Confronted with the sudden death of a leader, terrorist groups become cornered animals. When wounded, they lash out. Not only in hopes of surviving, but also to demonstrate their remaining power and continued relevance. Al-Qa`ida is no different. As its statement issued on May 6, 2011 confirming Usama bin Ladin's death declared, “The soldiers of Islam, groups and individuals, will continue planning without tiredness or boredom, and without despair or surrender, and without weakness or stagnancy, until they cause the disaster that makes children look like the elderly!”

Abstract:
Since its founding in 1947, Pakistan has been accustomed to conflict, but in recent years the regime in Islamabad had to contend with new waves of militancy, including violence that directly challenges the country's leadership from within. Among groups involved in internal conflicts in Pakistan, Shia militant groups have received relatively scant attention, even though sectarian violence can have direct ramifications on the security of the country, and South Asia at large. This Occasional Paper examines the sectarian landscape in Pakistan, the growing potential for Shia-Sunni violence, and the implications of simmering sectarian tension for domestic Pakistani and regional security.

Abstract:
The targeted killing of Usama bin Ladin at a compound in the garrison city of Abbottabad, Pakistan has raised a number of important questions about the infamous global jihadist's local connections. It has also highlighted how little is really known about the patrons and supporters that enabled al-Qa'ida's charismatic leader to hide in plain sight, and communicate with his key lieutenants, for so many years. Al-Qa'ida's successful integration into the complex local landscape of Islamist militancy in the Afghanistan-Pakistan region is not a recent phenomenon, and since the 1980s Bin Ladin's organization has been dependent on a network of local supporters to conduct an increasingly global campaign of violence. Indeed, the inception, execution and continuity of al-Qa'ida's global jihad cannot be meaningfully separated from this local dimension, which today remains one of the least studied aspects of the organization's history. The present report aims to address this gap through an analysis of the history and organizational relationships of the Haqqani network, a single major constant that, for the entirety of al-Qa'ida's existence, has shaped the latter's local trajectory in the region.

This article explores the prospects for civilian governance over Pakistan's military in the policy-relevant future. After reviewing the Pakistan army's past interference in the country's judicial and political affairs, it turns to the ongoing political maneuvering of the current Chief of Army Staff, General Ashfaq Parvez Kayani, despite Pakistan's ostensible democratic dispensation. The article dilates on the impact of US engagement on the robustness of the Pakistan army's dominance and questions the newfound US commitment to promoting democratization and civilian control. The article argues that while conventional wisdom places the onus disproportionately upon the military's penchant for interventionism, the army has intervened only with the active assistance of civilian institutions, which are subsequently further eroded with every military takeover. It concludes with a consideration of whether or not genuine civilian control would result in a significant change in Pakistan's foreign and domestic policies, particularly Pakistan's well-known utilization of Islamist militants in India and Afghanistan.

Searching for the roots of terrorism after the attacks of 9/11, the world's attention turned to Pakistan and to Pakistan's religious schools, the “madrasas”. This put pressure on the Pakistani government to reform the madrasas and ignited a long standing debate on the role of religious education in Pakistan and its links to radicalisation and militancy. This policy brief argues that the madrasa debate is not premised on a fair description of reality. The madrasa sector is diverse. The majority of Pakistan's madrasas are moderate institutions, concerned with promoting Islamic beliefs and knowledge. This makes it important to distinguish between moderate and militant madrasas. Madrasas must be seen as part of an Islamic tradition of learning, not primarily as political groups, but rather as socio-cultural institutions that are revered by many in Pakistan today.

As the world waits for the declassification of documents from Usama bin Ladin's Abbottabad residence in Pakistan, an earlier archive shedding valuable light on al-Qa`ida's formation under Bin Ladin is slowly being released. Acquired by the Cable News Network in early 2002 from Bin Ladin's Kandahar compound, more than 1,500 audiocassettes are being made available to public researchers by Yale University.Dating from the late 1960s through 2000, the vast majority of tapes in this collection are in Arabic and feature lectures, sermons and conversations among more than 200 speakers from across the Islamic world. At least 22 recordings feature Bin Ladin himself, only one of which has been published to date.After the tapes were reviewed by U.S. intelligence agencies shortly after their acquisition, the collection was sold to the Williams College Afghan Media Project run by American anthropologist David Edwards. This author began cataloguing and archiving the collection in 2003, as soon as the tapes arrived at the college, and is currently writing a book about the figuration of Bin Ladin's leadership and al-Qa`ida through the archive. The initial results of the findings are presented in this article.

47. Who Controls Pakistan's Security Forces?

Internal militancy and insurgency are the immediate threats to Pakistan's security. Pakistan's polity is fractured and dysfunctional, allowing the military to assert greater control over Pakistan's response to this growing internal threat. Civilian authorities have missed numerous opportunities to assert control over security matters. Miscalculation by the current civilian government in its attempt in 2008 to exert control over the Inter-Services Intelligence (ISI) directorate soured civil-military relations at a time when the new army chief favored keeping the army out of politics. The military's interests are expanding to newer sectors, including economic policymaking, since a shrinking economy could hurt military interests and lifestyles. An opportunity to improve security sector governance exists in the proposed National Counter Terrorism Authority, which the government has unduly delayed.

Abstract:
The ability of Pakistan's radical Islamic parties to mount limited but potentially violent opposition to the government has made democratic reform, and by extension the reduction of religious extremism and development of a more peaceful and stable society, more challenging. This is a reflection of those parties' well-organised activist base, which is committed to a narrow partisan agenda and willing to defend it through violence. While their electoral support remains limited, earlier Islamisation programs have given them a strong legal and political apparatus that enables them to influence policy far beyond their numerical strength. An analysis of party agendas and organisation, as well as other sources of influence in judicial, political and civil society institutions, is therefore vital to assessing how Pakistan's main religious parties apply pressure on government, as well as the ability and willingness of the mainstream parties that are moderate on religious issues to resist that pressure.

Abstract:
Decades of mismanagement, political manipulation and corruption have rendered Pakistan's civil service incapable of providing effective governance and basic public services. In public perceptions, the country's 2.4 million civil servants are widely seen as unresponsive and corrupt, and bureaucratic procedures cumbersome and exploitative. Bureaucratic dysfunction and low capacity undermine governance, providing opportunities to the military to subvert the democratic transition and to extremists to destabilise the state. The civilian government should prioritise reforms that transform this key institution into a leaner, more effective and accountable body.
