221. The Cost of Debt-financed War: Public Debt and Rising Interest for Post-9/11 War Spending

Abstract:
Throughout the 18 years the U.S. has been engaged in the “Global War on Terror,” mainly in Iraq and Afghanistan, the government has financed this war by borrowing funds rather than through alternative means such as raising taxes or issuing war bonds. Thus, the costs of the post-9/11 wars include not only the expenses incurred for operations, equipment, and personnel, but also the interest costs on this debt. Since 2001 these interest payments have been growing, resulting in more and more taxpayer dollars being wasted on interest payments rather than being channeled to more productive uses. This paper calculates that the debt incurred for $2 trillion in direct war-related spending by the Department of Defense and State Department has already resulted in cumulative interest payments of $925 billion. Even if military interventions ceased immediately, interest payments would continue to rise, and will grow further as the U.S. continues its current military operations.

223. Toward Accountable Nuclear Deterrents: How Much is Too Much?

Abstract:
For decades, policy debates in nuclear-armed states and alliances have centered on the question, “How much is enough?” What size and type of arsenal, and what doctrine, are enough to credibly deter given adversaries? This paper argues that the more urgent question today is, “How much is too much?” What size and type of arsenal, and what doctrine, are too likely to produce humanitarian and environmental catastrophe that would be strategically and legally indefensible? Two international initiatives could help answer this question. One would involve nuclear-armed states, perhaps with others, commissioning suitable scientific experts to conduct new studies on the probable climatic and environmental consequences of nuclear war. Such studies would benefit from recent advances in modeling, data, and computing power. They should explore what changes in numbers, yields, and targets of nuclear weapons would significantly reduce the probability of nuclear winter. If some nuclear arsenals and operational plans are especially likely to threaten the global environment and food supply, nuclear-armed states as well as non-nuclear-weapon states would benefit from actions to physically reduce such risks. The paper suggests possible modalities for international debate on these issues. The second initiative would query all nuclear-armed states whether they plan to adhere to international humanitarian law in deciding if and when to detonate nuclear weapons, and if so, how their arsenals and operational plans affirm their intentions (or not). The United Kingdom and the United States have committed, in the words of the 2018 U.S. Nuclear Posture Review, to “adhere to the law of armed conflict” in any “initiation and conduct of nuclear operations.” But other nuclear-armed states have been more reticent, and the practical meaning of such declarations needs to be clarified through international discussion. The two proposed initiatives would help states and civil society experts to better reconcile the (perceived) need for nuclear deterrence with the strategic, legal, and physical imperatives of reducing the probability that a war escalates to catastrophic proportions. The concern is not only for the well-being of belligerent populations, but also for those in nations not involved in the posited conflict. Traditional security studies and the policies of some nuclear-armed states have ignored these imperatives. Accountable deterrents—in terms of international law and human survival—would be those that met the security and moral needs of all nations, not just one or two. These purposes may be too modest for states and activists that prefer the immediate prohibition and abolition of nuclear weapons. Conversely, advocates of escalation dominance in the United States and Russia—and perhaps in Pakistan and India—will find the force reductions and doctrinal changes implied by them too demanding. Yet, the positions of both of these polarized groups are unrealistic and/or unacceptable to a plurality of attentive states and experts. To blunt efforts to stifle further analysis and debate of these issues, the appendix of this paper heuristically rebuts leading arguments against accountable deterrents. Middle powers and civil society have successfully put new issues on the global agenda and created political pressure on major powers to change policies. Yet, cooperation from at least one major nuclear power is necessary to achieve the changes in nuclear deterrent postures and policies explored here. In today’s circumstances, China may be the pivotal player. The conclusion suggests ways in which China could extend the traditional restraint in its nuclear force posture and doctrine into a new approach to nuclear arms control and disarmament with the United States and Russia that could win the support of middle powers and international civil society. If the looming breakdown in the global nuclear order is to be averted, and the dangers of nuclear war to be lessened, new ideas and political coalitions need to gain ascendance. The initiatives proposed here intended to stimulate the sort of analysis and debate from which such ideas and coalitions can emerge.

