1. Why Romania is a NATO "Model Ally?"

Abstract:
NATO’s eastward expansion was a fundamental geopolitical process that allowed countries to be prepared for the worst, the Russian revanche, by pursuing the best, the most successful path for democracy. Romania, which emerged from the tremendous communist Ceausescu regime, strongly wanted NATO membership and, after the first encouraging meetings in 1990, officially entered in 2004. However, Romania has been already back then contributed to many Western missions. Due to its geographical position, Romania is central to all NATO objectives. Now, Romania and Poland are the pivots of NATO’s defensive complex in the “postsoviet space”: Poland protects the Baltic Sea, Romania the Black Sea, where the Russian old-imperial appetites remain; Romania still defends the precious grain corridor. Furthermore, Romania is a “model ally”. There is a solid pro-Atlantic and pro-American sentiment in the country.

2. The Role of Trauma in Romania’s Ontological Security

Abstract:
This paper analyses Romania’s foreign policy during the first post-communist years, by employing a theoretical viewpoint based on ontological security and trauma. It un- covers the elite efforts to secure the post-totalitarian state’s identity and international course. Romania’s search for ontological security featured the articulation of narratives of victim- hood, which were linked with its proclaimed western European identity. The Romanian identity narrative has long struggled between “the West” and “the East”, trying to cope with traumatic historical events. These discursive themes and ontological insecurities were crys- tallized in the controversy surrounding the Romanian-Soviet “Friendship Treaty” (1991). Key Romanian officials displayed different typical responses to cultural trauma and debated the state’s path to ontological security, which was reflected in the foreign policy positions.

3. Voter Characteristics and Leader Effects in a Post-Communist Context: The Case of the 2012 Legislative Elections in Romania

Abstract:
In the contemporary political environment, the added value brought by leaders to the electoral performance of the parties appears to be significant and growing. However, the impact of leader evaluations on the vote choice is likely to vary from one voter to another. This article explores the influence of voter characteristics on the magnitude of leader effects in the context of the 2012 legislative elections in Romania. Five such characteristics are considered: objective political knowledge, subjective political information, party identification, political engagement, and time of voting decision. For this purpose, the paper employs data from the 2012 Romanian Election Studies (RES) three-wave panel survey. The analyses prove a significant influence of political knowledge and party identification and negligible effects of the other three voter characteristics considered. Thus, political knowledge appears to stimulate the manifestation of leader effects. Similarly, voters holding partisan ties appear to experience higher levels of personalization. The implications of these findings are discussed extensively.

4. The European Commission's Policy Towards the Southern Gas Corridor: Between National Interests and Economic Fundamentals

The European Union launched the ambitious Southern Gas Corridor initiative with the goal of enhancing the security of its energy supply. The corridor - a virtual transit route running from the gas-rich Caspian basin to the EU while bypassing Russian soil - is meant to increase diversification of the EU's supplier and transit countries. While various projects have been proposed to give life to the corridor, the European Commission has given particular support to the realisation of Nabucco, a 3,893km pipeline running from Turkey to the European gas hub of Baumgarten in Austria, via Bulgaria, Romania, and Hungary. The Commission's choice is, however, flawed in several respects, as it fails to take account of key factors, such as the diverging, and sometimes conflicting, interests of individual EU member states, the geopolitical challenges of the Caspian basin, and the commercial constraints on Nabucco. This short-sighted approach has hindered the efficient development of the Southern Gas Corridor and weakened the EU's energy policy.

Joint Task Force East (JTFE), the framework for shared used of select military bases in Romania and Bulgaria, marks a major milestone in America's military presence in Central and Southeast Europe. Following previous, more limited deployments across the region, U.S. forces are poised to become long-term fixtures in both countries under renewable, ten-year agreements signed in late 2005 and early 2006. The arrangements potentially serve as representative models for similar efforts in other countries.

Abstract:
There is a widespread belief that security policy is a 'natural' task for the executive as they have the requisite knowledge and ability to act quickly. The decision to go to war, to contribute troops to multinational peace support operations, to conclude international treaties or to raise defence spending, to mention just some of the most important governmental security responsibilities, are regarded to be executive decisions. The stubborn perception exists that parliaments should be kept out of these decisions. Parliament tends to be regarded as a less suitable institution for dealing with security issues, especially given its often time-consuming procedures and lack of full access to the necessary expertise and information. Additionally, parliaments are regarded as ill-suited institutions for keeping classified information secret. However, this is a misperception. The past teaches us that parliaments do play a major role in matters of security in democratic states, both in times of war and peace. In the times of the Roman Republic, the Dutch Republic in the sixteenth century, Great Britain in the Second World War, or, more recently at the outbreak of the Second Gulf War, Parliaments across the globe have debated, influenced and exercised oversight over security policy and security sector reform, even in the middle of war.

7. Control and Oversight of Security Intelligence in Romania

Abstract:
According to March 2002 poll, 60% of the Romanian population believe that their intelligence services – in particular the SRI (Serviciul roman de informatii – domestic security intelligence) and the SIE (Serviciul de informatii externe – foreign intelligence) – have been “transformed into democratic institutions on the western model.” 52% believe that the services are serving national interests in a politically-neutral fashion as opposed to partisan aims of the sitting government (32%), and 55% had a generally “good opinion” concerning their performance. 73% of the population believes that the services do not have too much power, and half of those believe they have too little power, while 74% believe that intelligence specialists remaining from before 1989 – about 15% of the SRI and 18% of the SIE – should be retained. Periodic polling by other agencies regularly rank the SRI just behind the church and the army, and ahead of the government and police, in terms of public trust.

Abstract:
This study was commissioned by the South Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC). The purpose of the Ammunition Detection Study is to determine if there is evidence to support the SEESAC hypothesis that it may be more productive to specifically target the detection of ammunition for Small Arms and Light Weapons rather than the weapons themselves. SEESAC is a developing organisation, with a responsibility to identify information on the precise level of smuggling activity and also advise on measures to reduce cross border trafficking; clearly current search methodologies used to detect weapons and ammunition within the region are an important component of this advice. Following discussions with the SEESAC Team Leader a set of assumptions, to support the Terms of Reference (TOR), were agreed.Initial desktop research examined weapons and ammunition design and manufacture to determine if and why weapons can be more easily concealed than ammunition and what constituent parts are common or exclusive to one particular commodity. Further analysis was conducted to determine if ammunition and weapons are consistently transported together and examples of occurrences are provided. The investigation has involved visits to specialist organisations and national security agencies that have undertaken to provide data on suitable search and detection methodologies.
