Abstract:
This paper examines the current state of the Kashmir dispute between Pakistan and India. While the dispute has been relegated to the back burner by the United States and deemed unsolvable, it could be resolved if the United States invested the resources and energy required. The Northern Ireland dispute serves as a model. Both countries would have to agree to postpone final resolution of the status of Kashmir, while demobilizing armed forces, ending terrorism, establishing a credible human rights regime, and opening the Line of Control to enable free contact by Kashmiris.

Abstract:
Through an accident of history, the state of Bengal was divided between two different countries, first Pakistan and India, and later Bangladesh and India. This paper alleges that, as a result, Bangladesh has assumed the status of a “marginalized state” which is incapable of serious economic development and is seeing the erosion of its soverienty due to poverty and endemic out-migration. The paper postulates that Bangladesh will have to modify its current relationship with India, and the Indian state of West Bengal in particular, and sacrifice a measure of its sovereignty in order to assure economic development and continued survival over the long term.

Abstract:
India has long endured terrorist attacks against its security forces and civilians, both in Indian Kashmir and in India proper, which it alleges are directed and financed by Pakistan. On Dec ember 13, a terrorist attack against the Indian parliament building in New Delhi appeared aimed at killing Indian members of parliament. India interpreted this as an “act of war,” mobilized its troops and threatened military action. This paper examines the options available to the Indian military, and determines that none of them are very attractive and are unlikely to cause serious damage to the terrorist infrastructure located in Pakistan controlled Kashmir, or in Pakistan proper.

The acquisition of foreign equipment will benefit New Delhi in its efforts to develop and produce more sophisticated nuclear weapons. During this reporting period, India continued to obtain foreign assistance for its civilian nuclear power program, primarily from Russia.

Abstract:
July 4th, 1999 was probably the most unusual July 4th in American diplomatic history, certainly among the most eventful. President Clinton engaged in one of the most sensitive diplomatic high wire acts of any administration, successfully persuading Pakistani Prime Minister Nawaz Sharif to pull back Pakistani backed fighters from a confrontation with India that could threaten to escalate into a nuclear war between the world's two newest nuclear powers. The events of that 4th accelerated the road to a fundamental reconciliation between the world's two largest democracies, India and the United States, but also set the scene for another in the series of military coups that have marred Pakistani democracy. As the President's Special Assistant for Near Eastern and South Asia Affairs at the National Security Council I had the honor of a unique seat at the table and the privilege of being a key adviser for the day's events.

117. Managing Asia Pacific's Energy Dependence on the Middle East: Is There a Role for Central Asia?

The Middle East is Asia Pacific's largest energy supplier, satisfying a demand for oil that must keep pace with the region's continued economic growth. This dependence on the Middle East has caused Asia Pacific to join the United States and other Western nations in the hunt for alternative suppliers. Central Asia, located between the Middle East and Asia Pacific and already an oil and gas exporter, is an attractive possibility. With energy production projected to rise rapidly over the next decade, Central Asia is poised to become a major player in the world energy market. But the land-locked region's options for transporting oil and gas to Asia Pacific markets are limited and problematic. Passage via pipeline east through China presents construction challenges; south through Iran, or through India and Pakistan via Afghanistan, is fraught with political difficulties. Not until geopolitics become more favorable to the south-bound options, or technologies make the China route possible, will Asia Pacific be able to tap the energy resources of Central Asia.

With the continuing military campaign in Afghanistan, the international community has fundamentally shifted its policies toward Pakistan. The government of President Pervez Musharraf has been repeatedly praised as a key ally in the war against terrorism, and the U.S. alone has indicated that it will offer Pakistan more than one billion dollars in assistance. This briefing explores some of the most important dynamics underpinning the international community's revised approach to Pakistan and suggests that much of the conventional wisdom relies on dangerously faulty assumptions with important implications for future policy and regional security.

On August 28, 2002, a U.S. federal grand jury issued a new indictment against five terrorists from the Fatah Revolutionary Command, also known as the Abu Nidal Organization (ANO), for the 1986 hijacking of Pan Am Flight 73 in Karachi, Pakistan. Based on "aggravating circumstances," prosecutors are now seeking the death penalty for the attack, in which twenty-two people – including two Americans – were killed.

Over the course of a few days at the end of May, Iran conducted a missile test; Pakistan conducted three such tests; and Israel launched a reconnaissance satellite. Each of these instances serve as proof, if any were needed, that missiles are becoming an important part of the military scene in the Middle East and Southwest Asia. The question for Washington is how the growing sophistication of Middle East/Southwest Asian missiles will affect the stability of this volatile region.
