101. R2P and Outcomes of the Human Rights Council’s 41st Session

Abstract:
The 41st regular session of the Human Rights Council (HRC) was held in Geneva between 24 June and 12 July 2019. As the primary international human rights body, the Human Rights Council has the capacity to prevent and respond to mass atrocity crimes, as systematic violations and abuses of human rights can be potential indicators of genocide, war crimes, crimes against humanity or ethnic cleansing. The summary below highlights major outcomes and relevant dialogues from the 41st session as they relate to the Responsibility to Protect (R2P) populations from such crimes. As part of the session, the Netherlands and Rwanda delivered two statements on behalf of members of the Group of Friends of R2P.

102. Administering the Regional Dynamics: The Success Story of Indonesia and ASEAN

Abstract:
Back in early 1960s, it was unthinkable for Southeast Asia to have one single regional ‘home’ as diversity among countries within the area are just too wide. The political systems they adhere, the dominant religions they believe, the languages they speak, the economic situation they experience, the geographical regionalism was definitely the least thing on their shopping list bearing in mind the state of domestic dynamics during their formative years. But, now the situation has turned for one hundred and eighty degrees. Right on Thursday 8 August 2019, the ten Southeast Asian states —Brunei Darussalam, Cambodia, Indonesia, characters they are endowed are just a few examples. These countries at that time were also relatively new in practicing their respective sovereignty. Advancing imaginations about Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam— just celebrated the inauguration of a new secretariat building for the Association of Southeast Asian Nations (ASEAN) which also remarked the 52nd anniversary of this organization. This remarkable story undeniably could not be detached from Indonesia’s long standing efforts in ASEAN. Therefore, throughout the following paragraphs, this article aims to briefly discuss three issues - the origins of ASEAN, Jakarta’s contribution to regional dynamics, and ASEAN achievements with regard to the great powers.

Abstract:
First association most people have when they think about Asia are countries like China, Japan or India, as they are big countries, present for a long time on the world map. During the past decades, Hong Kong and Singapore have also gained a lot of attraction worldwide as business comprise the world’s most ancient civilizations. So regardless of a country’s geographical size and sustainability, each one is vital in playing a role in the global economic and political order. Unfortunately, more often than not, the South East Asian countries and most specifically and finical hubs of Asia. These are indeed the key players in Asia but the biggest continent in the world is not only composed of these few states. It is home to 48 countries and 4.5 billion people with different ethnicities and cultures that the Philippines, if not forgotten, is commonly underestimated in the contribution that it provides in the international arena due to the multiple misconceptions about the country’s general conditions. But in reality, the Philippines has always been in the global scheme from the earliest times up to today, therefore it is important and relevant to learn more about its history, involvement and influence on relations in Asia and globally.

104. Social Justice Leaders in Action: IFP Impacts in Asia

Abstract:
The second report from our 10-year impact study of the Ford Foundation International Fellowships Program (IFP), Social Justice Leaders in Actionprovides an in-depth look at the lives and careers of IFP alumni in three Asian countries—India, Indonesia, and the Philippines—detailing the different pathways alumni have taken and the ways they have leveraged their skills and networks to effect change. Drawing upon focus groups and interviews with 274 IFP alumni and community stakeholders, this qualitative research highlights the stories behind the numbers shared in the study’s first report, Social Justice and Sustainable Change: The Impacts of Higher Education, released in April 2016. The findings from Social Justice Leaders in Action provide insights not only at how life-altering IFP was at an individual level, but how that transformative power extends through alumni to their organizations, communities, and societies.

105. The “Wickedness” of Trashing the Plastics Age: Limitations of Government Policy in the Case of the Philippines

Abstract:
Characteristics of “wicked” problems have been applied to guide policymakers address complex, multi-faceted dimensions of social-environmental challenges, such as climate change and ecosystem management. Waste management exhibits many of these characteristics, however, literature which frames waste as a “wicked” problem is absent. Addressing this gap, this paper explores the extent to which institutional and legislative frameworks reduce waste generation, and highlights various challenges policymakers face when addressing waste management. Building a case around frameworks in the Philippines, this paper first provides a review of current waste management challenges before applying textual analysis to investigate how residual waste is addressed by existing legislation, and through ongoing legislative amendments and creation by the Philippine Congress. This research reveals discourse exists within the narrative of waste management policy. There are those policymakers with preference for greater command and control style policy and those with greater preference for reduced policy interventions. The former supports waste mitigation through encouraging and incentivising behavioural changes, while the latter emphasises increased reliance upon market-based solutions and technological innovation to reduce waste quantities. This paper ascertains debates surrounding waste management policy, such as those ongoing within Philippine congress, demonstrate that waste management can be considered as a “wicked” problem. This paper concludes successful waste management policies should be measured by reduction in waste quantities, waste volumes and the persistence of waste toxicity, in addition to decreased detrimental impacts to human and environmental health. Parameters such as these may guide policymakers navigate the “wickedness” of waste management.

