Abstract:
The paper deals with the efforts made by American private sector and civil society actors after 2000 to popularize democratic values and norms in the six Gulf states, namely Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates. The study is focused on areas including politics, education, culture, media, human rights, and women empowerment. The paper also deals with approaches adopted, goals and objectives set and strategies devised and employed by the American NGOs regarding democracy promotion in the Gulf region.

Abstract:
Peaceful nuclear cooperation—the transfer of nuclear technology, materials, or knowledge from one state to another for peaceful purposes—has figured prominently in international politics since the dawn of the atomic age. During an address before the United Nations General Assembly in December 1953, U.S. President Dwight Eisenhower encouraged the nuclear suppliers to promote international peace and prosperity by sharing their technology and know-how. Since this “atoms for peace” speech, countries have signed more than 2,000 bilateral civilian nuclear cooperation agreements (NCAs) pledging to exchange nuclear technology, materials, or knowledge for peaceful purposes. Recently, NCAs have been signed at an increasingly rapid rate, as countries look for solutions to global climate change and for assistance in combating energy shortages and high oil prices. For example, since coming to office in May 2007, French President Nicolas Sarkozy has signed NCAs with a plethora of states seeking to begin or revive civilian nuclear programs, including Algeria, Jordan, Libya, Qatar, the Emirates, and Vietnam.

Abstract:
Any effective diplomatic approach to Iran must involve a regional strategy. While Iran's nuclear program is presently the most urgent dimension for the United States and the international community to confront, unless the country can be reintegrated into a normal web of international relations, any progress made on that front is likely to be short-lived. Iran's neighbors — particularly the members of the Gulf Cooperation Council, which share a concern for Gulf security — can be important players in that process of reintegration. These six states, Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates, and Oman, are afraid of Iranian hegemony in the Gulf, but are too small or too timid to challenge their northern neighbor, so they seek to develop normal relations with Tehran while protecting their interests.

Abstract:
Many Arab countries traditionally aligned with the United States are showing increasing reluctance to follow Washington's lead in addressing regional problems. This tendency toward an independent foreign policy is particularly evident among the Gulf countries. Even states that host major U.S. military facilities on their soil, such as Qatar, Kuwait, and Bahrain, consider U.S. policy in the region counterproductive and are forging a new diplomacy. Gulf countries have refused to enter into an anti-Iranian alliance with the United States, and have chosen instead to pursue close diplomatic contacts with Tehran, although they fear its growing influence. They are trying to bring about reconciliation between Hamas and Fatah in Palestine, while the United States is seeking to isolate Hamas. They have helped negotiate a compromise solution in Lebanon, while the United States has encouraged the government to take a hardline position. Yet, the new diplomacy of the Arab countries is not directed against the United States, although it contradicts U.S. policie.

Abstract:
On December 3-4, Arab leaders representing Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates (UAE), and Oman met in the Qatari capital, Doha, for their annual Gulf Cooperative Council (GCC) summit, which for the first time was attended by an Iranian president. In November, the UAE set a precedent by impounding an Iranian-bound shipment of undisclosed material banned by UN Security Council Resolutions 1737 and 1747 because of its potential use for nuclear weapons or missile programs. All of this came against the background of the new U.S. National Intelligence Estimate, which assessed that Iran halted its nuclear weapons program in 2003.

On January 16, Secretary of State Condoleezza Rice visited Kuwait for a meeting with the foreign ministers of Egypt, Jordan, and the Gulf Cooperation Council (GCC)the oil-producing states of Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates, and Oman. The final stop on Rices Middle East tour, the visit was an occasion to explain President Bushs newly announced Iraq initiative and to seek the support of the regions Arab states. But an important subtextindeed, arguably an overriding priority of the tripwas to assemble a united front against Iran, as also shown by the January 17 arrival of Secretary of Defense Robert Gates in the Gulf.

