201. Operation Peace Spring: Objectives, Current Situation and its Future

Abstract:
The Peace Spring Operation (PSO), launched on 9 October 2019, was Turkey’s military/diplomatic/political offensive against the People's Defence Units (YPG) in Syria and beyond and was triggered by key dynamics in the country. The first was the redeployment of US troops in the northeast of Syria; second was the expansion of Russia’s area of influence towards the east of the Euphrates; third was the launch of a new phase of the Assad government’s operation in Idlib; forth was a re-evaluation of YPG’s patron-client relationship with the United States and the European Union. Turkey sought to prevent the formation of a Kurdish state and to address the Syrian refugee issue. While Turkey was able to achieve some strategic gains via the PSO, many challenges remain which prevent Ankara from achieving all its objectives. This paper argues that PSO should be analysed in the context of Turkey’s two former operations in Syria, Euphrates Shield Operation (ESO) and Olive Branch Operation (OBO).

202. Perceptions and Reflections of the Security Crisis in the Black Sea Region

Abstract:
The first reflection about the geopolitical environment that Bulgaria faced after the tectonic systemic shifts in the end of the 80s and the beginning of the 90s of the 20th century thirty years later is that the efforts of the country to influence the transformation of the Balkans into a regional security community were successful. The second reflection is that Bulgaria was not able to influence effectively a similar development in the Black Sea area. Both the Balkans and the Caspian Sea-Caucasus- Black Sea area were conflictual knots of relations inherited from the Cold War divide. While the traditional European great powers that polarized the Balkan system of international relations pushing the small countries one against the other and the United States had the strategic interest of pacifying the South Eastern region of Europe, the dominating great power in the Black Sea area – Russia, aimed at preserving the opportunities of coming back to the territories that the Soviet Union lost after its collapse by preserving various degrees of conflictness in the neighbouring countries. Depending on the general condition of the Russian economy and state as well as its domestic political status different opportunities were either designed or just used to preserve the profile of Russia of the empire that sooner or later will be back. What are, in this regard, the perceptions in Bulgaria of the annexation of Crimea?

203. Ceasefire or Escalation in Libya?

Abstract:
After the fall of Sirte, Erdogan and Putin’s desired ceasefire can only be achieved with Washington’s support. Over the past week, regional and European actors have increased their diplomatic activity around Libya in response to intensifying violence in the nine-month-old civil war. On January 8, less than a week after the Turkish parliament approved sending forces to support the Tripoli-based Government of National Accord (GNA), President Recep Tayyip Erdogan and Russian leader Vladimir Putin met in Istanbul and called for a Libya ceasefire to begin on January 12. Whether or not Moscow and Ankara manage to pause the violence temporarily, their growing influence in Libya represents an epic failure of Western attempts to resolve the conflict diplomatically. The longer-term effort to jumpstart Libya’s political transition requires a wider international effort at peace and reconciliation—something Russia and Turkey can support but not lead. Putin and Erdogan seemed to acknowledge that fact at their summit, endorsing a long-planned multilateral conference in Berlin aimed at recommitting all relevant actors to support an end to hostilities and respect the UN Security Council’s mandatory but widely ignored arms embargo. Even assuming Putin is serious and withdraws Russian mercenaries from the frontlines, a full, lasting ceasefire cannot transpire until the other actors who support Gen. Khalifa Haftar’s so-called Libyan National Army (LNA) agree to withdraw their equipment and personnel for a fixed period while negotiations are launched—especially the United Arab Emirates, which provides the LNA with critical air superiority. At the same time, Turkey would have to take commensurate de-escalatory steps of its own. The United States is the only actor that holds enough weight with all the foreign parties to bring about an authentic ceasefire. Despite being consumed with crises in Iran and Iraq, Washington should expend the diplomatic effort required to pursue durable stability in Libya before the country slips further toward endemic chaos.

