281. Possible Obstacles: Will Russian Succeed in Reaching a Settlement in Afghanistan?

Abstract:
Moscow hosted a new round of talks in an effort to reach a settlement for the conflict in Afghanistan, on November 9, dubbed as “Moscow Format Consultations on Afghanistan”. Moscow considered that the potential gain would be the participation of Taliban representatives for the first time in two years, since the launcg of the talks. These talks witnessed two previous rounds, which did not yield any results. They were mainly a regional dialogue with the neighbouring countries concerned with the Afghan issue. Although Russia says there has been a considerable progress in the talks, this does not negate the fact that they still face many challenges that were evident in the outcome of the meeting. However, Moscow will likely continue its efforts to hold further talks, especially in the light of the evolving situation on the ground, namely ISIS moving from Syria and Iraq and some Middle Eastern countries to Afghanistan. Such move is considered an eminent threat to Moscow’s national security and interests.

Abstract:
In this, our 19th volume, we attempt to shed light on these flashpoints. Rodger Kanet and Charles Zielger explore Russian revanchism in Eastern Europe. Julia Buxton covers the preeminent flashpoint in Latin America, Venezuela. Dr. Buxton discusses and provides a framework on how the confrontation between Venezuela, its neighbors, and the West can be managed. Michael Gunter shifts our focus to transnational issues by discussing the paradoxical struggle for an independent Kurdistan with the continued disunity of different Kurdish factions. Finally, Ramon Pacheco Pardo tackles perhaps the most pressing flashpoint for conflict in the world today, the crisis on the Korean Peninsula. Dr. Pardo discusses a series of policy proposals he believes would be conducive to deescalating tensions. The Journal of Diplomacy is also proud to publish an interview with Former Cypriot President George Vasiliou. Mr. Vasiliou, who guided Cyprus towards integration with the European Union, discusses with the Journal the origins and future of the “Cyprus Problem” bringing into focus for our readers the frozen conflicts that exist around the world.

Abstract:
This article explores the use of crowdsourced volunteer battalions by the Ukrainian government in response to Russian aggression in the Donbas region. It examines the weakness of the Ukrainian Armed Forces, contributions of civil-society, and the creation, development, and combat operations of volunteer battalions. The use of crowdsourcing provided the emergency military force that the Ukrainian Government needed to stabilise the Donbas region in the face of the 2014 Russian-backed separatist offensive. The article concludes by raising concerns that the negative consequences of crowdsourcing war, while mitigated by actions taken by the Ukrainian Government, have the potential to return if the situation in Ukraine deteriorates.

Discussion paper for the workshop on: “The emerging security dynamics and the political settlement in Syria”, Syracuse, Italy, 18-19 October 2018. Throughout its involvement in the Syrian conflict, Russia has been the main guarantor of the survival of the Syrian army as an active fighting force and as a state building block. While Moscow has been investing time and effort into making the Syrian Arab Army a powerful institution, a deep reform process would need to be launched once the war is over. Russia’s role in the Syrian army reform is predicated not only on its active involvement in the Syrian war alongside the army, but also on the close links that have existed between the two countries during the Cold War. The USSR became a political and military patron for Syria in 1955, the country’s military was essentially modelled after the Red Army. The Russian role in Syria extended not only to instructions on how to use Soviet-made weapons but also to training in planning, tactics and operations1 . The extent to which Russia is ready to spearhead the reform process is not yet clear. However, it has been making attempts to increase the institutional and fighting capacity of the Syrian army. Moscow realises that while Iran mostly relies on militias inside Syria, the government in Damascus will not be able to create a viable army on its own. The real extent of change that could be performed by Russia also depends on its willingness to enact political reform in Syria.

Discussion paper for the workshop on: “The emerging security dynamics and the political settlement in Syria”, Syracuse, Italy, 18-19 October 2018. Since the onset of the Syrian crisis in 2011, Iran has provided political, economic and military support to save a friendly government in Damascus and has become a key component of the Syrian equation. Syria’s location in the Levant places it at the heart of the Iranian national security doctrine, as Syria is key to maintaining land access to Hezbollah in Lebanon, preventing terrorism from destabilising Iran, and challenging the dominance of Iran’s rivals in Syria. However, achieving these goals in Syria is problematic in both the short and long term. Despite their agreement on preserving the Assad government, Tehran is not in full agreement with Moscow and Damascus on a post war political system, the role of Iranian forces, Syrian-Israeli relations, and reconstruction policies and contracts. Despite the strong positions against the US and the Syrian opposition, Iran is ready to compromise in Syria. Iran has become more accepting of the Syrian opposition playing a role in the future political structure, but such an acceptance is defined by their real power on the ground and conditioned by respecting Iran’s interests in Syria. Once the West is ready to accept Iran’s interests in Syria and include Iran in the UN peace process in Geneva, the Islamic Republic could relax its positions on post-war political and military structures, which would significantly contribute to ensuring a peaceful political transition in Syria.

