military aggression in the east and a legacy of destructive policies leading to pervasive corruption has plunged the country into an existential crisis. The West, meanwhile, has been largely paralyzed with uncertainty over how to assist Ukraine without reviving Cold War hostilities. Yet all is not lost for Ukraine. A tenuous ceasefire, along with the successful elections of President Petro Poroshenko in May and a new parliament in October offer an opportunity for economic reform. If the current ceasefire in the east holds, Ukraine has a great opportunity to break out of its vicious circle of economic underperformance. Yet, the window of opportunity is likely to be brief. The new government will have to act fast and hard on many fronts to succeed.

26. Online journalism in Russia : The ordinary games of political control freedom

Many online newspapers were created in Russia during the early 2000s, which gave rise to hopes concerning further developments of media pluralism. Their day-to-day operations differ little from those of their Western counterparts. They are subject to the same technical possibilities and to the same financial limitations. Under the increasingly authoritarian Russian regime, however, these common constraints can become political. Economic constraints on editorial boards, limitations on their sources of advertising revenue, administrative requirements, and surveillance of Internet providers are all tools used for political purposes. This article uses the examples of the major news sites that are lenta.ru and gazeta.ru, and the more specialized sites, snob.ru and grani.ru, to show how this political control is based on the diversity of ordinary constraints, which procedures and justifications are both unpredictable and dependent on the economic situation. The result is that political control is both omnipresent and elusive, constantly changing.

Following Vladimir Putin's presidential election victory in March 2012, the Russian political system has undergone significant change. The latest changes affect the way regional elections are conducted. However, a number of puzzles remain, not least the intentions of the Putin administration. Alongside liberalising reforms, such as the return of direct elections for regional governors and the easing of party registration requirements, we see new restrictions that close the political field. Nonetheless, the events of the past 20 months do reveal a distinct change in the reform process, as the Putin administration reluctantly adjusts to unfavourable political and economic conditions. In Putin's first two presidential terms, 2000-2008, reform was 'progressive', aimed at extending the Kremlin's power and authority. The latest changes, in contrast, are 'reactive' and involve an inevitable loss of control over political processes. One immediate implication is that political processes will become less predictable, as the Kremlin tries to reorganise its system of governance. But, in the longer-term there is a danger that the use of political reform as a substitute for democratic change will undermine the legitimacy of the entire political system.

28. Sowing the dragon's teeth: The Kremlin's reactionary policies

Abstract:
The 2008–09 financial crisis demonstrated that gas and oil exports could no longer serve as Russia's engine of economic progress and the source of a steady rise in personal incomes. Russia needed to dramatically change its investment climate through deep institutional reforms that would boost economic liberty, expand the rule of law and property rights, diminish corruption, and create more political choices for its citizens. Such reforms are all the more urgent now as Russia's economy is slowing to a crawl and trust in President Vladimir Putin is steadily declining. Yet the Kremlin has chosen to address these challenges with authoritarian consolidation, buying short-term stability at the expense of the country's longer-term prosperity and progress. Elements of the Kremlin's massive propaganda campaign include militarized patriotism and patriotic education; a selective recovery of Soviet symbols and ideals; the ultraconservative Russian Orthodox Church as the moral foundation of the regime; the promotion of a culture of subservience; and the intimidation, stigmatization, and repression of civil society and its vanguard, nongovernmental organizations. Yet instead of producing the consolidation and unity expected by the Kremlin, this campaign may yield polarization, radicalism, and violence that will prevent the country's peaceful and inclusive transition to a more dignified version of citizenship.

Russia's plans for chairing the G20 in 2013 go further than staging a pompous summit in St Petersburg similar to the Asia-Pacific Economic Cooperation (APEC) summit in Vladivostok in September 2012. Located in a strategically important neighborhood amid China, Russia, Afghanistan, and Iran, and sitting atop vast deposits of oil, gas, gold, and uranium, post-Soviet Central Asia is home to some 50 million people living in five countries: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan . For centuries, the region has drawn the attention of the world's superpowers as they seek leverage over their foes, access to natural resources, or a base from which to influence adjacent regions . For just as long, the societies of Central Asia have been beset by lackluster and often abusive rule, first by warring and insular feudal chiefs, then by colonial conquerors from Russia, and then by their Soviet successors .Since gaining independence from the Soviet Union 20 years ago, the five Central Asian republics have struggled to find viable governance models and to place their economies, long moored to Moscow, on stable footing.