204. Idlib and Its Environs: Narrowing Prospects for a Rebel Holdout

During the war years in Syria, the northwest, specifically Idlib, has become a site of heavy internal displacement. Observers on the ground recognize the green buses traveling to Idlib carrying migrants who have refused reconciliation agreements with the Damascus regime. Since around 2014, a range of jihadist, Islamist, and Salafi actors have wielded control in the area, the most recent being the al-Qaeda offshoot Hayat Tahrir al-Sham, which has ruled—ineffectively and brutally—through its so-called Syrian Salvation Government. But the group's reign is unlikely to last long if current trends persist. The regime's recent move against the town of Maarat al-Numan suggests plans for a broader takeover in the northwest, aided by Russian firepower and other allies such as Iran. In this Policy Note filled with local insights, jihadism expert Aymenn Jawad Al-Tamimi presents the current scene in and around Idlib province, the last Syrian outpost still run by independent rebels. Absent an intervention by Turkey, the Assad regime will likely prevail in a campaign that quashes the insurgency at a high humanitarian cost.

205. Making the Most of the Berlin Conference on Libya

Abstract:
If the latest conference is to succeed, the principal actors stoking the civil war must endorse a genuine ceasefire and a return to Libyan internal dialogue. On January 19, international leaders will convene in Berlin to discuss a way out of the nine-month civil war between the so-called “Libyan National Army” led by Gen. Khalifa Haftar and the internationally recognized Government of National Accord led by Prime Minister Fayez al-Sarraj. The Germans led several months of preparatory efforts at the request of UN envoy Ghassan Salame, but had been reluctant to choose a specific date until they were assured that the event stood a reasonable chance of producing practical steps to improve the situation on the ground and jumpstart the UN’s stalled negotiation efforts between the LNA and GNA. Chancellor Angela Merkel finally took that step after several key developments unfolded earlier this month, including a January 8 ceasefire proposal by Russian president Vladimir Putin and Turkish president Recep Tayyip Erdogan, and Putin’s subsequent failed attempt to have each side sign a more permanent ceasefire agreement in Moscow on January 13 (the GNA signed but Haftar balked, though most of the fighting has paused for the moment). Secretary of State Mike Pompeo has been averse to engage on Libya during his tenure, but he is expected to attend the Berlin conference alongside National Security Advisor Robert O’Brien. Accordingly, the event gives the United States a chance to play a much-needed role on several fronts: namely, pressuring the foreign actors who have perpetuated the war and violated the arms embargo; working with Britain, France, Germany, Italy, and Russia to codify a ceasefire at the UN Security Council; and backing Salame’s efforts to reinvigorate the Libyan national dialogue, which Haftar preempted by attacking Tripoli last April despite European support to Salame. Since 2011, Libya has struggled to establish a legitimate transitional government despite three national elections and the creation of at least four legislative bodies. Challenges to the 2014 election results eventually led to rival governments in the east and west, and the division solidified when Haftar started the first civil war with support from his allies Egypt and the United Arab Emirates. That war halted in 2015, but several years’ worth of domestic and international efforts failed to bring Sarraj and Haftar to an enduring resolution.