106. Pitfalls of Aiming to Empower the Bottom from the Top: The Case of Philippine Participatory Budgeting

Abstract:
This paper explains why and how a reform program that opened up spaces for participatory budgeting was ultimately unable to result in pro-citizen power shifts that transformed governance. The study reviews the design and implementation of Bottom-Up Budgeting (BuB), the nationwide participatory budgeting (PB) program in the Philippines, which ran from 2012 to 2016 under the Benigno Aquino government. The findings underscore the importance of institutional design to participatory governance reforms. BuB’s goal was to transform local government by providing more space for civil society organizations (CSOs) to co-identify projects with the government and to take part in the budgeting process, but it did not strengthen CSO or grassroots capacity to hold their Local Government Units (LGUs) accountable. The BuB design had features that delivered positive gains towards citizen empowerment, including: (1) providing equal seats for CSOs in the Local Poverty Reduction Action Team (LPRAT), which are formally mandated to select proposed projects (in contrast to the pre-existing Local Development Councils (LDCs), which have only 25 percent CSO representation); (2) CSOs identified their LPRAT representatives themselves (as opposed to local chief executives choosing CSO representatives, as in the LDCs); and (3) LGUs were mandated to follow participatory requirements to receive additional funding. However, several aspects of the institutional design shifted power from local governments to the central government. This had a “centralizing effect”– namely: (1) there was a decision to bypass local government’s LDCs and create a new structure that was dependent on the central government; (2) the approval of each proposed project was subject to a tedious bureaucratic process and requirements by the national government which inadvertently created numerous veto players; (3) CSOs were limited to a pre-set menu of options of projects determined by national government agencies; (4) coordination was transferred from the National Anti-Poverty Commission (NAPC) to the Department of the interior and Local Government (DILG), and (5) the design failed to support a strong civil society component with a monitoring system that was well-coordinated, well-integrated, and had effective CSO oversight. This study argues that because of these design problems, BuB fell short in achieving its main political reform agenda of empowering the grassroots—particularly in enabling downward accountability that could have enabled lasting pro-citizen power shifts. It did not empower local civil society and citizens to become a countervailing force vis-à-vis local politicians in fiscal governance. BuB is a case of a reform that provided a procedural mechanism for civil society input into national agency decisions but was unable to improve government responsiveness. It provided civil society with ‘voice’, but was constrained in enabling ‘teeth’. Jonathan Fox (2014) refers to “voice” as citizen inputs, feedback and action, while “teeth” refer to the capacity of the state to respond to voice. Finally, the paper echoes the results of other studies which find that PB programs become successful when complemented by other institutional and state democratic capacity-building reforms and when they are part of a broader progressive change agenda. The BuB experience suggests that to bolster citizen oversight, it is essential to invest sufficient support and resources in citizen empowerment and in creating an enabling environment for citizen oversight.

108. Selective Mortality and the Long-term Effects of Early-life Exposure to Natural Disasters

Abstract:
We analyze the effects of early-life shocks with varying degrees of severity on mortality and human capital outcomes in the Philippines. We exploit variations in typhoon exposure and the introduction of a short-term post-disaster relief policy. Severe typhoons are associated with increased mortality and adverse long-term outcomes. Before the disaster relief policy, mortality from in utero exposure to severe typhoons was 10 percent, and survivors exhibited similar levels of human capital as the unaffected. Once implemented, the policy appears to have mitigated the mortality effect of severe typhoons, and survivors have lower human capital in the long term.

109. The Impact of Energy Access on Mothers’ Health, Labor, and Time Allocation

Abstract:
This paper shows that, for mothers in Cebu, Philippines, access to electricity and the type of cooking fuel used at home affect both health outcomes and also how time is allocated, including for paid work. First, the use of fuelwood for cooking adversely affects the health of mothers, who are traditionally responsible for cooking and are often at home, taking care of their families. This result is consistent across different econometric specifications. Second, shifting to a more efficient source of energy allows women more time to be engaged in the labor force, including in micro enterprises. It also enables them to reallocate their time and efforts away from household chores (cooking, tending animals, and childcare) toward caring for themselves (improved personal hygiene and rest). Drafting and strengthening existing gender-sensitive energy policies and programs can, therefore, help the welfare of mothers in the Philippines, where 54% of households rely on fuelwood, and where the resulting indoor air pollution has a particularly adverse impact on women.

110. The Impact of Adolescents’ Risky Health Behaviors on Their Later Economic Outcomes

Abstract:
Risky health behaviors such as illicit drug use, smoking, overconsumption of alcohol, violence, and early sexual activity have contemporaneous and intertemporal adverse health and economic outcomes. The health-related and economic costs to individuals and to society overall are particularly pronounced when adolescents are the ones engaging in one or more of such behaviors. This paper uses longitudinal data from the Philippines (from the Cebu Longitudinal Health and Nutrition Survey) to examine the long-term impact of adolescents’ risky behaviors in 2002 (related to sex, tobacco, alcohol, and violence, but not drugs) on their economic outcomes in 2009 (related to participation in the labor force, educational attainment, and family formation). The results reveal that risky behaviors are most likely to affect educational outcomes. Teenagers who smoked at least one cigarette a day were 21% less likely to be in college several years later, and this difference was 17% for those who had an early sexual initiation, and 7% for those who consumed alcohol at least once a week. Labor outcomes were also adversely affected.
