Abstract:
The representation of emotions in Early Byzantine historical texts is still a field rich in potential for further investigations and interpretations. In this article, we aim to approach just a small section of this, looking at how some specific emotions: fear, love, anger, sorrow and joy, and their particular expressions, appear in Procopius' History of Wars. We look particularly at manifestations of emotions depicted in military and political contexts and ask how and why these fitted with societal norms and expectations, what were the gender specificities, real or imagined, of expressing emotions.

Abstract:
There is not much information about the Dacian society and especially the role of women within it. There are few ancient sources who deal more with the Thracians and a few about the Getae and Dacians, but the majority speak about the men and their wars. It is not very difficult, however, to understand the role of women in a warrior society, although parallels must be drawn to other ancient civilizations in the area. From what we know from sources, representations on Trajan's Column and archaeology, Dacian common women were in charge with the most domestic activities, while the noble women wore gold and jewels. However, it is possible that, in the final days of the independent Dacian Kingdom, they all fought for their lives and children, while many of their husbands had already been killed.

On the margins of the White House Summit on Countering Violent Extremism (CVE), global leaders in efforts to rehabilitate radicalized fighters gathered at the Institute to share their insights into what works -- and what doesn't. On February 20, Gilles de Kerchove, Jacob Bundsgaard, Doug Stone, and Matthew Levitt addressed a Policy Forum at The Washington Institute. Kerchove is the European Union Counterterrorism Coordinator. Bundsgaard is Lord Mayor of Aarhus, Denmark, and a prominent player in the city's widely known jihadist rehabilitation program. Stone, a retired Marine major general, oversaw all theatre interrogation and detention in Iraq during the post- 2006 surge; he now works for the UN and helped develop the Rome Memorandum, the seminal best-practices compendium for rehabilitation and reintegration of violent extremist offenders. Levitt is the Fromer-Wexler Fellow and director of the Stein Program on Counterterrorism and Intelligence at the Institute. The following is a rapporteur's summary of their remarks.

Abstract:
Nos catégories sociologiques ont une histoire. Elles sont souvent normatives et stigmatisantes. Après les évictions brutales d'Italie depuis plusieurs années, depuis les traitements douteux qui leur sont administrés en Slovaquie ou en Roumanie en guise de remède, depuis leur déportation de France à l'été 2010, nous n'entendons plus beaucoup parler des Roms. Certes, il y a eu des protestations et des pétitions. Les Roms ne suscitent aucun intérêt public à plus grande échelle pour les mêmes raisons qui font qu'ils sont ainsi traités. Il y a des réactions scandalisées ou « alibis » sur le moment, mais personne ne pense sérieusement à résoudre ce problème européen, car il est constitutif de nos sociétés. Il faudra qu'ils se mobilisent par eux-mêmes. Or, ils sont dispersés, et leurs associations sont « culturalisées », « misérabilisées » et dépolitisées. Ils sont bien au-delà des « lignes abyssales » comme dirait Boaventura de Sousa Santos .

Le projet visant à établir un État de droit après la rupture de 1989 n'a pas eu pour conséquence un progrès politique, économique ou social pour les Roms dans les pays d'Europe centrale et orientale – mis à part, peut être, la liberté d'exprimer leurs griefs. L'expulsion de Roms bulgares et roumains d'Italie en 2009 et de France en 2010 a provoqué de nombreuses discussions, contestations et préoccupations. En ce qui concerne la France, les expulsions de Roms de juillet et août 2010 (des expulsions seraient encore en cours selon de nombreuses sources) ont eu de multiples conséquences : elles ont généré de la discorde au sein des institutions de l'Union Européenne ; elles ont amené le commissaire européen chargé des droits des citoyens à s'opposer au président français ; elles ont enfin provoqué de l'indignation au-delà de l'Union Européenne (UE). According to the current jurisprudence of the International Criminal Court, Article 98 of the Rome Statute does not forbid the issuance of an arrest warrant for a sitting head of state. The African Union Commission vehemently objects to this reading of Article 98. Because it viewed the function of Article 98 as forbidding such arrest warrants, it views the current jurisprudence as effectively reading Article 98 out of the Statute, with no continuing function. This article demonstrates the continuing function of Article 98. This continuing function includes immunities resulting from agreements under Article 98(2), as well as customary immunities pertaining to property, persons, diplomatic immunity, and state immunity. Countering the rhetoric and providing a close analysis of the current state of Article 98 in ICC jurisprudence is useful, both with respect to understanding the current operation of Article 98 and to reflect on balancing multiple maximands of criminal law, human rights law, and the international law of immunity.

Abstract:
The article argues that critical International Political Economy can benefit from a trans-disciplinary approach to the role of cities as socio-economic actors in the global political economy. The constitution and exercise of agency is far from an automatic response to the global restructuring of capitalist social relations, but the product of historically and context-specific economic and extra-economic social processes and social struggles. Cities (re)emerge as subjects and objects of governance and intervention and seek to become (dis)embedded in multi-scalar networks of economic and symbolic power. In this process, they become active co-producers of the global political economy, in ways that cut across spatial scales and narrow geographical imaginations.
