Abstract:
On September 27, 2020, Azerbaijan initiated a war to retake the disputed Armenian-populated enclave of Nagorno-Karabakh and seven districts of Azerbaijan held by Armenian forces.1 The forty-four-day war resulted in a resounding defeat for the Armenian forces and only halted with the acceptance of a Russian-imposed agreement for a cessation of hostilities on November 9-10, 2020. Although the war was initially expected to unfold as a war of attrition with an eventual stalemate based on the advantages of terrain of the Armenian defenders, reality differed in terms of duration, intensity, and outcome.

The talk will be chaired by David L. Phillips (ISHR) with Alexander Cooley (Harriman Institute) as discussant and interviewer. In There Is Nothing for You Here, a celebrated foreign policy expert and key impeachment witness reveals how declining opportunity has set America on the grim path of modern Russia—and draws on her personal journey out of poverty, as well as her unique perspectives as an historian and policy maker, to show how we can return hope to our forgotten places. Fiona Hill grew up in a world of terminal decay. The last of the local mines had closed, businesses were shuttering, and despair was etched in the faces around her. Her father urged her to get out of their blighted corner of northern England: “There is nothing for you here, pet,” he said. The coal-miner’s daughter managed to go further than he ever could have dreamed. She studied in Moscow and at Harvard, became an American citizen, and served three U.S. Presidents. But in the heartlands of both Russia and the United States, she saw troubling reflections of her hometown and similar populist impulses. By the time she offered her brave testimony in the first impeachment inquiry of President Trump, Hill knew that the desperation of forgotten people was driving American politics over the brink—and that we were running out of time to save ourselves from Russia’s fate. In this powerful, deeply personal account, she shares what she has learned, and shows why expanding opportunity is the only long-term hope for our democracy. Fiona Hill is the Robert Bosch Senior Fellow at the Center on the United States and Europe in the Foreign Policy program at the Brookings Institution. From 2017 to 2019, she served as deputy assistant to the president and senior director for European and Russian affairs on the National Security Council. From 2006 to 2009, she served as national intelligence officer for Russia and Eurasia at the National Intelligence Council. She has researched and published extensively on issues related to Russia, the Caucasus, Central Asia, regional conflicts, energy, and strategic issues. Coauthor of Mr. Putin: Operative in the Kremlin and The Siberian Curse: How Communist Planners Left Russia Out in the Cold, she holds a master's degree in Soviet studies and a doctorate in history from Harvard University and a master's in Russian and modern history from St. Andrews University in Scotland. She also has pursued studies at Moscow's Maurice Thorez Institute of Foreign Languages. Hill is a member of the Council on Foreign Relations and lives in the Washington, DC, area.

Abstract:
he method of major/minor trends developed in this report suggests that the roots of apparently surprising future behavior can be found in a close reading of a target state’s history. Using this method, the report outlines three unlikely but plausible alternative futures of India as a strategic actor. The first scenario envisions India as a Hindu-nationalist revisionist power hostile to Pakistan but accommodating of China; in the second, it is a militarily risk-acceptant state that provokes dangerous crises with China; and in the third scenario, India is a staunch competitor to China that achieves some success through partnerships with other U.S. rivals like Russia and Iran. These scenarios are designed not to predict the future but to sensitize U.S. policymakers to possible strategic disruptions. They also serve to highlight risks and tensions in current policy.

Abstract:
Despite the growing body of research on authoritarian regimes, few studies address the issues of their legitimization through exaggerating external threats and constructing enemy images. Targeting the gap in the literature, this article explores the discursive strategies of ‘evilization’ and demonization of the ‘other’, with a focus on their implications for legitimating and sustaining the authoritarian regimes in post-Soviet space. Examining the cases of Russia and Azerbaijan, the qualitative, comparative analysis presented in this article uncovers a series of essential similarities between the regimes’ legitimization strategies. Findings suggest that there has been a strong tendency in both Russian and Azerbaijani discourses to ‘externalize’ major problems facing the countries and scapegoat ‘evil forces’ as their main causes. Frequent appeals to the external threats have been accompanied by a heightened emphasis on the necessity of strong presidential power, with ‘strongmen’ that are capable of withstanding the enemies’ conspiracies. Remarkably, one of the core similarities between the two regimes is their unstoppable drive towards monarchical presidencies.

