181. The role of social media in emergency management during the 2019 flood in Poland

Abstract:
Objectives: The aim of this article is to discuss the role of social media platforms, Facebook and Twitter, during the floods that took place in Poland in May 2019. The following research questions guided the study: (1) How is social media used by different actors at various stages of the disaster management cycle? (2) To what extent were social networking sites used during the 2019 floods in Poland? Methods: The study employed social media analytic tools to analyze social media data published on Facebook and Twitter qualitatively and quantitatively in the period from 1 March to 10 June 2019. Results: Social Media is used during emergencies by various actors for different purposes: emergency services use it to broadcast weather alerts and situational updates; authorities communicate weather alerts and offer assistance; mass media outlets share up-to-date information; individual users connect and share their experiences of the disaster as well as express political views; organizations spread general comments, situational updates and political comments. Conclusions: Despite several drawbacks, such as the chaotic spread of messages, their unreliability and the politicization of the news- feed, social networking sites support disaster management. Therefore, they should be incorporated as an additional communication channel during emergencies.

Abstract:
Objectives: The aim of this research paper is to present the history of sanitary aviation in postwar Poland since 1945 up till now. In the course of research the following methods were used: analysis, synthesis, abstraction and generalization. The outcome of the research is presentation of the 74 year history of restoring aviation as an element of medical rescue system in postwar Poland. Methods: In the course of research the following theoretical research methods were used: analysis, synthesis, abstraction and generalization. Results: It has been proved that due to great involvement of Polish aviators the operational capacity of medical service system was restored in a short period of time benefitting by the pre war experience and that of other dynamically developing countries of Western Europe. The historical facts had crucial influence on the present make up of Aviation Emergency Medical Service. Conclusions: Presently the formation owns modern aircraft and equipment compliant with worldwide standards of HEMS Helicopter Emergency Medical Service.

183. Social structure determinants of Polish military manpower

Objectives: This paper sets out to identify the key elements of Polish social structure that are critical to the manpower of the Polish Armed Forces. So far, there has been little discussion, in either the literature or ongoing public polemics, regarding the dependence of the Armed Forces on the shape of the social structure in the context of ensuring state security. Methods: This work is predominantly based on the analysis of available literature: scientific articles, legal acts and the results from the survey research conducted by specialised institutions, in particular, Polish Central Statistical Office. Results: On the basis of the presented analysis, it appears that it is the current Polish social structure that constitutes the major problem in the context of the insufficient personnel numbers in the Polish Armed Forces. The present state is below the expectations and needs of the Polish Army, mainly due to the lack of young people with special technical education. The earnings in the private sector by far outweigh the remuneration levels offered in the military, which effectively deters young people from undertaking service for the benefit of state security.On the basis of the presented analysis, it appears that it is the current Polish social structure that constitutes the major problem in the context of the insufficient personnel numbers in the Polish Armed Forces. Globalization, open borders and population movements, especially from war torn countries, have brought a new set of chances and challenges to every modern state. Since its accession to the European Union in 2004, Poland has been experiencing a steady transformation from a country producing emigrants to a destination country for a growing number of immigrants. The aim of the article is to discuss the impact of immigration on policymaking at the national level with emphasis on the legal status of immigrants and integration policy issues. Furthermore, the paper aims to initiate scientific discussion on migration integration policy and a complex system of migration policy and management. The study uses critical analysis of secondary sources: literature and sectoral policies in areas such as the labour market, education, and welfare pointing out benefits offered to immigrants. The analysis presents immigration integration policies and practices adopted and implemented in Poland. The research leads to the conclusion that the number of immigrants in Poland will significantly increase by 2030. Therefore, it is urgent to develop comprehensive migration management system in Poland, which will regulate the status of immigrants paying close attention to resolving integration policy issues.

Abstract:
Uncontrolled migration is one of the threats to the state, and as illegal immigration, it is a leading threat to international security. From the point of view of state security, illegal immigration is classified as “requiring caution.” In the case of Poland, illegal immigration is to a considerable extent handled by organised crime of transnational reach, effectively taking the form of criminal enterprises. In the present day, differentiating between migration and exile is intricate, because the reasons behind migration are unclear and depend on numerous factors, also related to migration policies in target countries. However, for criminal enterprises, which stop at nothing to maximise their business profits, both refugees seeking refuge and migrants seeking to improve their socio-economic situation are a source of substantial financial gain. Criminal organisations generate profit by committing various crimes. This article also looks at international and national institutions combating illegal migration as a threat to the security of the Republic of Poland and Europe.

Abstract:
Conflicts in the 21st century have forced qualitative changes in the way of training missionary personnel. Police forces are currently used in various joint operations, which include, among others, elements of the fight against terrorism, ensuring the security of civilians and training of security forces. New types of operations require corrected preparation systems. This article analyses the previous way of preparing such units as Individual Police Officers, Specialized Police Teams, Formed Police Units, as well as the issue related to the training modification proposal, and one of them is the implementation of the virtual game “Gaming for Peace” as a supplement to the training gap through modern and more effective training.

Abstract:
The aim of the present Working Paper is to draw attention to the political activity of three national minorities (German in Denmark, Danish in Germany and German in Poland) concerning regional development. The analysis is focused upon electoral manifestos/political programmes produced by three political actors - that is the Schleswig Party (representing German minority in Denmark), the South Schleswig Voters´ Association (representing Danish and Frisian minorities in Germany) and the German Minority Electoral Committee (representing German minority in Poland’s Opole Voivodeship) - in connection with the recent regional and local elections held in the areas inhabited by the aforementioned minority groups. The conducted research leads to the following main conclusions: (1) regional development features prominently in the analysed documents; (2) each political actor offers nuanced conceptualizations of regional development; (3) influences of sustainable approaches to development are noticeable, as well as perceptions of development not limited to a narrowly defined economic output; (4) all actors are pragmatic when it comes to the potential political alliances necessary for the achievement of their regional development goals.

Abstract:
The deep changes in Polish legal system and economy that took place after 1989 contributed to the emergence of new challenges for public administration. The legislator, in order to satisfy growing numbers of social demands, appointed new tasks and created a new legal form of action for public administration entities. However, not every of the new forms were fitted to classically understood administrative law. Part of this new forms at the same time combines some features characteristic for administrative law as well as typical for civil law, which gives them untypical (hybrid) character. As an example, there can be mentioned: civil law contracts with so called “overlays” (obligatory additional conditions) imposed by certain legal acts as well as administrative settlements and administrative contracts. The aim of this article is to analyze those hybrid forms of action of public administration entities in terms of implementation the objectives of regulation set by the legislator.

The article analyses the Polish political thought after 1989 concerning the local self-government. Attention was drawn to various currents of the Polish political thought, such as liberalism, conservatism, the teaching of the Church, social democracy or nationalism. Particular attention was paid to the role of the self-government in building civil society and to the forms of citizen participation. According to the main hypothesis, the activity of the local self-government is generally accepted. The self-government is an important element of political projects and is considered an important element of civil security and plays an important role in building the civil society. The thought of Charles Taylor “the atrophy of the self-government constitutes a danger for the stability of the liberal society and in the consequence for the freedom protected by it” suited undoubtedly the liberals and the representatives of other political trends
