Abstract:
Since Maia Sandu became president of Moldova in December 2020, Romanian-Moldovan relations have steadily improved. In November 2021 she met for a fourth time with Romanian President Klaus Iohannis, signing a “roadmap” of cooperation. Both countries recognise that a linguistic, historical, and cultural community binds them, however the challenge is to move from declarations to the implementation of projects, especially in infrastructure. Romania’s effective involvement in such projects, given its special ties with Moldova, may contribute to the success of its pro-European transformation, which is also supported by Poland.

Abstract:
Researchers consider that the slight increase in commerce through Brăila and Galaţi after 1883 was mainly due to the reorientation of Romanian foreign trade by the dualist monarchy towards other European states. The Danube route-way regained some of its importance, although the port of Galaţi still suffered after the loss of the rich region of Southern Bessarabia and because of the inconvenient manner by which the town was linked to the Romanian railway system. Thus, the paper insists on the quantity and value of commercial exchanges (exports, imports), the grains, the main economic partners and the specific character of Brăila, Galaţi and Sulina in the Romanian economy. This study analyses the results of this fact upon the foreign commerce of the ports, as there are opinions that it had positive consequences for development of commerce and navigation at the Maritime Danube. The text proper is preceded by a short historical comment on the activity of the International Trade in the Lower Danube region.

3. Roma Inclusion: A Feasible EU Project

Abstract:
Dispersed all over the territory of the continent, Roma constitute the largest ethnic minority in Europe, which according to the estimates consists of 10-12 million people. Present in almost every country in Europe and sharing some similar cultural features, Roma are often referred to as 'transnational'. The heterogeneity of the group even within the different national states and the lack of structural ties among the communities at national and international levels, challenges the appropriateness of any generalization of issues and large scale approaches to addressing them. At the same time, Roma communities all over Europe share low social status and identical challenges to their integration in mainstream societies, which constitutes them as a transnational marginalised group.

4. Post-Accession Conditionality: Support Instrument for Continuous Pressure?

Abstract:
The establishment of a Cooperation and Verification Mechanism for monitoring Bulgaria's and Romania's progress in the areas of judiciary and fight against corruption not only confirms the evolutionary nature of EU conditionality, but introduces a new feature, that of post-accession conditionality. More than three years after accession, neither Bulgaria nor Romania have managed to tackle the remaining issues and the scrupulous monitoring mechanism is still maintained. What are the main features and limitations of post-accession conditionality? Why does the effectiveness of EU conditionality deteriorate after accession? The article outlines a conceptual framework for comparative study of pre-accession and post-accession conditionality. On the basis of a stage-structured conditionality model, it discusses the transformations of the main elements of conditionality before and after accession and argues that the absence of accession advancement rewards combined with toothless explicit threats for sanctioning non-compliance produce very weak negative incentive structure which undermines the effectiveness of post-accession conditionality. The study, which draws on extensive interviews with senior EU officials and examination of key EU documents, highlights the growing application of differentiated and targeted conditionality and concludes with a reflection on the future of the mechanism and its implications for the ongoing enlargement of the Union with countries of the Western Balkans and Turkey.

5. The EU's New Black Sea Policy - What kind of regionalism is this?

Abstract:
After the accession of Bulgaria and Romania in 2007 the European Union moved quickly to fill an obvious gap in its vision of the regions to its periphery, proposing the 'Black Sea Synergy'. The EU shows a certain degree of commonality in its approaches to each of the three enclosed seas in this region–the Baltic, the Mediterranean and now the Black Sea. While the political profiles of these maritime regions are of course very different, they naturally give rise to many common policy challenges, including those issues that are based on the technical, non-political matters of regional maritime geography. This paper sets out a typology of regionalisms and examines where in this the EU's Black Sea Synergy is going to find its place. While the Commission's initial proposals were highly 'eclectic', with various examples of 'technical regionalism' combined with 'security regionalism', there is already a diplomatic ballet in evidence between the EU and Russia, with the EU countering Russia's pursuit of its own 'geopolitical regionalism'. The EU would like in theory to see its efforts lead to a 'transformative regionalism', but the lack of agreement so far over further extending membership perspectives to countries of the region risks the outcome being placed more in the category of 'compensatory regionalism'.

On the day before the European Commission's decision on the fitness of Bulgaria and Romania to become EU members on 1 January 2007 (due to be delivered 16 May 2006), it is becoming increasingly evident that the EU has fallen into its own 'rhetorical trap' from which there is no easy way out. Most EU officials and politicians would agree that the governance standards in the two Balkan candidates are not up to EU level yet, but everyone knows that there is not much the EU can do about it at this point.

South Eastern Europe (SEE) has been under great pressure from the European Union (EU) to modernize and improve its border management, while simultaneously trying to facilitate cross-border flows and good neighborly relations in the region. The forthcoming accession to the EU of two countries from the region, Bulgaria and Romania, and recently opened negotiations for the accession of two more, Croatia and the former Yugoslav Republic of Macedonia, have the potential to damage both cross-border flows and regional stability. One of the principal factors influencing this potential is the requirement for acceding countries to implement the Schengen regime – in particular, the so-called “black list” of countries whose nationals require visas to enter the Schengen area. At this time, from the Balkan region only Croatia, Bulgaria and Romania are not on the “black list”.

Abstract:
In contrast to the Central European transition countries, the economies of South East Europe (SEE) have been facing complex and interrelated political and economic problems. The dissolution of Yugoslavia combined with market losses, war in Bosnia and Herzegovina and Croatia, sanctions finally culminating in the Kosovo conflict were the main causes of political and economic instability in the whole region. Taking into account these factors, output recovery has been much slower in SEE than in the Central European countries. Measured in purchasing power standards, Croatia is the best performer in the region, with its GDP at about 38% of the EU average. Next comes Bulgaria (32%), whereas the respective values for Serbia and Montenegro and Albania range between 15-17%. Looking at the economic performance in the 1990-2002 period, Croatia and Romania reached almost 94% of their pre-transitional level in 2002, followed by Bulgaria and Macedonia (about 88% each). Serbia and Montenegro, the worst-affected, reached only about half of what it was in 1990. The cumulative output decline there was one of the largest among all the Central and East European countries.

9. Monitoring the EU Accession Process: Judicial Independence

Abstract:
The EU Accession Monitoring Program of the Open Society Institute was initiated in 2000 to encourage independent monitoring of the process by which the European Union is considering applications for membership from the ten candidate States of Central and Eastern Europe. The Program aims to contribute to this historic process by producing monitoring reports to complement the evaluations already being conducted by the European Commission, as reflected in its annual “Regular Reports” on candidate States’ progress towards meeting accession criteria. The enlargement of the European Union is a positive development, and independent monitoring is one means of magnifying its beneficial effects, both within the candidate States and in the EU itself.
