271. The Train Journey: Transit, Captivity, and Witnessing in the Holocaust

Abstract:
Deportations by train were critical in the Nazis’ genocidal vision of the “Final Solution of the Jewish Question.” Historians have estimated that between 1941 and 1944 up to three million Jews were transported to their deaths in concentration and extermination camps. In his writings on the “Final Solution,” Raul Hilberg pondered the role of trains: “How can railways be regarded as anything more than physical equipment that was used, when the time came, to transport the Jews from various cities to shooting grounds and gas chambers in Eastern Europe?” This book explores the question by analyzing the victims’ experiences at each stage of forced relocation: the round-ups and departures from the ghettos, the captivity in trains, and finally, the arrival at the camps. Utilizing a variety of published memoirs and unpublished testimonies, the book argues that victims experienced the train journeys as mobile chambers, comparable in importance to the more studied, fixed locations of persecution, such as ghettos and camps.

Abstract:
This issue of the journal summarises findings of the second stage of the Razumkov Centre’s Project “Formation of a Common Ukrainian Identity under New Conditions: Features, Prospects and Challenges”. Studies undertaken as part of the first project stage helped to identify the shifts that took place in various aspects of national identity between 2005 and 2015, including those brought about by the Revolution of Dignity and provoked by the Russian aggression against Ukraine. These studies paint a fairly detailed portrait of identities of Ukrainian citizens, including cross-regional differences and specifics attributable to citizens belonging to various social groups.1 Certain important issues remain insufficiently explored, particularly the hierarchy of various types of identity, the correlation between civil, national and ethnic components of identity, how citizens in different regions perceive one another, public assessment of the significance of cross-regional differences for the country’s future, etc. Since the previous public opinion survey, notable changes have taken place at the state and society levels as well as in the international political landscape. These changes have affected the public mood. They mainly have to do with falling living standards, a declining level of trust in government institutions, political parties and individual politicians, active attempts of the aggressor state to destabilise situation in Ukraine, lack of progress in resolving the Donbas conflict and returning Crimea, a somewhat decreased level of attention to Ukraine from the international community coupled with Russia’s growing influence on political processes in certain Western countries, the conflicting positions of some EU countries on Ukraine’s European future, certain aspects of Ukraine’s relations with the EU as well as Russia’s role in the ongoing armed conflict. With these factors in mind, the Razumkov Centre has outlined the following key research objectives for the second stage of the project: • Obtain a more detailed picture of how citizens understand specific aspects of identity (particularly civil and socio-cultural identity); • Assess the intensity and nature of the impact these socio-political and international trends have on various identity aspects of citizens, primarily the civil aspect; • Study how citizens in different regions of Ukraine perceive one another, explore the specifics of this perception and the existing beliefs and stereotypes; • Identify the specifics of the viewpoints that residents in different regions have on factors contributing to the division or consolidation of society, and assess their potential impact; • Learn about the attitudes of citizens to possible political approaches and specific efforts in “sensitive” areas, particularly those concerning language, cultural and national policies, and their impact on national unity; • Analyse the experience of specific post-Soviet and post-socialist countries of Europe in matters of shaping and preserving national identity. Formulated in this way, objectives are aligned with overriding goal of the second project stage: to devise effective and theoretically sound political tools adapted to the existing social reality (i.e., the substance of public policy and methods for implementing it) intended for shaping a common national identity among Ukrainian citizens, which would accelerate the process of consolidation of Ukrainian society, help achieve mutual understanding and support national unity.

Abstract:
There has been a long-termed history of Sino-Poland friendship. Poland is one of the first countries establishing diplomatic relation with China, in terms of which the year of 2016 is the 67th anniversary. Since establishment of diplomatic relation, with mutual exchanges being deeper and deeper, cooperation between China and Poland on publishing has been more and more prosperously developed. According to this great trend, China Renmin University Press has cooperated with Polish publishing houses on a great number of outstanding academic works since 2008.

274. The impact of living and working longer on pension income in five European countries: Estonia, Finland, Hungary, the Netherlands and Poland

Abstract:
Life expectancies are rapidly increasing and uncertain in all countries in Europe. To keep pension systems affordable, policy reforms are to be implemented which will encourage individuals to work longer. In this paper we analyze the impact of working and living longer on pension incomes in five European countries and assess the impact of these policy reforms on the financial well-being of the elderly. The paper shows the diversity of the policy measures taken in these countries. Furthermore, we analyze the financial incentives for working longer and postponing claiming pension benefits and we assess the attractiveness of these options. Lastly, we study how increases in life expectancies and survival probabilities affect pension incomes.

