152. Strengthening the Palestinian Economy to Keep a Two-State Solution Viable

- It has been more than two decades since the signing of the first Oslo Accord, which set into motion a process that was designed to achieve a lasting peace based on a two-state solution. Subsequent rounds of diplomacy have failed to realize that vision. Growing numbers of Israelis and Palestinians have begun to question the “land for peace” bargain. Yet the strategic logic of a two-state solution, with an independent state of Palestine alongside the state of Israel, remains strong. Without two states—both viable, thriving, secure, and free—Israel faces a difficult dilemma in reconciling its identity as a Jewish state with its tradition of democracy. The stalled peace negotiations have left Palestinians looking for other options to achieve greater control over their own affairs. Former Palestinian Authority Prime Minister Salam Fayyad has called for a long-term nation-building project independent of negotiations with Israel to set the foundations for an eventual Palestinian state. But various crises continue to chip away at the legitimacy of the Palestinian Authority, or PA. Plans for a Palestinian political transition also remain opaque. As one observer in the West Bank town of Ramallah put it, “There is no longer a story that Palestinians can tell themselves about how our lives get better.” In recent years, some Palestinians have shifted their rhetoric toward the pursuit of full economic and political rights as part of a so-called one-state solution. For his part, Palestinian President Mahmoud Abbas has sought to increase international pressure on Israel to force recognition of Palestinian statehood. This strategy hinges on a campaign to leverage international boycotts, divestment, and sanctions—or BDS—against Israel. But some BDS leaders have conflated opposition to Israeli policy in the West Bank with a challenge to the “legitimacy of the concept of Israel as a democratic and Jewish State”—a stance at direct odds with the objective of a two-state solution. The next U.S. president will enter office facing an unresolved Israeli-Palestinian conflict. The new administration will need to take steps to sustain a two-state solution until a resumption of talks becomes politically feasible. As the Center for American Progress has previously argued, the window on a two-state solution is rapidly closing. Key security, institutional, and economic challenges must be addressed to keep that window open. This report looks at the set of economic challenges that must be tackled in order to maintain a viable Palestinian polity capable of anchoring a future Palestinian state.

- Several factors have always played an important role in Turkish-Israeli relaons since the two countries established diplomac relaons in 1949. First of all, both countries have been in the Western camp and have a special relaonship with the United States. Turkey's recognion of the importance of the Jewish lobby in US polics and Turkey's contacts with this powerful lobby predated its diplomac contacts with the State of Israel. When Turkey faced the expansionist threat of the Soviet Union just aer the Second World War and wished to establish close military es with the United States, it also iniated contacts with the American Jewish lobby, and recognized the newly established State of Israel. Although Turkey voted against the Palesne paron plan of the United Naons and the division of Palesnian territories into Arab and Jewish states in 1947, it became the first regional power to recognize the Israeli State, just a few weeks before the Turkish foreign minister's first official visit to Washington in 1949. Turkey joined the US-led North Atlanc Treaty Organizaon (NATO) in 1952 and formed special diplomac and military es with the US during the 1950s.

- Turkey and Israel face a unique opportunity: to reconcile after five years of stagnant bilateral relations. We, leaders of Israeli and Turkish think tanks that have been working together since 2012 to support the mending of Israel-Turkey relations, welcome this development and call on the leaders of both countries to seize this opportunity. In mid-December, officials from both countries met in Switzerland in order to finalize principles for an eventual agreement to normalize ties. Reports confirm that an outline and framework for the reconciliation agreement has indeed been reached, although some important issues – such as the blockade on the Gaza Strip – are still unresolved. Israel and Turkey came close to sealing a reconciliation deal on several occasions since the 2010 Mavi Marmara incident, most recently in the spring of 2014. However, while diplomats managed to find formulas that would overcome the differences between the countries, political leadership in Ankara and Jerusalem was hesitant to put the agreement into practice. This time around, there seems to be a convergence of economic and geostrategic interests, as well as political will on both sides.

