181. Dictators and Leadership: Lessons from Stalin and Mao

Abstract:
The accepted wisdom about dictators is that they rule their political systems in an essentially arbitrary and willful manner. Their leadership colleagues are said to live in constant fear of the dictator, always vulnerable to his will and always looking to defend themselves against him. The leadership is shown as a Hobbesian “war of all against all” as the leader rules with no real restraint. This paper challenges that view. It will explain why such a view of leadership politics in authoritarian systems is inadequate, and will illustrate this by looking at two of the most egregious dictators of the twentieth century, Joseph Stalin and Mao Zedong.

182. Economic Relations between Russia and South Korea in the New Northern Policy

Abstract:
The New Northern Policy, proclaimed by the South Korean President Moon Jae-in in Vladivostok in September 2017, is designed to boost economic cooperation between Russia and South Korea. However, two years after a special presidential committee was created to plan and coordinate joint economic efforts, few results have been achieved. Bilateral trade has continued to increase with limited change to its structure: Russia mostly sends its mineral resources to South Korea and receives industrial products in return. New ROK investment in the Russian Far East has yet to occur, despite South Korea’s efforts to assist its businesses in finding profitable Russian projects. Seoul tried to convince Moscow that concluding a free trade agreement in the near future is necessary for intensified cooperation, but Russia prefers a more gradual approach to trade liberalization. InterKorean rapprochement in 2018 laid a foundation for further progress in the implementation of multilateral economic projects involving Russia if the international sanctions against North Korea were to be eased. Therefore, bilateral relations between Russia and the ROK can also be viewed from the perspective of promoting regional cooperation with North Korean participation.

Abstract:
Will the U.S. unilateral withdrawal from the American-Soviet INF Treaty of 1987 become a possible reality? The Treaty prohibits ground-launched shorter and the middle-range missiles (500–5,500 kms) with nuclear or conventional warheads. The Treaty´s security significance and its main parameters, the legal framework of the withdrawal and the reasons of both parties for accusing each other of violating the Treaty, are discussed in the article as well. In its conclusion, the article, among other things, explains the context of the possible termination of the Treaty, and its consequences for the U.S.-Russia arms-control architecture. Miroslav Tůma in his new Policy Paper titled "The Importance of Verification and Transparency in the Nuclear-Arms Control, Nonproliferation and Disarmament Process" explained how monitoring and verification procedure associated with the nuclear-arms control, nonproliferation and disarmament process is nowadays important, especially in the sphere between US and Russia, which posses 90% of nuclear weapons all over the world. The author also analysed the development of the verification procedure in this field and its future curse. Should be the engagement of verification activity in a straight line with international law? What attitude should the Czech Republic take towards this problem in the near future?

Abstract:
This article examines different analytical perspectives on Turkish-Russian relations and provides a conceptual history of developing connections between Turkey and Russia since the end of the Cold War. It first reviews evolving political relations, including military cooperation, and then focuses on economic relations, including energy cooperation. Finally, it discusses the socio-cultural aspects of bilateral relations, focusing on the movement of people. It shows how conflicting geopolitical interests have overshadowed the increasing economic cooperation and cultural exchange that had marked the previous two decades of bilateral relations. Although Turkey and Russia have competing regional interests, their dissatisfaction with and resentment of Western policies is one of the major reasons for their reluctant geopolitical cooperation. This article emphasizes the need for a multi-causal and analytically eclectic approach to analyzing Turkish-Russian relations that selectively recombines analytic components of causal mechanisms in competing research traditions.

Abstract:
This article reviews the ways in which various actors in Turkey have used the terms ‘Eurasia’ and ‘Eurasianism’ since the end of the Cold War. It presents two arguments. First, compared to Russian Eurasianism, it is difficult to talk about the existence of a ‘Turkish Eurasianism’. Yet, the article employs the term Turkish Eurasianism as a shorthand to describe the ways in which Eurasia and Eurasianism are employed in Turkey. Second, Turkish Eurasianism is nothing but the use or instrumentalization of Eurasia to create a geopolitical identity for Turkey that legitimizes its political, economic, and strategic interests primarily in the post-Soviet space, but, from time to time, also in the Balkans and Africa. Various Turkish state and non-state actors have used Eurasia to mean different things and justify different goals: reaching out to Turkic Republics, being pro-Russian, creating a sphere of influence in former Ottoman lands, or, recently, cloaking anti-Western currents.

Abstract:
Russia and Turkey have been involved in remarkable redefinitions of their foreign policies while navigating through turbulent times in the Post-Cold War era. This has manifested in a search of being recognized as a great power. The tragic civil war in Syria has been the theatre of these ambitions of these two states in highly controversial ways. They have been on the opposite sides until recently on the essential question of the regime change in that country. The risk of a direct fight has even been observed when Turkish air force got a Russian jet down. However, a rapid rapprochement started due to Turkish priority shift from the regime change to the prevention of Kurdish autonomy and the alienation from US; and Russian enthusiasm to get the cooperation of an ardent anti-regime NATO member like Turkey. It can be said that Russia and Turkey have been more process-oriented than result-oriented because they have been compelled to see the limits of their power and influence. As a result, they seem to prefer to focus on the process since they seem to reach their primary objective of showing their salience. All in all, one can only hope for a peaceful and democratic life for Syrians whom tremendously suffered also as a result of an imbroglio of all these global and regional powers’ policies.

Abstract:
This paper discusses through a Constructivist perspective that the aim of maintaining influence via great power identity in the Near Abroad which preserved its significance in the post-1991 Russian foreign policy under the statist/pragmatist and civilizationist schools’ influence, is reinforced through citizenship policies due to established collective identities with certain actors. The fact that Russia’s conferral of citizenship to certain peoples through old collective identities via long-time great power identity is not a newly invented and ephemeral policy but that its roots reflect influence-driven subjecthood/citizenship policies since the Tsarist times, strengthens the assumption that the Near Abroad is an irreplaceable region for Russia which may practice similar policies towards other actors in the Near Abroad in the future.

Spies, election meddling, disinformation, influence operations, data har- vesting: at present, it seems barely a moment passes without another intelligence scandal breaking on our news feeds. Following Russia’s “sweeping and systematic” attack on the 2016 U.S. presidential election—which was intended to support Moscow’s favored candidate, Donald J. Trump, and undermine his opponent, Hillary Clinton—the media frequently labeled the operation “unprecedented.” The social-media technologies that Russia deployed in its cyber-attack on the United States in 2016 were certainly new, but Russia’s strategy was far from unusual. In fact, the Kremlin has a long history of meddling in U.S. and other Western democratic elections and manufacturing disinformation to discredit and divide the West. Russia’s leader, Vladimir Putin, a former KGB officer, has reconstituted and updated the KGB’s old Cold War playbook for the new digital age. This paper, an exercise of applied history, has two aims: first, to understand the history of Soviet disinformation, and second, to make sense of Western efforts to counter it during the Cold War. Doing so provides policy-relevant conclusions from history about countering disinformation produced by Russia and other authoritarian regimes today.

The Collapse of the Syrian state is largely a reality. Both Russia and Iran, Assad’s allies, know he is not the guarantor of the continuity of the state any more but continue to hold on to him to sign off on projects that consolidate their control. This paper argues that instead of a failed state, a two-headed system has emerged, with Iran and Russia each pushing for their own vision of the country.
