Abstract:
This paper summarises the most promising models for intermediary structures that support locally led action in humanitarian settings. This includes locally led intermediary structures (both LNAs acting as intermediaries and locally owned/ managed pooled funds) and reformed international intermediary structures that are most conducive to locally led action. The examples provided in this paper were identified through three short country case studies undertaken by ALNAP (focused on Sudan, the Philippines and Myanmar) and existing research on local and international intermediaries by the Share Trust. This paper aims to focus on examples that are not well known or have been underrepresented in existing studies, and are therefore illustrative rather than exhaustive. A separate annex provides a more detailed account of local intermediary examples identified in this study, including their models, challenges, scope and the opportunities they present. Further useful examples could be identified in a more thorough review.

Abstract:
In the weeks that followed the International Criminal Court (ICC) arrest of former President Rodrigo Duterte on 11 March, nationwide protests against and in support of him broke out in the Philippines. ACLED data show nearly 60 pro-Duterte and eight anti-Duterte rallies in the Philippines in March. The largest protest took place in Davao City, Duterte’s stronghold, where supporters condemned Philippine President Ferdinand “Bongbong” Marcos Jr. for allowing the arrest.1 In contrast, the demonstrations in support of the ICC’s actions were led by the families of drug victims. Meanwhile, Filipinos living overseas gathered in The Hague to support Duterte and ask for his repatriation.

The well-known shortcomings of the multilateral system of governance are pushing individual states in the Indo-Pacific to come up with new and different solutions to deal with the security and prosperity issues that current institutions are unable to tackle. Amid growing geopolitical rivalries and the uncertainty provoked by the re-election of Donald Trump, this report aims to shed some clarity on an emerging trend that is already affecting the foreign policy of great powers in a region that is central to global affairs.

Abstract:
Southeast Asian states with acute development needs and constrained access to development financing — Cambodia, Laos, and Myanmar — are the most reliant on China. By contrast, lower-middle income countries with more diversified foreign relations — the Philippines and Vietnam — have become far more restrained in accepting Chinese largesse over the last decade. Upper-middle income countries with only moderate development needs — Indonesia, Malaysia, and Thailand — appear to be playing the field of development partners the most opportunistically and politically. Amid weakening demand for Chinese development financing in Southeast Asia, Beijing is recalibrating its offering, transitioning to fewer, smaller, and more targeted projects. In 2022, China implemented $3 billion in development financing in the region, a sharp drop from more than $9 billion in 2015. However, Southeast Asia’s success in reshaping their development ties with China could be undone if Western cuts to development budgets lead to a drastic reduction in financing to the region.

The People’s Republic of China’s increasingly assertive stance on affirming its territorial claims in the Indo-Pacific is informing the evolution of a closer defense relationship between New Delhi and Manila. On September 25, the Philippine Coast Guard removed a floating barrier that China had installed at Huangyan Dao (黄岩岛, an island in the Scarborough Shoal) in the South China Sea (SCS) the previous day. Responding to questions about the incident, PRC Foreign Ministry spokesperson Wang Wenbin (王文斌) maintained that “China Coast Guard did what was necessary to block and drive away the Philippine vessel,” and that “Huangyan Dao has always been China’s territory. What the Philippines did looks like nothing more than self-amusement” (FMPRC, September 26; FMPRC, September 27). Earlier in September, New Delhi’s Ambassador to the Philippines Shambu Kumaran expressed solidarity with Manila by pointedly rejecting the Chinese Communist Party (CCP)’s new extended ten-dash map of its sovereignty claims in the South China Sea (SCS) and Line of Actual Control (LAC). He criticized the move from Beijing as unhelpful “cartographic expansionism” (Manila Times, September 3). These two incidents, occurring in the space of less than a month, are only the most recent in a string of aggressive acts in recent years. The reactions of both India and the Philippines are indicative of growing unity among some of China’s neighboring countries as a direct response to the security threat that China poses. In recent years, these two partners have increased the areas of engagement for security collaboration and expressed an intent to further such initiatives. The PRC lambasts the Philippines for choosing “to ignore China’s goodwill and sincerity” (MOFA, August 8), but this rhetoric only reaffirms Manila’s shifting calculus. There are limits to how close the Indo-Philippines defense relationship will get, but there is still ample room to explore various forms of cooperation short of a mutual defense treaty. The coming years will see much more of that exploration start to materialize. The PRC has several options in terms of responding to this emerging dynamic. These range from economic coercion, influence operations, and leveraging its relationship with Russia to put pressure on India. It is unclear which combination of these the PRC will ultimately pursue, though the PRC has made it abundantly clear that backing down in the South China Sea is not an option it is willing to entertain.

These four historic vignettes provide context and lessons learned for the US Army as it returns to peer conflict. Although history does not account for the cyber and space domains, the leaders involved in the highlighted conflicts dealt with the reintroduction of maneuver warfare tied to modern fires from land, sea, and air. Peer-level conflict also compelled governments to work intensely in the information space to steel their societies and to influence allies, partners, and adversaries. Using historical reference material and insights from historians and other experts, this essay will help the US Army and the wider community of interest relearn peer rival conflict to support deterrence and prepare for the next large-scale war.

In the Philippines, political alliances are often driven by personalistic ties and mutual benefits rather than ideological alignment. The alliance between President Ferdinand “Bongbong” Marcos Jr. and Vice-President Sara Z. Duterte-Carpio exemplifies this, with both camps leveraging their regional strongholds and familial legacies to maintain political dominance. Heralded in 2022 as the “Uniteam,” the Marcos-Duterte tandem epitomized the strategic coalition-building often necessary in a fragmented political environment characterized by strong regional identities and political dynasties. This coalition can be analyzed through the lens of maximizing electoral prospects and consolidating power. The Marcos-Duterte alliance was a very strategic merger of the North (Ilocos Region) and the South (Davao Region), aimed at securing a broad electoral mandate. The unusual strength of their tandem in 2022 stands now in stark contrast with the recent and increasing tensions between the Marcos and Duterte camps. Not only does this breakdown present an important case study in the fragility of political alliances, but also, more importantly, it will have significant implications for governance and economic stability in the Philippines.
