291. Special Economic Zones - 20 years later

Abstract:
In this paper the authors undertake an ex-post evaluation of whether the special economic zones (SEZs) introduced in Poland in 1994 have been successful in meeting regional development objectives. They evaluate the policy of as many of its objectives as possible: employment creation, business creation (which includes attracting foreign direct investment), income or wage effects, and environmental sustainability. They use different panel data methods to investigate this question at the powiat and gmina levels in Poland during the 1995-2011 period. It is also possible to include numerous controls to reduce the problem of the omitted variables bias such as education level, dependency rates, state ownership, general subsidies and whether the area is urban or rural. The results indicate that SEZs in Poland have been successful in a number of their objectives such as private business creation. The positive effect of the policy however mainly comes through foreign direct investment (FDI), whereas the effects on e.g. investment and employment are small or insignificant. In other areas, such as securing higher income levels and locking firms into the sustainability agenda through the adoption of green technologies and reduced air pollution, the authors find only a small positively moderating effect of the policy on what are traditionally economically disadvantaged areas in Poland that used to be dependent on the socialist production model. Hence, despite high levels of FDI, the zones policy has not managed to overcome the legacy of backwardness or lagging regions. The main policy implication of the paper is that SEZs may be successful in stimulating activity in the short run but the policy must be seen as one of necessary temporality and can therefore not stand alone. Before launching SEZs, policymakers must have plans in place for follow up measures to ensure the longer term competitiveness and sustainability implications of such an initiative. There is a need to understand the connection between the specific incentive schemes used (in this particular case tax incentives were used) and the kinds of firms and activities they attract, including the behavioral models that those incentives promote.

Abstract:
STARTING FROM 1980s different religions “went public” all around the world and reclaimed their agency in the public sphere. However, while in this process of 'deprivatization' certain religious traditions such as Catholicism became the focus of many research initiatives, the Eastern Orthodox tradition attracted little scholarly attention. The book Religion, Identity and Politics in Poland and Russia, which is based on Sevinç Alkan Özcan's Ph.D. thesis submitted to the Marmara University in Istanbul in 2010, does justice to these two traditions with its focus on the role and stance of the Polish Catholic Church and Russian Orthodox Church within the context of church-state relations, public space, civil society and democratization in two post-communist countries: Poland and Russia. In these two countries, Catholicism and Orthodox Christianity, despite interruptions during the communist rule, play a determining role in church-state relations, political patterns, national identity and social sphere. The book offers a well-structured comparative analysis and valuable insights into the experiences of these two major representatives of Catholicism and Orthodox Christianity in Eurasia during the pre-communist, communist, and post-communist era.

Abstract:
Mediterranean and EU member countries consider enhancing innovation and R&D an important policy objective. In order to improve economic competitiveness and increase their citizens’ welfare, these countries have been formulating and implementing innovation policies. In recent years, the volume of resources allocated to such policies has considerably increased and the number of instruments used in this framework has widened. Nevertheless, a relatively limited number of studies have been conducted to assess the effectiveness of innovation policies in these countries and formulate proposals for those aspects of policies that are in contradiction with the aims.

Abstract:
Dans le Tableau de bord d’Europe centrale et orientale et d’Eurasie de 2009, nous écrivions que les pays de l’Europe centrale et orientale étaient « touchés mais pas coulés » par la crise mondiale. Quatre ans après, ce diagnostic est toujours valable. Si l’Union européenne reste pour eux un idéal et si l’adhésion à cette union demeure un projet clairement balisé pour les Etats qui n’en sont pas encore membres, celle-ci, engluée dans ses contradictions, paraît trop souvent absente, silencieuse. Aux populations qui lui demandent un meilleur niveau de vie et plus de justice sociale, elle répond par des exigences de réformes et d’austérité et alimente ainsi dangereusement leurs désenchantements. Savoir leur répondre, c’est le défi majeur de l’Union européenne aujourd’hui. Les pays de l’Eurasie, s’ils sont moins directement touchés par la crise de la zone euro et conservent, en conséquence, une croissance nettement plus élevée, ont d’autres préoccupations. Fortement sollicités par la Russie qui entend consolider sa zone d’influence avec la concrétisation de l’Union économique eurasiatique, ils sont aussi l’objet de l’attraction qu’exerce sur eux l’Union européenne – comme en témoignent éloquemment les évènements survenus en Ukraine – et, de plus en plus, la Chine. Cet espace est donc actuellement dans une recomposition qui conditionne les possibilités de son développement.