275. Post-privatisation Corporate Performance in Poland. Evidence from Companies Privatized in 2008-2011

Abstract:
The study concerns the effects of Polish privatisation program conducted in the years 2008-2011. After drawing a broad picture of this process we investigate the performance of 59 privatised companies, and finally focus on a deeper analysis of three companies, which is the core part of our study. We test the hypotheses that privatisation increases a company's profitability, labour productivity, capital investment spending, plow-back ratio and leverage. In case studies, we additionally explore the effect of privatization on each company’s value. The outcomes concerning the larger group of companies are partly ambiguous (with four hypotheses confirmed and four rejected). Profitability has been not visibly improved, although a number of positive initiatives and improvements in performance occurred. By contrast, the three case studies showed a significant improvement of profitability and all other performance indicators observed, as well as a considerable increase of company value. Our results show that privatisation works, though its full effects need time to occur.

Abstract:
The development of the Polish corporate bonds market resulted from changes on the supply side. When the Lehman Brothers went bankrupt, Polish entrepreneurs realized that financing their companies’ operations only with the use of credit, even if contracted from different sources, might not be the best idea. Consequently, Polish business turned to debt instruments – said Piotr Kowalski, one of the keynote speakers during the mBank - CASE Seminar no. 136. In the publication, which is an extended and authorized version of presentations delivered during the abovementioned seminar, the authors discuss various aspects of the corporate debt securities market in Poland. Piotr Kowalski gives a synthetic presentation of the subject of the analysis, Agieszka Gontarek presents selected domestic regulations and factors, and Tomasz Gałka writes about selected consequences of excessive burdens.

Abstract:
The present document is an attempt at a comprehensive analysis of direct and indirect burdens imposed upon banks in 2015. The idea to present such factors — which are often extremely varied in nature — in a single study was born out of the fact that these factors are often considered separately, on the basis of various criteria, which causes them to be split into different groups. This approach results in a fairly common tendency for fragmentary assessment of their impact and, more importantly, in the adoption of piecemeal regulations which fail to take into account the full impact of the actions taken in different areas. This applies in equal measures to supervisory authorities, regulators, analysts, policymakers and the media, which means that, in a somewhat oversimplified sense, the above statement is applicable to the public at large. This situation can be most succinctly characterised in the manner presented below. In the aftermath of the crisis, banks require a new set of instruments to regulate the functioning thereof. This is because they are to become more stable, safe, less risk-prone and more customer-friendly. Each of these areas requires a separate set of regulatory instruments, along with the respective subgroups thereof. Oftentimes they are not synchronised with each other and are usually aimed at the implementation of a specific, particular goal to an excessive extent. In addition, there are also “special tasks” such as the reform of the Credit and Saving Unions (SKOK).

278. On Competition in the Banking Sector in Poland and Europe Before and During the Crisis

Abstract:
In the past decades, the banking sector has come to be known in literature as the banking industry as it was geared to increasing profits, banks were growing, and banking products developed dynamically. It was believed that competition in the banking sector makes banks more efficient and stimulates financial innovation opening new markets. The financial crisis of 2007–2008 has sparked the interest of researchers and politicians in competition in the banking sector and its impact on the stability of the financial sector and overall economic growth. However, researchers cannot agree whether more competition improves or hinders stability. The paper is comprised of three sections and a summary. The first section discusses the concept of competition in the banking sector as well as measures of competition. The second section is a review of literature on competition in the banking sector and its determinants. The third section presents the results of research on competition in the EU, including my own research as well as other research. The paper concludes with a short summary. 279. Visegrad Four EU Battlegroup: Meaning and Progress

Abstract:
In 2011, the states of the so-called Visegrad Four (V4), i.e. the Czech Republic, Hungary, Poland, and Slovakia, decided to form a joint European Union battlegroup by 2016, available for rapid deployment within ten days and within a radius of six thousand kilometres from Brussels. The intention to establish this military formation had become the first initiative of its kind within the V4 ever. The present article therefore aims to examine the content of the mutual military cooperation among the CR, Hungary, Poland, and Slovakia in the form of the V4 battlegroup and make readers acquainted with relevant and up-to-date information about the process of the formation of the V4 battlegroup and its importance for the military cooperation of the V4 countries. In order to achieve that, the authors introduce the previous experience of the individual V4 countries with the formation of EU battlegroups, explain the motives of the V4 countries to form a joint battlegroup, describe the path leading to the creation of the V4 BG as well as the possibilities of its deployment and the question of financing, and finally they deal with the perspectives of the V4 BG from the point of view of its importance for further development of military cooperation between the V4 countries.

Abstract:
The article discusses the issue of the Content Language Integrated Learning (CLIL) method and its application in military education programs. Firstly, it focuses on CLIL’s concept and models, discusses opportunities and challenges arising out of the method in educational institutes with regard to a Spanish-led research; secondly, it formu- lates challenges for CLIL implementation and enumerates barriers related to it. The final part concerns recommendations on the CLIL application for one of the Polish military universities. In the recommendations authors emphasize that CLIL is an advantageous tool for professionally-oriented education by which, apart from the linguistic skills, self- directed learning and intercultural communication skills can be highly improved.
