1. In a State of Denial: The Air War in Ukraine

Abstract:
Ukraine’s ability to repel one of the world’s leading military powers has surprised the world. Since the full-scale invasion in February 2022, neither Russia — despite its superiority in numbers and capabilities — nor Ukraine has been able to establish air superiority. With fewer and less capable air domain assets, Ukraine has instead been obliged to adopt the less costly and inherently defensive strategy of ‘air denial.’ However, for it to remain successful will require Ukraine to sustain continuous air defence operations and the West to commit to a steady supply of military assistance. Mutual air denial is essentially an attritional form of warfare from which Russia is likely to draw greater benefits and a strategy which forces Ukraine to make difficult choices regarding the targets it wants to deny. The F-16, albeit not a silver bullet, offers the prospect of enabling Ukraine’s air forces to more effectively exploit openings in Russia’s defences and to strike Russian forces and their logistics. However, unlike previous provisions of Western military assistance, the decision to give Ukraine F-16s moves past the more short-term view of helping it meet the immediate needs of the war. The effort spent training Ukrainian pilots, ground crews, and logisticians will have long-term value in supporting Ukraine’s air defence needs and deterring any renewed Russian aggression.

Abstract:
The aim of the article is to suggest a desirable direction in which the Polish air force, and indeed the air forces of other NATO countries, should develop so that they are better prepared for the challenges identified in the conflict in Ukraine so far. In order to achieve the aim of the research and answer the formulated research question, the collection and qualitative analysis of texts and documents, observation and interviewing took place. In order to have the ability to deter and gain air superiority during a defensive operation, the Polish air force, and air forces of other NATO countries, should have a large resource of fighter, multi-role, and fighter-bomber aircraft. An object-oriented multi-layer air defence of every military airfield needs to be organised and certain roads reconstructed as runways in the event of war. In turn, helicopter aviation units should be able to organise forward arming and refuelling points for helicopters to effectively support land forces. Attack helicopters should also have integrated fire systems that allow them to attack from a distance beyond the range of man-portable air-defence systems. All warplanes should be equipped with proven and modern systems of active and passive self-defence to make them less susceptible to enemy influence. To sum up, in light of the war in Ukraine, the article explains what aviation equipment is necessary and what actions should be taken to increase both Polish air force’s ability and other NATO air forces’ ability to perform tasks during wartime.

Russia’s failure to conduct a devastating air offensive and secure air superiority, despite having all the advantages on paper at the start of its war in Ukraine, was a great surprise to observers and had major strategic impact. In this brief, ICDS research fellow Tony Lawrence describes the recent historical context for Russia’s air campaign, its failures in the air in Ukraine, the role of Western assistance, and the importance of Uninhabited Aerial Vehicles. The intertwining of the air war and information war is a common theme throughout.

Abstract:
The operation of the Russian Aerospace Forces in Syria was perceived by the world community as a demonstration of strength, unveiling Moscow and the Kremlin's readiness to defend its interests in the Middle East by military means. It is not surprising that the Russian military presence in Syria has generated a lot of speculation about the possibility of a repetition of the Syrian ‘scenario’ in other hot spots in the region, such as Yemen. We believe that such generalizations are inaccurate and simplify the multifaceted situation. First of all, the Syrian case is rather an exception for Moscow. After the collapse of the Soviet Union and the communist ideology, Russia became more pragmatic, its policy got rid of the prefix ‘pro’, and, in principle, it is trying to serve its own interests. It is not surprising that the rejection of messianic ideas forced Russia to reconsider its attitude to conflicts, including ones in the Middle East. The best example of Russian pragmatism is the Kremlin's policy on the Yemeni crisis since its beginning in 2011 until now.

5. Russian Aerial Operations

Abstract:
Before the start of the military intervention in Syria in 2015, even top Russian generals were uncertain what the result would be. Shortly before the start of the intervention, the Russian Aerospace Forces (RuAF) received hundreds of new airplanes and helicopters and new “smart” precision weapons. Almost all of them had never been tested in real combat. The pilots and commanders also did not have combat experience and were trained by textbooks filled with outdated concepts and tactics. The five years of war in Syria have been the most intense period of transformation for the RuAF since the war in Afghanistan in the 1980s. The Russian military not only gained an unprecedented amount of experience, but also made substantial improvements in tactics and strategy.