Abstract:
After joining the European Union in 2004 or 2007, all Central and Eastern European countries have expressed their will to transfer their experience of democratization, transition to market economy and introduction of the rule of law to other regions in transition. They have influenced in particular the launching of an EU policy towards the East, which was so far rather absent, and of the European Neighbourhood Policy in 2003. The rhetoric developed is particularly strong and visible, but what about the implementation of the aid policies to transition? Which reality does the political discourse entail, both in its bilateral and multilateral dimensions? Central and Eastern European countries do not represent a homogeneous bloc of countries and have constructed their foreign policy discourse on older ideological traditions and different geographical priorities. Despite the commitment of a group of actors from civil society and reforms in the field of development policy, the scarce means at disposal would need to be better mobilized in order to meet expectations. In the context of the economic crisis, the search for a concensus on interests to protect and means to mobilize, like through the Visegrad Group and other formats like the Weimar Triangle, appears to be a meaningful option to follow in order to reinforce the coherence of foreign policy actions implemented.

Abstract:
Our discussion made me realise, once again, that democracy has one very important feature, brought to our attention by our friend from Libya: “Democracy has a price which has to be paid.” Indeed, there is a price that we have to pay for democracy. This applies equally to individual nations and international relations. I shall never forget the bitter, but how true remark made by a participant from Syria who reminded us that Kaddafi, Assad, Ben Ali or Mubarak could continue to act as long as we, representatives of democratic countries, shook hands with them. This is an important issue postulating that international relations be built on values.

Abstract:
Differences in the growth of firms remain a major topic in economics and strategy research. In this paper we investigated the link between innovation performance and employment growth. First we discuss the problem from the theoretical point of view and then we analyze the relationship between innovation performance and the dynamics of employment in the Polish service firms in 2004-2009. Firms that introduced new services or marketing techniques experienced stronger growth. Process innovations contributed to employment reduction. Tellingly, this effect could only be observed in 2008-2009, a subperiod which saw the lowest levels of aggregate demand. This conclusion yields support to the presumption formulated by Pianta (2005) that the impact of innovation on employment growth depends on the macroeconomic situation.

Abstract:
The authors use the insights from strategy research and innovation studies to address two principal questions regarding the technology strategy of a firm: what are the distinct elements of technology strategy and what are the strategy determinants? Equipped with Zahra’s (1996) concept of measuring technology strategy, we analyze data from two runs of the Community Innovation Survey for Polish service firms. They propose a set of indicators reflecting four principal fields of technology strategy: pioneer-posture, R&D efforts, technology portfolio, and monitoring activities. Interactions between the strategic variables are analyzed and their determinants are assessed. The results suggest that technology strategies are determined by both factors external to the firm, and by the hitherto less stressed in the CIS-based empirical literature, internal factors. The role of internal factors increases with the macroeconomic environment becoming less favourable.

Abstract:
The aim of the project is to analyze government support for innovation in a comparative perspective by first examining the main existing instruments of financial support for innovation in Turkey and Poland, and secondly to assess their effectiveness by applying recent econometric techniques to firm-level data for both countries obtained from the Community Innovation Survey (CIS). Comparing Turkey to Poland is both meaningful and promising from a policy-analysis point of view. Both countries are comparable in terms of levels of economic development and technological capabilities, i.e. the ability of their economies to create knowledge and exploit it commercially. Both have undergone deep market-oriented reforms in the last decades – Turkey since 1980, Poland since 1989 – resulting in a significant catching-up of their economies. However, as the possibilities for further growth based on structural change and eliminating obstacles to business.

300. Missile Defense System Negotiations: Washington-Warsaw-Moscow Triangle

Abstract:
When in March 1983 Ronald Reagan announced the initial plans to build a missile defense system purported to be able to “intercept and destroy strategic ballistic missiles before they reached our [U.S.] own soil or that of our allies,” he in reality proclaimed the end of the deterrence and so called “balance of terror” doctrines which had formed the basis of the relations between the United States and the Soviet Union during what is known as the Cold War. The Strategic Defense Initiative (SDI), more commonly known at the time as "Star Wars," reformulated the power equation that had underpinned the “détente" period (1971-80). This project was abandoned with the collapse of communism in Eastern Europe and the Soviet Union in1991, which marked the end of the Cold War. However, more than ten years later, President George W. Bush reactivated it, signing bilateral agreements with the Czech Republic and Poland for the deployment of a radar system and advanced land based missile interceptors. With the election of President Barack Obama, the missile defense system was transformed from a bilateral project to a multilateral one, directly involving European allies and the very structure of the NATO alliance. The Kremlin strongly opposed the Euro-American missile deployment project, first in the 1980s and again into the 21th Century. Today as in the past, Russia’s complaints and rhetoric remain basically unchanged. It claims that the shield would compromise the effectiveness of the Russian long-range nuclear arsenal, thus drastically alter the balance of power with the West. A turning point seemed to have taken place at the NATO summit in Lisbon in November 2010. Following a lively debate among diplomats, the European allies unanimously signed an agreement for the deployment of a missile defense system, which would provide “full coverage” of the Alliance area by 2020. More importantly, the final declaration of the summit heralded the birth of “cooperation with Russia in a spirit of reciprocity, maximum transparency and mutual confidence.” However, such good intentions and noble sentiments are regarded as mere words by some, as there is no serious likelihood that both sides will cooperate on a joint defense project of this nature.
