11. A Look at Taiwan's Cooperation with Paraguay (2009-2019)

Abstract:
Taiwan's situation in the international system is particular and the recognition of other states is key to its survival. Paraguay has maintained diplomatic relations with this Asian country continuously since 1957. This research aims to describe the south - south cooperation of Taiwan with Paraguay during the period 2009 - 2019, a very important facet of the bilateral relationship between both parties. For this, a bibliographic-documentary research was used. In addition is important to mention the level of this was descriptive and primary and secondary sources were employed. Among the main results obtained, it can be seen that non-reimbursable cooperation projects are being adjusted according to five-year negotiations, that there is some continuity regarding the issues addressed by technical cooperation and the existence of other less known initiatives such as conferences and participation in fairs.

Abstract:
Many emerging-market economies have adopted inflation targeting regimes since they were introduced by New Zealand in 1990. Latin America has not been the exception. Currently eight Latin American countries conduct monetary policy through inflation targeting regimes: Brazil, Chile, Colombia, Guatemala, Mexico, Paraguay, Peru, and Uruguay. This paper reviews the history of chronic inflation in Latin America and describes these countries’ experience with inflation targets and their performance during the global financial crisis.

Abstract:
Budget credibility refers to the capacity of governments to fully execute resources allocated through the national budget, in terms of expenditures and revenues. When this execution is not accomplished, there should be valid arguments for explaining this limitation. A budget credibility exercise examines the nature and degrees of diversion of resources allocated by national budgets as well as the causes and consequences of this diversion. The case of budget credibility in Paraguay presented here refers to a public program that helps children performance at schools. The Paraguay Food Program for School (PAEP) was created by law in 2014, replacing another program of Nutritional Supplement for School, in force since 1995. The purpose of PAEP is to meet nutritional needs of students in order to create good nutrition habits, healthy lifestyle and to improve school attendance and school performance. Two modalities are adopted in order to provide food to schools: i) food prepared at schools; ii) food provided by local and national suppliers. PAEP is directed to public schools, both primary and secondary. It aims to provide food baskets to students on regular basis for the whole academic year. Priorities are given to schools located in zones of extreme poverty, indigenous settlements, peasant colonies, schools located at hazardous districts and those with double schooling (shifts) The Central Government implements this program for the Capital (Asuncion), through the Ministry of Education. While local governments (governorships) are in charge of implementing the program for different regions (departments) and districts (municipalities) of the rest of the country.

The conflict of business interests between formal and informal sellers often goes unabated across the metropolitan region of Paraguay. Within Paraguay it is widely understood that the informal sector is large, important, and ubiquitous. Nearly everywhere one looks, some aspect of informality may be observed. In our daily routines we see street vendors, maids, food peddlers, work and repair shops, and the tiny neighborhood convenience stores all in abundance.

Abstract:
Verónica Serafini, investigadora del Centro de Análisis y Difusión de la Economía Paraguaya (CADEP) realizó un breve material didáctico sobre el tema de la alimentación en el país que lleva por nombre “PARAGUAY: La paradoja de un país que crece con hambre”. Serafini explica que desde el 2016, según el Banco Mundial, Paraguay es un país de ingreso medio-alto. Y que a pesar de ser el quinto exportador de soja en el mundo (solamente detrás de Estados Unidos, Brasil, Argentina y China) y octavo exportador mundial de carne (detrás de Brasil, India, Australia, Estados Unidos, Nueva Zelanda, Canadá y Uruguay), los problemas vinculados a la alimentación existen y los indicadores muestran que algunos empeoran. La investigadora del CADEP agrega que los indicadores de nutrición no tuvieron ninguna mejoría. Y que el único que mejoró fue el de desnutrición crónica de la niñez, “probablemente relacionado con la implementación de programas como Tekoporá y PANI, lo que revela la importancia de la gestión pública en los problemas que enfrenta la sociedad paraguaya” menciona.

Democratization and regional integration are phenomena relatively new in South America. After decades of authoritarian regimes, new democratic orders and globalization brought the necessity of looking for partnership in the neighborhood. The Common Market of the South, or in the Spanish acronym Mercosur, was created in 1991, as an attempt to bring the countries in the region not only economically but also politically closer. Although initially a project lead by Brazil and Argentina, Mercosur has today threemore members: Paraguay, Uruguay, and Venezuela. Abstract:
El trabajo aborda la composición del gasto de bolsillo en salud de la población paraguaya, con el fin de proveer información precisa a los tomadores de decisiones en el marco de la elaboración de las políticas públicas. Para ello se emplea una metodología descriptiva de carácter cuantitativo a partir de los datos de la Encuesta Permanente de Hogares 2014. Complementariamente el trabajo busca dar a conocer la composición del sistema de salud, la estructura de financiamiento (pública y privada), así como la evolución de los principales indicadores sanitarios. Para el cálculo de los gastos en salud se utilizan datos de las cuentas nacionales en salud y datos del Banco Mundial.