Abstract:
It is only in the past decade that Ukrainian history has begun to be researched in the context of international or global history. The American historian Serhii Plokhy, Mykhailo S. Hrushevs'kyi Professor of Ukrainian History at Harvard University and director of the Harvard Ukrainian Research Institute, is a prominent exponent of this approach. His books The Gates of Europe: A History of UkraineandChernobyl: History of a Tragedy analyze the major problems of the Ukrainian past from a transnational perspective. His latest book, Forgotten Bastards of the Eastern Front: An Untold Story of World War II, deals with the establishment of United States Air Force bases in the Poltava region of Soviet Ukraine in 1944—the only place where Soviet and American troops lived and fought side by side during the war, putting the anti-Nazi alliance to the test. Plokhy's research interests include the early modern history of Ukraine, twentieth-century international history, and intellectual history. I spoke with Serhii Plokhy about the integration of Ukrainian history into global history, the colonial status of Ukraine, and environmental history.

7. Making Sense of Turkey’s Air and Missile Defense Merry-go-round

At some point during 2013, Turkey’s political authority began to treat the in-country development and production of long-range air and missile defense systems as a priority. Soon after, they announced their decision to favor a Chinese offer that came complete with licensed production and the promise of technology transfer. Yet, with this decision came NATO’s objections and challenges around integration and information security. The 2015 decision to rollback the pro-China decision, and opt instead for the indigenous development of air and missile defense systems (in close conjunction with a foreign technological and industrial partner) was triggered by Turkey’s disillusion with the content of China’s technology transfer package. Subsequently, this new partner became a team comprising France and Italy; Turkish industry tied itself to this team in developing Europe’s next-generation missile defense capability. Then came the Turkish government’s 2017 decision to purchase off-the-shelf, standalone S-400 systems from Russia. This decision was an anomaly, and had all the characteristics of a top-down decision cycle running afoul of technical, operational, and industrial criteria. Turkey’s political figures have justified the S-400 order by citing the benefits of in-country production, access to technologies, not to mention the West’s refusal to sell comparable systems; but these justifications have been refuted by the Russian side and/or in discordant statements by Turkish institutions, authorities, and political figures themselves.

8. The North Korean Air Force: A Declining or Evolving Threat?

Abstract:
North Korea's nuclear weapons and ballistic missile tests during the Kim Jong-un era have strengthened the country’s military power, deterring South Korea, Japan and, in particular, the United States. While North Korea's nuclear and missile capabilities are rapidly improving, parallel developments aren’t occurring in the traditionally technical air and air defense forces. Plagued with aging airframes, technical problems, parts shortages and budget shortfalls, the North Korean Air Force no longer challenges the South Korean and American air forces. This paper examines the North Korean Air Force, analyzing its organization and deployment, air defense and early warning capabilities, aircraft acquisition, and aircraft production. Shortfalls in each of these areas caused Pyongyang to develop, test, and operate an increasingly sophisticated drone fleet. While North Korea won’t be able to build a state-of-the-art aircraft industry, it will nonetheless find creative ways to strengthen its air force capabilities.

9. Why “no-fly zones” or “IS-free zones” are not a solution in Syria

Abstract:
There is a renewed push to establish “no-fly” and “IS-free” zones in Syria. An external military intervention to establish such zones, even with the good intention of protecting civilians, is likely to precipitate more chaotic fighting and further harm civilians. Instead, the international community should build a minimum consensus among the “Friends of Syria”, Russia, and Iran to accommodate the interests and concerns of Syria’s external stakeholders, and reconcile the existential fears of various communities and regime supporters in Syria with the aspirations of the country’s majority Sunni population. Once these fundamental issues are addressed, a political solution to the Syrian crisis will become possible.
