Abstract:
With the continuing military campaign in Afghanistan, the international community has fundamentally shifted its policies toward Pakistan. The government of President Pervez Musharraf has been repeatedly praised as a key ally in the war against terrorism, and the U.S. alone has indicated that it will offer Pakistan more than one billion dollars in assistance. This briefing explores some of the most important dynamics underpinning the international community's revised approach to Pakistan and suggests that much of the conventional wisdom relies on dangerously faulty assumptions with important implications for future policy and regional security.

On August 28, 2002, a U.S. federal grand jury issued a new indictment against five terrorists from the Fatah Revolutionary Command, also known as the Abu Nidal Organization (ANO), for the 1986 hijacking of Pan Am Flight 73 in Karachi, Pakistan. Based on "aggravating circumstances," prosecutors are now seeking the death penalty for the attack, in which twenty-two people – including two Americans – were killed.

Pakistan's religious schools, Madrassahs, trace their traditions back through nearly a thousand years of Islamic teaching. Over the last decades, however, they increasingly have played a role contrary to their original intent. Founded as centers of learning for the next generation of Islamic scholars and clerics, the schools now increasingly dominate the education sphere. The present danger is that a minority of these schools have built extremely close ties with radical militant groups and play a critical role in sustaining the international terrorist network. Madrassahs. displacement of a public education system is also worrisome to the stability of the Pakistani state and its future economic prospects.

The key to an effective American policy in South Asia is the deepening of Washington's engagement with India and Pakistan. India is an emerging major power and Pakistan, despite its internal economic and political problems, is also a significant state. Besides reengaging these states in strategic terms, Washington should overhaul current regional sanctions policy, seeking in return Indian and Pakistani compliance with missile and nuclear proliferation regimes, and should assist them in reducing the risk of accidental nuclear detonation and missile launches.

Abstract:
The Commission considerably broadened its activities in its second full year, monitoring religious-freedom violations worldwide and increasing the number of countries it would study in depth. In July, the Commission wrote to the Secretary of State to recommend that Laos, Democratic People's Republic of Korea, Saudi Arabia, and Turkmenistan be added to the list of “countries of particular concern” as provided for in the International Religious Freedom Act of 1998 (IRFA). It also recommended that Burma, China, Iran, Iraq, Sudan, the Milosevic regime in Serbia and the Taliban in Afghanistan remain on the list. In addition, it wrote that India, Pakistan, Uzbekistan, and Vietnam are serious violators of religious freedom deserving careful State Department monitoring; it also expressed concerns about sectarian violence in Indonesia and Nigeria.

Abstract:
Kashmir is one of the conflicts implicated in the current "war" of the U.S. and its allies against certain forms of radical Islam. A long-term solution to the conflict in Kashmir cannot be found without consideration of the wishes of the Kashmiri people. The three-option plebiscite, giving Kashmiris a choice among accession to India, accession to Pakistan, or full sovereignty, is an avenue that must be explored. The United Nations should serve as the organizer of such a plebiscite and should be the ultimate guarantor of its results. Convincing Pakistan and India of the ultimate wisdom of such a course can be part of current negotiations around the events in Afghanistan that now demand our attention.

This assessment outlines a basis for U.S. national security planning related to Central Eurasia over the next ten years. The region covered encompasses the five former Soviet states of Central Asia (Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan) and the three former Soviet states of the South Caucasus (Armenia, Azerbaijan and Georgia). Although the two halves of the region are very different and attract the attention of the major powers in distinct ways, planners should avoid rigidly compartmentalizing them given the economic and, to a certain extent, cultural, linkages that exist. It is most important to appreciate the role these linkages play in the geopolitical mindset of the other major powers, namely Iran and Russia, and to a lesser extent, China, India, Pakistan and Turkey. In fact, these linkages are expanding as trends and developments in the region become increasingly transnational, and as the regions overall profile in global affairs becomes more prominent.