206. From Bad To Worse? The Impact(s) of Covid-19 On Conflict Dynamics

Abstract:
In December 2019, when the novel strain of coronavirus first hit the headlines, 12 countries in the world were experiencing organised violence on an extensive scale, with more than 100 incidents of violence and attacks against civilians recorded in that month. To most of these countries, the virus seemed a distant threat at the time. Yet, a few months and over 7 million recorded Covid-19 cases later, it has evolved from a distant threat to a stark reality. The global crisis – which has unleashed an emergency in the world’s public health, political, and economic systems simultaneously – has subjected even the most stable societies to unprecedented disruption. In conflict-affected countries, i.e. countries with ongoing conflicts or a high risk of relapse into conflict, and countries emerging from conflicts, the pandemic has added another layer on top of often multiple existing layers of crisis. Against the backdrop of expert warnings over the particular vulnerabilities of conflict-affected countries to Covid-19, this Brief analyses key emerging dynamics and repercussions in conflict-affected countries in general, and in five countries in particular: Colombia, Libya, Sudan, Ukraine and Yemen. The focus here is especially on conflicts and countries previously covered by our Conflict Series, so as to build on already accumulated analysis. The Brief identifies three main ways in which the global crisis impacts conflict-affected countries. First, the pandemic itself risks exacerbating inequalities and further burdening already vulnerable groups within conflict-affected societies. Second, local and external conflict parties are quick to capitalise on various opportunities arising from the policy responses to the crisis which also complicate peace and crisis management efforts. Third, the economic fallout puts severe strain on already weak state institutions and undermines governance outcomes (thus increasing the risk of conflict). Of these three dimensions, the policy responses and distraction created by the pandemic have thus far had the most significant repercussions for conflict dynamics, unfortunately often for the worse. The global scale of the crisis and its continuing evolution complicate efforts to seize momentum for peace and set the pandemic apart from previous catastrophic/disruptive events, such as the tsunami in 2004, that in some cases led to a positive shift in local conflict dynamics. The Brief is structured as follows: the main text analyses the emerging trends catalysed by the pandemic crisis in conflict-affected contexts, while the case study boxes discuss the unfolding processes in specific countries. The last section discusses the policy options for preventing further escalatory repercussions.

207. Devil in the Detail: Local versus regional approaches to peace in Donbas

Abstract:
Following the Euromaidan protests and the annexation of Crimea in 2014, Ukraine has witnessed continued violence in the east of the country, with approximately 13,000 people killed, including more than 3,300 civilians, and as many as 30,000 wounded. After a period of stalled negotiations, 2019 brought new momentum to the peace process: Ukraine’s new president, Volodymyr Zelensky, and his political party ‘Servant of the People’ won an unprecedented majority in the 2019 elections, gaining full control over the executive and legislative branches of power with more than 70% of all votes cast across the country. One of the instrumental factors for President Zelensky’s victory was his promise to end the war in Donbas. To this end, he agreed to revive negotiations in the Normandy Format (between France, Germany, Russia and Ukraine) and reactivated direct communication channels with the Kremlin. The president’s message regarding reconciliation with the separatist, Russia-backed ‘People’s Republics’ of Donetsk and Luhansk appears to resonate with the majority of Ukrainians: more than 50% of citizens believe that Kyiv should negotiate a peace deal with separatist leaders and more than 70% support the Ukrainian president’s engagement in direct dialogue with Russia.

Abstract:
China, a rising power and Russia, a great power of the past is currently pursuing the aspiration to regain its lost glory, are at the center stage of Asian geopolitics. Starting from the first decade of twenty first century, the extra tilt of Russia‟s moderate ally India towards the US is ringing alarm bells for China, Russia and Pakistan more or less with an equal spell. Indian tilt towards the US culminating in a nuclear deal between the two in 2008 (Baker, 2008), specifically, post nuclear deal strategic partnership provides the former with a punch to pose a challenge to its two sheer competitors Pakistan and China. In fact, this emerging engagement between Indo-US is based on their shared interest of complicating the security calculations of Pakistan and China. Thus, the strategic partnership between India and the US provides a significant variable to Pakistan to dramatically change the dimensions of its security and strategic relationship with Asian powers such as China and Russia. For Pakistan this partnership will provide it not only an option to maintain balance in the region vis a vis India but it will also provide it with an alternate to the US in the form of realigning its relationship with Russia and China. While shunning off increasing US sway in near abroad is in the interests of both China and Russia, so, this emerging strategic triangle will mutually reciprocate their respective interests. Although, India is obsessed with a desire to become regional hegemon independently pose a significant threat to regional balance and stability in South Asia, its strategic partnership with the US acts moderately as a force multiplier. So, for Pakistan being a major stakeholder in the regional affairs, prudence dictates to cultivate and enhance its strategic relationship with its time tested friend China as well with Russia. The current paper will attempt to access the imperative factors bringing China, Russia and Pakistan closer to form a strategic triangle. It will explore the political, geo-economic and geo-strategic areas of convergence for greater cooperation between this emerging triangle. What are prospects and challenges in the way of development of a strategic triangle between China- Russia and Pakistan that is emerging as a response to a direct threat from Indo-US strategic partnership to gain a hold over regional affairs?

