Abstract:
Recientemente, Canadá ha anunciado que el Perú se encuentra entre los 20 países en los cuales va a enfocar su ayuda al desarrollo. Se contará con mayores recursos financieros y humanos y se continuará trabajando para un mayor enfoque programático y geográfico orientándolo a lograr una mayor efectividad de la ayuda en respuesta a los principios de la Declaración de París. Así mismo ACDI ha priorizado un enfoque de derechos humanos en el campo de la governanza del sector de industrias extractivas y continuar con los programas de mejoramiento de la calidad en la educación formal, con énfasis en educación intercultural. Así mismo, continuará siendo un importante donante para el fortalecimiento de la Defensoría del Pueblo.

Abstract:
The democracies of the Andean region—Colombia, Venezuela, Ecuador, Peru, and Bolivia—are at risk. The problems that characterize other developing regions—including political instability, economic stagnancy, widening inequality, and social divisions along class, color, ethnic, ideological, and urban-rural fault lines—are all present in the Andes. Most important is the region's physical insecurity, due in some countries to ongoing or resurgent violent conflict, and in every country to the lack of state control over significant territory and to porous borders that enable the easy movement of drugs, arms, and conflict. Equally sobering, expectations for strong democracy and economic prosperity in the Andes remain unrealized. Recognizing its interests in the Andes, the United States over the past two decades has spent billions of dollars and significant manpower to stem the flow of illegal drugs from the region northward; to assist local security forces in the fight against drugs, terror, and insurgency; and to promote free markets, human rights, and democratic consolidation. Yet the region remains on the brink of collapse, an outcome that would pose a serious threat to the U.S. goal of achieving democracy, prosperity, and security in the hemisphere.

Abstract:
The goal of this study is to analyze the impact of judicial inefficiency on small businesses in Peru. It is based on the hypothesis that chronic problems in the region's judicial systems have negative consequences on the development of micro, small and medium - sized businesses. Our analysis focuses, first, on the relationship between Small and Medium Enterprises (SMEs) and the legal system. Secondly, it investigates the decisions made by SMEs to mitigate the effects of bad court performance. Lastly, it identifies several ways in which judicial inefficiency is transferred to the business sector. The analysis also attempts to quantify the economic impact of judicial inefficiency.

In Peru, a country with an astonishing variety of different ecological areas, with 84 different climate zones and landscapes, with rainforests, high mountain ranges and dry deserts, the geographical context may not be all that matters, but it could be very significant in explaining regional variations in income and poverty. The major question this paper tries to answer is: what role do geographic variables, both natural and man-made, play in explaining per capita expenditure differentials across regions within Peru? How have these influences changed over time, through what channels have they been transmitted, and has access to private and public assets compensated for the effects of an adverse geography?

Even within Latin America's generally gloomy economic and political outlook, the countries of the Andean region—Colombia, Venezuela, Peru, Ecuador and Bolivia—stand out as especially problematic and unsettled. For the United States, this set of countries, with some 120 million citizens, poses enormous policy challenges. Fostering democracy, expanding trade, combating drugs, promoting stability, and advancing social development are just some of the challenges germane to this region which, in the context of globalization, post-September 11, become even more compelling.

Abstract:
This paper, the first of a planned two-part analysis, examines the institutions of paramilitarism, death squads, and warlords in Latin America, with a focus on the case-studies of Mexico and Peru. It begins with an overview of the small comparative literature on paramilitary movements and death squads around the world, seeking to define and clarify the terminology. The literature on "warlordism" is then reviewed, and the similarities and distinctions between paramilitaries and warlords are considered. Lastly, I examine two case -studies that have not, as yet, received extended attention in the comparative literature: Mexico and Colombia. Abstract:
The Colombian Liberal-Conservative bipartyism appeared up until just a decade ago not only as one of the oldest but also as one of the most institutionalized party systems in Latin America. Today, even though a complete party collapse similar to those ocurred in Peru and Venezuela did not take place, the erosion of both parties has followed a path with few historical precedents: an extreme "personalist factionalism" (Giovanni Sartori) or, to use a more coloquial term that has become popular in Colombia, the implosion of parties in tens and tens of electoral micro-businesses.

Abstract:
One of the time-honored constitutional traditions of Latin America—the ban on immediate presidential re-election—gave way to political change in the 1990s. Cloaked in controversy, the trend began in Peru. In 1992, President Alberto Fujimori led an auto-coup (auto-golpe) that closed Congress and suspended the 1979 Constitution. The auto-coup eventually led to a new Constitution in 1993. The new Constitution lifted the ban on immediate presidential re-election, allowing a president to stay in office for two consecutive five-year terms.

139. Peru: Yet Another Transition

Last November Peruvian politics were turned upside down by the revelation that the president’s security chief had been bribing members of congress, other prominent political personalities, and the media. The “smoking gun” was a series of filmed videos actually recording the shady transactions, involving millions of dollars in one of Latin America’s poorest nations. Popular indignation was so great that the president, Alberto Fujimori, diverted a flight to the Asia-Pacific conference in Brunei and went to Tokyo instead, where he precipitously claimed Japanese citizenship and asked for political asylum. At home, one of the strongest political machines in Latin America was dismantled almost overnight. Congress deposed the president, named an interim chief executive and prime minister, and called for new elections on April 8. Thus ends an era in Peruvian politics, one rich in paradox and moral ambiguity. What, one wonders, is next?

During the first six months of this year, four Latin American countries exercised democracy by scheduling elections. The Dominican Republic, Mexico, Peru, and Venezuela laid the groundwork for electoral processes, though only the Dominican Republic and Mexico actually held elections as planned (see also “What Latin America's Elections Really Mean,” Page 4). In all four cases, however, Carter Center delegates were on site to monitor the proceedings. Below are the Center's observations, listing the most recent election first.