224. Civil-Military Relations in Pakistan: Positive Evolution or More of the Same?

Abstract:
Civilian governance in Pakistan has never lasted longer than eleven years. 2019 is the eleventh year since General Pervez Musharraf resigned the presidency and fears of a coup may exist, but one is not probable—at least not in the near-term future. In fact, two recent Chiefs of Army Staff (COAS)—Generals Kayani and Raheel in 2009 and 2014, respectively—considered taking, but decided not to take, direct control of the government. These decisions demonstrate that military rule is no longer necessary because the Army has already attained its major goals of de facto control of the country’s nuclear and missile programs, key foreign relationships, the military budget, and national security decision-making. In effect, the military has achieved what I have previously termed a “coup-less coup.” Instead of the traditionally fraught civil-military relationship, it seems that, for the first time in Pakistan’s turbulent history, the government and military agree on the three major issues facing Pakistan: domestic politics, the economy, and India. However, key variables, such as economic stability, could quickly change the course of this relationship.

Abstract:
The relationship between Pakistan and the United States has never been easy or stable, and in recent years has come under increasing strain. Yet both countries have a vital stake in the maintenance of a working relationship. Several factors have complicated prospects for bilateral cooperation in the past, leading to a growing strategic divergence in how both countries view one another, and their interests vis-a-vis other regional players. Perhaps the biggest shortcoming in the Pakistan-US relationship has been that both sides have tried to address the issues between them without common frames of reference, resulting in differences of perceptions and policies. An expert group of academics, policy analysts, and retired government officials have recently convened at the Middle East institute to study the Pakistan-US relationship. The product of their discussions is a paper that explores a range of ideas and concrete proposals designed to move the relationship in a positive and stable direction. With support from the Mahvash and Jahangir Siddiqui Foundation, and hosted by the Middle East Institute, we are pleased to invite you to this presentation by a team of former government officials and analysts, and other experts involved in this effort. Abstract:
China, a rising power and Russia, a great power of the past is currently pursuing the aspiration to regain its lost glory, are at the center stage of Asian geopolitics. Starting from the first decade of twenty first century, the extra tilt of Russia‟s moderate ally India towards the US is ringing alarm bells for China, Russia and Pakistan more or less with an equal spell. Indian tilt towards the US culminating in a nuclear deal between the two in 2008 (Baker, 2008), specifically, post nuclear deal strategic partnership provides the former with a punch to pose a challenge to its two sheer competitors Pakistan and China. In fact, this emerging engagement between Indo-US is based on their shared interest of complicating the security calculations of Pakistan and China. Thus, the strategic partnership between India and the US provides a significant variable to Pakistan to dramatically change the dimensions of its security and strategic relationship with Asian powers such as China and Russia. For Pakistan this partnership will provide it not only an option to maintain balance in the region vis a vis India but it will also provide it with an alternate to the US in the form of realigning its relationship with Russia and China. While shunning off increasing US sway in near abroad is in the interests of both China and Russia, so, this emerging strategic triangle will mutually reciprocate their respective interests. Although, India is obsessed with a desire to become regional hegemon independently pose a significant threat to regional balance and stability in South Asia, its strategic partnership with the US acts moderately as a force multiplier. So, for Pakistan being a major stakeholder in the regional affairs, prudence dictates to cultivate and enhance its strategic relationship with its time tested friend China as well with Russia. The current paper will attempt to access the imperative factors bringing China, Russia and Pakistan closer to form a strategic triangle. It will explore the political, geo-economic and geo-strategic areas of convergence for greater cooperation between this emerging triangle. What are prospects and challenges in the way of development of a strategic triangle between China- Russia and Pakistan that is emerging as a response to a direct threat from Indo-US strategic partnership to gain a hold over regional affairs?