185. Paradox of Relations: Russian - Turkish Relations in the Syrian and Libyan Fronts

Abstract:
Over the last few years, Russia has emerged as a significant power broker and military actor in the Middle East. Russia's intervention in the Syrian crisis since 2015 has revived its relations with neighboring countries. This increase in Russia's activity has led to convergence and divergence with other countries in the region. One of those countries is Turkey, which had cooperated at times and had differences at times with Russia in the Middle East, especially in the Syrian and the Libyan crises. Ankara and Moscow are fully engaged in the global competition trying to increase their power and influence. They face off in Syria and Libya. In Syria, Turkey supports the rebels in the North West while Russia supports the Assad regime. In Libya, Turkey supports the Government of National Accord (GNA) while Russia supports Libyan National Army (LNA). Their relation becomes more intricate as both parties got involved in the Caucus, a region of prime importance to both countries. In the vicinity of Russia, the oil route goes Tbilisi-Baku ending up in Ceyhan Turkey. While Turkey supports Azerbaijan, Russia supports Armenia. The Caucus crisis showed how the two countries are rivals that are ready to accommodate each other on a quid pro quo basis. The cease happened concurrently with a partial withdrawal of Turkey from some posts in the North West in Syria. Was there an agreement between Erdogan and Putin in this regard? There are no proofs; however, the various events that are happening from the Caucus to North Africa suggest that those two powers are rivals that are ready to accommodate each other. To add to that, the American retrenchment has encouraged the two powers to flex their muscles in the region. Therefore, given the developments in the region, this article has tried to examine the paradox of Russian-Turkish relations and their strategy in Libya and Syria.

Abstract:
Before the start of the military intervention in Syria in 2015, even top Russian generals were uncertain what the result would be. Shortly before the start of the intervention, the Russian Aerospace Forces (RuAF) received hundreds of new airplanes and helicopters and new “smart” precision weapons. Almost all of them had never been tested in real combat. The pilots and commanders also did not have combat experience and were trained by textbooks filled with outdated concepts and tactics. The five years of war in Syria have been the most intense period of transformation for the RuAF since the war in Afghanistan in the 1980s. The Russian military not only gained an unprecedented amount of experience, but also made substantial improvements in tactics and strategy.

This report offers a road map for understanding the most likely sources of violent conflict in the post-Soviet nations of Central Asia—ethno-nationalism and nativism, Islam and secularism, water resources and climate change, and labor migration and economic conflict. The analysis draws from emerging trends in the region and identifies the ways in which Central Asia’s geography and cultural place in the world interact with those trends. It suggests that the policy goals of the United States, Russia, and China in the region may be more compatible than is often assumed.

The military conflict between Armenia and Azerbaijan has entered its fourth week. The scope of the war has not been limited to the boundaries of the combat zone, resulting in human loss and destruction of civil infrastructure. The region’s important network of energy infrastructure, including oil and gas pipelines, are not immune to this latest round of fighting. The military confrontation is taking place in proximity to the critical energy infrastructure that connects the Caspian basin with the European markets. Can the fighting cause disruption to oil and gas flows to the West? What could potential disruption mean for global markets? Can the Southern Gas Corridor be prevented from being launched by the end of this year as had been planned? President-elect Joseph R. Biden has an opportunity to forge a bipartisan, sustained grand U.S. strategy for Russia. With decades of experience in foreign affairs, especially transatlantic relations, he knows Russia, he knows Vladimir Putin and, equally important, he knows the region. When I worked at the National Security Council during the Barack Obama administration, I traveled with then-Vice President Biden to Georgia, Ukraine, Moldova and Russia. Unlike his immediate predecessor, President Biden rightfully will not try to befriend Putin. He and his expert team of foreign policy advisors understand that the central objective in U.S. policy towards Russia today is to contain Putin’s belligerent behavior abroad. At the same time, the incoming Biden administration offers the U.S. a chance to develop a more predictable pattern of bilateral relations with the Russian government and Russian people, supported by Republicans and Democrats alike. After relations with China, competing with Russia is the second-greatest foreign policy challenge of our time, complicated by the fact that China and Russia today are closer to each other now than they were during the Cold War. To successfully achieve American objectives will require the implementation of a comprehensive, sophisticated and nuanced strategy for containing Putin’s belligerent actions abroad and simultaneously cooperating with Moscow on a small set of issues of mutual benefit.