- The incoming U.S. administration has an opportunity to increase stability and advance U.S. security interests in the Middle East by outlining a framework for Israelis and Palestinians to make independent, coordinated, and constructive steps toward a two-state solution. This solution would support a safe and secure Israel and a sustainable, contiguous, and sovereign Palestine. At a time when the broader region continues to experience threats from civil wars, state fragmentation, and terrorist networks, the Israeli-Palestinian front is one area where the incoming administration can build on decades of investments to help enhance security and construct lasting institutions to achieve a sustainable resolution to the Israeli-Palestinian conflict. President-elect Donald Trump has declared that he wants “to be the one that made peace with Israel and the Palestinians.”1 Direct negotiations between Israelis and Palestinians are unworkable right now, but Trump can move toward this goal if he starts to lay the groundwork with five key steps:

- The 26th Arab League Summit, held in Sharm el-Sheikh, Egypt, came amidst a series of divisive crises in the Middle East and North African region: in Yemen, a Saudi Arabian-led coalition initiated a campaign of airstrikes to counter the advance of the Houthi rebellion; in Libya, a multiparty civil war continues between rival governments and Islamist-oriented groups; in Syria, the civil war enters its fifth year, prolonging the conflict and adding more parties; and in Iraq, the government leads an offensive against the Islamic State in Iraq and Syria (ISIS), to regain territory which was seized by the group in the Summer of 2014. Meanwhile, Iran also has an alleged role in the crises in Yemen, Iraq, and Syria, which was referenced during the Summit. In addition to these issues, the agenda of the Arab League Summit also aimed to monitor the implementation of past recommendations, express support for Palestine and Somalia, and discuss ways to combat extremist groups.

Bu çerçevede makalede Avrupa Birliği’nin Filistin politikasının ekonomik ve siyasi yaklaşımları ortaya konulacaktır. | In this article, the question of how the EU is established and what kind of studies the EU undertook concerning foreign policy so far, is briefly discussed. The interest of the European Union in the Middle East is examined regarding the approach of the Palestinian - Israeli conflict. After the enlargement process, the EU has increased its interest in areas outside the borders of the EU Neighborhood Policy in order to build strong relationships with its neighbors and made efforts to define a common policy for the Palestine-Israel conflict. The EU developed particular policies for the Palestinian issue and the Middle East that are sprung from political, strategic and economic reasons. Recently, some EU member states put the recognition of the state of Palestine on their agenda. In this context, the EU’s approach toward the historical process of Palestine and the Palestinian issue is explored in this article.

- India and Israel share many common characteristics such as having emerged from a colonial past of the British Empire, and having a parliamentary system which encompasses moderate and radical forces. In spite of this shared background, for nearly four decades, India did not show interest in establishing complete diplomatic relations with Israel, and in general supported and voted for defense of the Palestinians and the Arab Middle-Eastern governments and for condemnation of Israel in world bodies such as the United Nations. However the broad changes in the world stage arising in the 1990's such as the break-up of the Soviet Union, the occupation of Kuwait by Iraq and the subsequent crisis in the Middle-East, the rise of the price of oil, the reduction in the remittances sent back to India by the returning Indian workers from Arab countries, and also the change of the political climate in India, the increase in support for the right wing (B J P) all changed the direction of the attitudes of most Indian politicians towards Israel. But developing Indo-Israel relations does not affect Indo- Iran's relations.

160. Palestinian Public Opinion Offers Abbas Much Room for Maneuver

- A closer look at Palestinian views on prisoner releases, the Jewish state question, economic needs, and other issues suggests diplomatic openings are far from exhausted. As the United States works to salvage the Israeli-Palestinian peace talks, the Palestinian public in the West Bank and Gaza is more prepared to accept various diplomatic compromises than official positions or elite attitudes would suggest. A number of new polls by different Palestinian pollsters, and in-depth discussions with Palestinian scholars and others in late March, indicate that Palestinian Authority (PA) president Mahmoud Abbas has greater latitude to make a deal than is often supposed. The polls cited here are from the Palestinian Center for Policy and Survey Research (PSR) and Arab World for Research and Development (AWRAD), both based in Ramallah, and the Palestinian Center for Public Opinion (PCPO), based in Bethlehem.