Abstract:
The launch of Sputnik demarked the beginning of the space age and also the beginning of the militarization of the outer space. During the Cold War, the two strategic competitors exploited the outer space for their military purposes, which initiated an intense space race, lasted till the end of it. Due to intense competition in space, different satellites for photographic reconnaissance, surveillance, communication and intelligence were launched into the outer space and space became the area of conflict between the arch enemies. The major development in the militarization of space came under the President Reagan‘s period, when Strategic Defence Initiative was announced in 1983. This was the first step towards weaponizing the common heritage of the human being. The power trends in the militarization of outer space have also shown its implication on security of South Asia. China, under the consideration of security dilemma, has contributed its part in the militarization of space. As a result, India in collaboration with U.S is also crawling towards developing its space power, which has serious implications on the security of Pakistan. Therefore, the strategic competition among nations has resulted into their massive investment in the developing their space assets for military purposes and brought a paradigm shift in it. This research paper analyzes that space has become a fourth medium of warfare. The new plans from the major powers to utilize the outer space to dominate and to create their hegemony in the outer space will deteriorate the fragile peace in South Asia, as well as endanger the peace of the world. The design of present research is exploratory and for more empirical analysis, study also based on philosophical assumptions.

210. Dealing with Russia: Towards a Coherent Belgian Policy

Belgo-Russian relations are mired in paradox. For several years, the relationship between the Russian Federation on the one hand and the EU and NATO on the other has been characterized by mistrust. As a founding member of these multilateral organisations, Belgium has been a full part of the decision-making process that has formulated a hardening stance towards the Russian Federation. Yet on a bilateral level, Belgium has pragmatically upheld what is left of commercial cooperation and cultural exchanges. In order to deal with this paradox, Belgium should formulate a more coherent approach towards Russia that focuses on upholding the European order and security whilst maintaining dialogue and engaging the Russian Federation. This requires the new Belgian government to engage in a delicate balancing act that can be articulated in the forthcoming National Security Strategy, in the Belgian positions in the EU and NATO, and in the bilateral relationship with Moscow. This Egmont Paper aspires to provide both analytical background and novel ideas which can be used to such a purpose. When analysing Russian foreign policy, it can only be acknowledged that the annex- ation of Crimea in 2014 fundamentally challenged the rules-based international order. Yet to understand Russian behaviour, it is imperative to reach back in time to the late 1990s and early 2000s. Ever since, Russia’s main goal on the international stage has been the re-establishment of its Great Power status. To this end, it has sought to consolidate security buffers in the form of geographical and psychological depth. Most notably, it involved the promotion of the ‘Russian World’ (Russkiy Mir), the conduct of operations in the grey zone between war and peace, and a fair dose of strategic opportunism. Whilst perhaps understandable, this assertive foreign policy has negatively affected Belgian interests in a variety of ways. Belgo-Russian relations constitute a true kaleidoscope ranging from cooperation to conflict. Bilateral trade has largely recovered from the 2014-2015 shock resulting from the sanctions regime – even if the trade balance remains a negative one. Cultural and academic exchanges continue, in line with the little-known 1993 Belgo- Russian Treaty on Understanding and Cooperation. Yet politically, conflict has been on the increase. Russia has been actively challenging and contesting the multilateral framework that Belgium holds dear. In addition, Belgium has become the target of Russian disinformation and other grey zone operations. As it is unlikely that Russia will tone down its assertive foreign policy anytime soon, Belgium would do well to articulate a more coherent approach. This needs to clarify Belgian policy priorities, communicate Belgian positions towards the Russian government, and educate the domestic audience about the evolving relationship with the Russian Federation.