47. Iraq and the Gulf States: The Balance of Fear

Abstract:
Iraq's Persian Gulf neighbors supported the U.S. invasion of Iraq in order to preserve the status quo—a weak and self-absorbed Iraq—rather than to impose a new one. However, the overthrow of Saddam Hussein and its aftermath have not brought stability to the Gulf States as much as they have shifted the most serious challenges from external threats (of a hostile Baghdad) to internal threats (the threat of conflict spillover from Iraq). Kuwait fears the growth of Iranian influence in Iraq and the possibility that Iraqi Shia unrest will spill across its own borders. Although many Kuwaitis question the wisdom and capacity of the United States in managing Iraq's internal problems, Kuwait has provided significant support to U.S. military action in Iraq and the country's reconstruction efforts. Qatar has supported U.S. military actions in Iraq by hosting the U.S. Central Command but still maintains the perception of nonalignment. For example, Doha hosts prominent former Iraqi Baathists, not to mention Saddam's own family members. The interest of the United Arab Emirates (UAE) in Iraq is secondary to its concern over Iran, with which it has a long-standing dispute over ownership of three islands in the Gulf. The unresolved dispute with Tehran over the islands heightens the UAE's concerns about the rising Iranian influence in Iraq. To bolster its relationship with the United States, the UAE offered training to hundreds of Iraqi troops and police recruits in 2004–2005, hosted the first Preparatory Group Meeting for the International Compact with Iraq in September 2006, and funded reconstruction efforts in Iraq through the United Nations and the World Bank. On post-Saddam regional security issues, member states of the Gulf Cooperation Council (GCC) seem to be more “market takers” than “market makers,” showing little inclination to shape the nature of a larger and potentially more powerful neighbor. Instead, they are focused on immediate choices for calibrating a proper relationship with Washington in a way that accommodates many other important relationships.

48. Prospects for Regional Free Trade in Asia

Abstract:
Frustrated with lackluster momentum in the WTO Doha Round and the Asia Pacific Economic Cooperation (APEC) forum, and mindful of free trade agreement (FTA) networks centered on the United States and Europe, Asian countries have joined the FTA game. By 2005, Asian countries (excluding China) had ratified 14 bilateral and regional FTAs and had negotiated but not implemented another seven. Asian nations are also actively negotiating some 23 bilateral and regional FTAs, many with non-Asian partners, including Australia, Canada, Chile, the European Union, India, and Qatar. China has been particularly active since 2000. It has completed three bilateral FTAs—Thailand in 2003 and Hong Kong and Macao in 2004—and is initiating another 17 bilateral and regional FTAs. However, a regional Asian economic bloc led by China seems distant, even though China accounts for about 30 percent of regional GDP. As in Europe and the Western Hemisphere, many Asian countries are pursuing FTAs with countries outside the region. On present evidence, the FTA process embraced with some enthusiasm in Asia, Europe, and the Western Hemisphere more closely resembles fingers reaching idiosycratically around the globe rather than politico-economic blocs centered respectively on Beijing, Brussels, and Washington.

Abstract:
On June 20, 2005, Kuwait's first female cabinet minister, Massouma al-Mubarak, was sworn in, taking responsibility for the planning portfolio. Six months earlier, a woman was appointed minister of economy and planning in the United Arab Emirates (UAE). Women have assumed ministerial posts in Bahrain and Oman as well. And in Kuwait, Bahrain, Qatar, and Oman, women now have the right to vote. Indeed, women's political rights, previously nonexistent in the conservative Arab Gulf states, have undergone extraordinary growth in recent years. Yet, how much progress has there really been, given that women's representation in this region is still poor even compared with the rest of the Arab world? In particular, can the United States, which actively encourages enhanced rights for women, do anything about Saudi Arabia's anomalous lack of such progress?

The Middle East is a demographic time bomb. According to the United Nations Development Program's (UNDP) Arab Human Development Report 2002, the population of the Arab region is expected to increase by around 25 percent between 2000 and 2010 and by 50 to 60 percent by 2020—or by perhaps 150 million people, a figure equivalent to more than two Egypts. Even under the UNDP's more conservative scenario, Bahrain, Kuwait, Qatar, and the United Arab Emirates will be the only Arab countries in 2020 with median ages above 30.