227. Decentralization and Social Development: A Study of Local Government System of Pakistan

Abstract:
Decentralization is very important dimension of the modern political system because it applies the core of democracy through local government system (LGS). Every country struggles for social development that includes the standard life of the citizens which is only possible through better delivery system of social services by an efficient local government system. The major concern of the current research is to measure the relationship between “Decentralization” and “Social Development”. The current study is quantitative and descriptive in nature which is based on explanatory research design. The data are gathered through primary and secondary sources. The sample size of primary strand of study consists of 1000 respondents which were selected from the six sampled universities of the Punjab (Pakistan). The questionnaire was employed by the researchers to collect the primary data that are analyzed later by statistical package for social sciences (SPSS). The results of the study found a strong relationship between decentralization and social development. The value of R-Square is .468 that indicates all the included sub- indicators of independent variable have strong and positive relationship with dependent variable.

Abstract:
Good governance is a desirable process as well as end-result of participatory democracy. For the last three decades „good governance‟ is more frequently used in the studies of political science because it is considered that good governance is a key indicat to judge the conducting of public institutions (that how efficiently and effectively they manage public recourses and administer public affairs). The existing literature on this subject matter identifies that good governance leads to sustainable development. According to international financial institution e.g. World Bank, lack of good governance in the third world countries is the main cause of their underdevelopment. Pakistan (one of third world countries) is a federation with diversified ethno-linguistic identities and since its emergence as an independent state; it has been facing the governance related issues seriously. This conceptual and analytical study aims to explain that how the failure and dysfunctionality of public institutions itself disrupt the process of good governance in Pakistan.

Abstract:
Washington and New Delhi have converged interests in Afghanistan. US aspires a greater Indian role in Afghanistan in the wake of its withdrawal from Afghanistan and India, in order to pose itself an international power, seeks in Afghanistan a deeper involvement. Although both of the states, India and the US, have devised a commonality of interests since 9/11, yet since the current US Administration bilateral ties have been intensified to the extent where Pakistan have severe implications. US President Trump‟s verdict of regionalization of Afghan issue has implied concerns for Islamabad. Pakistani authorities relate the terrorist activities in the country, particularly insurgency in Baluchistan with the role of various powers‟ role in Afghanistan. Strategic and security related objectives and concerns would be discussed in this article.

230. Theory of Separation of Power: Balancing the Civil- Military Relations in Pakistan 2013-2018

Abstract:
While broadly speaking the framework of separation of power is not fully executed which has caused institutional tangle in the history of Pakistan, however, the main objective of this research paper is to re-investigate the relationship between the civil and military leadership in the period 2013-2018. The elemental premise of this article is that the civilian and military leadership has generally squabbled during the civilian rule. This paper contends that this wrangle has left a majority of people of Pakistan with undelivered promises and their woes have generally multiplied. Generally speaking, perception abounds that form over substance approach proliferates in the present democratic set-up. There is an impression that the military schemes surreptitiously to destabilize the civil governments if the latter does not play to the whims of the former. The relations between the two power-centres embittered during the period 2013-2018 and it is generally believed that such tensions led to events like the dharna (sit – in) by the PTI/PAT, Tehreek-i-Labbayak protests/sit-ins and the disputed election results of 2018. Right or wrong, but there is an impression that military has generally tried to transgress its limits and meddled in the affairs of the civil administration in order to punish the ‘corrupt civilians’ for their corrupt practices. The relationship of civilian and military leadership in this article discusses specifically the instances which created tussles between both the leadership during the 2013-2018 periods. Again, the civilian leadership is facing the charges of corruption and since the matter is sub- judice, this paper constraints from considering these politicians corrupt or innocent but the main argument of the paper is that whether it is direct or indirect military interference the main allegation against the politicians is corruption. Therefore, this paper will try to find the answer to the following queries: what is the conduct of the civil governments how the civilians irritate the military and other institutions why the military takes interest into the civilian matters and why military needs to policing the civil governments and what factors caused the downfall of Mian Nawaz Sharif government. The underlying hypothesis of the study is that the theory of separation of power is not fully implemented in Pakistan which has been causing institutional clash and powerful institutions overpower the weaker and in case of Pakistan’s parliament is the weakest institution. However, this paper will like to recommend to go for the basics of democracy ‘Separation of power’ to ensure continuation and consolidation of democracy.
