Abstract:
Observers tend to enthuse about Georgia's leadership or damn it, but such black-and-white views do little to explain what is really going on in the country. Examining the government's recent efforts to provide housing to those internally displaced by the August 2008 conflict with Russia sheds light not only on the housing program itself, but on contemporary Georgian politics in general. In particular, four traits characteristic of the ruling United National Movement's revolutionary governance are brought into focus: informal decision-making, fluid roles, heroic action, and vanguard politics.

Abstract:
There are signs that the Russian President Dmitry Medvedev is gaining his own profile rather than wishing to remain forever Vladimir Putin's hand-picked successor. The catalyst for this process is the financial and economic crisis. Different individuals and groups surrounding the president and the prime minister play an important role in this process, since they try to ensure that their patrons demonstrate a greater political profile. Putin's dilemma: If he remains in office, he runs the risk of being held responsible by the people for his government's failure to properly address the crisis. This could lead to the loss of his reputation, which could cost him the election victory in the case of his renewed candidacy for the presidency in 2012. If he resigns as prime minister, he would disappear from the public eye, which would make his election as president impossible. This would mean that Medvedev would re-run for the presidency in 2012 and get re-elected for another six-year term in accordance with the latest constitutional amendment.

Abstract:
The Russian Armed Forces not only expelled invading Georgian troops from the separatist region South Ossetia, but they also entered Abkhazia and marched deep into Georgia proper over the course of the "five day war" in August 2008. The following report analyses Russia\'s military preparations since spring 2008, an aspect hitherto almost unknown among politicians, the media and the public in Western Europe and North America. They included the shooting down of a Georgian drone by Russian fighter jets over Abkhazia, a massive increase of Russian "peacekeeping troops" along the Georgian-Abkhaz armistice line, the deployment of Russian railway troops to Abkhazia and the "Kavkaz 2008" military exercises. These developments occurred against the backdrop of political events, such as demands made by the Russian State Duma to recognise South Ossetia and Abkhazia as independent states, Russia\'s decision to withdraw from the CIS economic embargo against Abkhazia and NATO\'s refusal to offer membership to Georgia.

Whither Russia? Russia's economic circumstances as well as its articulated goals hold the answer to this eternal question. Drawing on our analysis in the forthcoming book The Russia Balance Sheet, we outline here a policy approach for the Barack Obama administration. We believe our views reflect to some degree an emerging consensus for the new administration's Russia policy. Russia is important for US foreign policy in many ways. The United States needs a more constructive relationship with Russia to address many core global security issues including nuclear security and nonproliferation, terrorism, energy, and climate change.

Ten months after the “August war” between Georgia and Russia, violent incidents and the lack of an effective security regime in and around the conflict zones of South Ossetia and Abkhazia create a dangerous atmosphere in which extensive fighting could again erupt. Russia has not complied with key aspects of the cease-fire agreements that President Medvedev reached in August/September 2008 with French President Sarkozy in his then EU presidency role. Its 15 June Security Council veto of an extension of the sixteen-year-old UN observer mission mandate in Georgia and Abkhazia and its apparent intention to require the removal of the mission of the Organisation for Security and Co-operation in Europe (OSCE) by the end of the month are blows to regional security that will further fuel tensions. Most of the on-the-ground conflict resolution machinery is thus being dismantled. Moscow should review its counterproductive position and work for a reasonable compromise allowing the UN and OSCE monitors to continue their important work.

Abstract:
Russia did not join the West, nor did it join the East. Russia's commitment to its strategic autonomy and independent foreign and security policy requires the preservation of a 'middle continent' that bridges and transcends Europe and Asia. Russia pursues a restorationist strategy for Eurasia but faces a three-way struggle: for its own autonomy as a great power; for resistance to absorption within the US-centred system of common strategic space; and for management of the dynamics between the emergent powers through negotiation between strategic partnerships and regionalisms. This article examines these dilemmas in relation to Eastern Eurasia, and in particular the Sino-Russian relationship.

Abstract:
The launch of the Eastern Partnership (EaP) marks the most significant change to the European Neighbourhood Policy (ENP) since it was launched in 2004. In the wake of the Georgia war in August 2008 and yet another gas crisis in January 2009, the EU clearly needs a more constructive policy towards Eastern Europe. But both the ENP and EaP are based on a contradiction. They offer only the remotest possibility of eventual accession to the EU, but are still based on "accession-light" assumptions, applying the conditionality model of the 1990s to weak states that are a long way from meeting the Copenhagen criteria. The priority in the eastern neighbourhood is not building potential members states but strengthening sovereignty, in the face of an increasingly assertive Russian neighbourhood policy. The game is playing the west off against Russia for geopolitical reward.

Abstract:
The Global Initiative to Combat Nuclear Terrorism (GICNT) is an innovative, multi-pronged action aimed at enhancing the domestic capacities of a state, as well as its ability to interconnect internationally and to deal with the risk of a terrorist attack involving nuclear or radioactive materials. The GICNT, a joint US-Russian initiative, has now evolved into an informal network of over 70 countries. It pursues it objective of boosting the protection, detection, prosecution and response capabilities of a state by fostering cooperation on three levels: between a government and its agencies; between government and the private sector; and between like-minded states. Given its comprehensive approach to the nuclear terrorism threat, the initiative has great potential. Nevertheless, structural flaws such as the absence of any evaluation mechanism and the exclusion of military-related nuclear materials and sites are likely to make its impact far less global than expected.

Abstract:
Several Arab countries have recently manifested an interest in civilian nuclear energy. For some, like Egypt, this is the revival of an old interest, for others, notably the members of the Gulf Cooperation Council (GCC), it represents a clear reversal of previously held positions. This interest has been interpreted as an implicit threat to move in the direction of acquiring a military nuclear capability, in case Iran develops a bomb. Instead, the article argues that interest in nuclear energy has strong economic motivations for all Arab countries, although the position of the GCC is quite different from that of North Africa and Levant countries, from the point of view of both the cogency of motivation and the ability to concretely and rapidly launch a civilian nuclear program.

Abstract:
There is no doubt that gross human rights violations in Darfur exceed the limits of the responsibility to protect of the international community. During the discussions about the situation in Darfur in the Security Council, especially China and Russia put forward the principle of state sovereignty as an argument against intervention. Whatever the result about this contention, it is not possible to take a decision at the Security Council authorizing the member states to intervene in Darfur due to veto right of the permanent members. The African Union as the regional organization would not able to intervene due to its limited capacity and the lack of political will. According to some commentators and states, states like the US or the European Union members who endorse the concept of the responsibility to protect must be able to intervene. Nevertheless, although they never accepted the objection based on the state sovereignty, these states do not have the required political will to intervene by force. This brings us to the result that the major criticism directed against the humanitarian intervention which is its application on a selective basis, persists for the concept of the responsibility to protect as well.
