351. Globalization and the Development of Welfare States in Post-Communist Europe

Abstract:
How has globalization influenced welfare state development in postcommunist Europe? We focus on the leading East-Central European accession states, Poland, the Czech Republic, and Hungary, and show that these states have experienced radically different welfare state developments since 1989 from their neighbors in the former Soviet Union. The first pa rt of the paper proposes that these divergent paths can be explained by a “Europe effect”. We argue that the effects of globalization have differed greatly, depending on a country's position in the international economy and geopolitical relations. We demonstrate that countries closer to the European Union have used welfare state programs to compensate citizens for the traumas of system transition and economic openness, while the welfare systems in the former Soviet states have collapsed to a far greater extent, in terms of spending and effectivness.

Abstract:
Strictly speaking, there are two groups of problems related to this topic. Firstly, there are some particular issues arising from the enlargement process; namely the movement of goods and people between Kaliningrad and the rest of Russia, including visa regime, energy supply of the region, trans-border cooperation and fisheries. To solve these problems or not to solve them is like Hamlet's dilemma “to be or not to be”. These problems have to be solved by the Union and Russia, with the participation, at least jointly, of Poland and Lithuania.

Abstract:
The EU Accession Monitoring Program of the Open Society Institute was initiated in 2000 to encourage independent monitoring of the process by which the European Union is considering applications for membership from the ten candidate States of Central and Eastern Europe. The Program aims to contribute to this historic process by producing monitoring reports to complement the evaluations already being conducted by the European Commission, as reflected in its annual “Regular Reports” on candidate States’ progress towards meeting accession criteria. The enlargement of the European Union is a positive development, and independent monitoring is one means of magnifying its beneficial effects, both within the candidate States and in the EU itself.

Abstract:
A USAID project in the Czech Republic confronted air pollution at two levels: nationally, through a state environmental fund, and locally, through direct support to municipalities. The national approach proved to be far more effective. Results in Poland, though, suggest regional funds may be the ideal.

Abstract:
For a long time, the prevailing modes of conceptualizing regime transformations underplayed the role and importance of external actors, influences, and linkages. "Domestic factors - O'Donnell and Schmitter asserted - play a predominant role in the transition" (1986:19). This statement reflects both the peculiarities of the early cases belonging to the third wave of democratization and the limitations of the analytical outlook predominant at that time. Only recently did students of regime transitions recognized the role of external factors and foreign influences in shaping democratization in Eastern Europe and other regions (Pridham 1995; Pridham, Herring, and Sanford, eds. 1997). Perhaps this is because such factors have become more pronounced in recent years.

357. The Next Round of NATO Enlargement

Abstract:
Since the revolutions of 1989–90 and the fall of the Berlin Wall, NATO has emerged as the backbone of Europe's security architecture. In response to the demands of outsiders for collaboration, NATO has consistently adhered to a strategy of inclusion to create a Europe whole and undivided. This was a conscious effort at the July 1990 London Summit, where NATO invited the Soviet Union and non-Soviet Warsaw Pact members “to establish regular diplomatic liaison with NATO,” and at the November 1991 Rome Summit, where it launched the North Atlantic Cooperation Council (NACC) to include them. When the Soviet Union disintegrated in January 1992, NATO decided to include former Soviet republics in the NACC, thus attempting to ensure a Europe free and whole. The same strategy prevailed at the Brussels Summit in January 1994, which launched the Partnership for Peace (PFP) comprising members of NACC and those members of the Conference (now Organization) on Security and Cooperation in Europe that were able and willing to contribute. The July 1997 Madrid Summit decision to invite the Czech Republic, Hungary, and Poland to begin accession talks also was portrayed in terms of inclusion; the Alliance reaffirmed that it remained open to new members under Article 10, adding that “[N]o European democratic country . . . would be excluded from consideration.”

In terms of meeting the fiscal Maastricht criteria, the Czech Republic, Hungary and Poland are better placed today than were some of the current euro area members from the “Club Med” (Greece, Italy, Portugal and Spain) at a comparable point in time leading up to their joining EMU. The CEE-3 should thus be able to qualify for full membership by early 2006, following a decision by the EU as early as 2005.