Abstract:
In the backdrop of negotiations over drafting Syria’s new constitution and a transition in UN representation on Syria, the conflict in Idlib continues to simmer. Unrest in Idlib and dissatisfaction there with the internationally-recognized opposition, the High Negotiations Committee (HNC), leaves residents of Syria’s northwest excluded from constitutional committee. This is significant because the constitutional convention is increasingly viewed as a precondition for advancing the larger peace process. The constitutional committee is no place to hammer out granular differences between warring factions in Idlib, but the course of events there hold significant implications for the future of the broader peace process.

Julie Wilhelmsen is a senior research fellow at the Norwegian Institute of International Affairs. She conducts research in the fields of critical security studies, Russian foreign and security policies and the radicalization of Islam in Eurasia. Wilhelmsen has also written about convergence in Russian and Chinese interests in Central Asia and about Russian approaches to the fight against terrorism. She holds a master’s degree in post-Soviet and Russian studies from the London School of Economics and holds a PhD in Political Science at the University of Oslo.

288. The Tiger Forces: Pro-Assad fighters backed by Russia

Abstract:
The Tiger Forces is a Syrian Air Intelligence-affiliated militia fighting for the Syrian government and backed by Russia. While often described as the Syrian government’s elite fighting force, this research portrays a starkly different picture. The Tiger Forces are the largest single fighting force on the Syrian battlefield, with approximately 24 groups comprised of some 4,000 offensive infantry units as well as a dedicated artillery regiment and armor unit of unknown size. Beyond these fighters are thousands of additional so-called flex units, affiliated militiamen who remain largely garrisoned in their hometowns along the north Hama and Homs borders until called on to join offensives as needed. Despite a decentralized command structure, the Tiger Forces' capabilities far exceed any other unit currently fighting in the Syrian civil war. The main source of the unit’s success stems from its two full-strength infantry brigades with dedicated logistical support and the ability to call on the Syrian air force—and after September 2015 the Russian air force—at will. While there is likely some degree of higher-than-average competence among the Tiger Forces’ officer corps, this research demonstrates that the true power of the unit does not come from their alleged status as elite fighters but instead from their large size, supply lines, and Russian support.

Abstract:
“Hybrid warfare is the new normal,” announced NATO Assistant Secretary General for Emerging Security Challenges Antonio Missiroli at November’s NATO-Ukraine Forum in Kiev, Ukraine. He spoke these words at a fitting venue: Ukraine holds the dubious honor, along with Georgia, as the world’s two nations who have experienced the full gamut of Russia’s modern hybrid war tactics. These methods operate through a mixture of kinetic violence and subversive tactics to destabilize while avoiding retribution. Grounded in historic military strategies, a crippling cyber-attack against Estonia in 2007 signified an emerging form of political violence. The later invasions and annexations of Georgia in 2008 and Ukraine in 2014 demonstrate the Kremlin’s particular hybrid strengths, including exploiting international law by couching their presence in these countries as humanitarian or anti-piracy.

Abstract:
500 nautical miles north of the city of Tromsø, off of the northern cape of Norway, lies the Svalbard Archipelago; a collection of islands nearly one fourth the size of continental Norway with a unique history and an even more unique status under international law. Since its official discovery in the mid-1500s Svalbard has generally been an area of peace and cooperation due in large part to its location on the fringes of civilization. However, Svalbard’s tranquility has been punctuated by periods of competition and conflict when profitable resources are at stake. From whaling in the 1700s, coal in the late 1800s, and fishing in the present, profit from natural resources has been a consistent driver of instability in the area. Outside of resource-driven tension, the island chain spent most of its pre–20th century existence as a de facto “no man’s land” or global commons, ungoverned by any one nation.
