631. The threat of growing extremism in Punjab

Abstract:
During the last few years Punjab has experienced a deep social crisis in which Islamist organisations have been able to challenge the Pakistani authorities' power – as certain Islamist organisations, including extremist ones, increasingly are filling the role of welfare providers to the people. Punjab is experiencing a shift from the traditional Barelvi (Sufi) Islam towards more orthodox interpretations of the faith – often in quite radical variants. Some of the most important extremist Islamist organisations instrumental in this reorientation have become involved in criminal activity and in settling scores between competing bodies at the local level. Local judiciary, police and politicians often function as enablers for the extremists. This is not only troublesome for Pakistan: rising radical Islamist tendencies can be witnessed in Norway among certain Norwegian-Pakistanis. This policy brief describes some initial findings regarding the potential consequences of Punjab's social crisis, its patterns of extremism and the reorientation of religion in the province. It argues that in addition to being problematic for Pakistan, this development may have an adverse effect on diaspora communities living in the West.

Tens of millions of people suffer in today's humanitarian crises. In East Africa alone, over 13 million have faced a devastating food crisis. But millions of people also help their neighbours, families and communities. For example, in Pakistan, neighbours, communities and local NGOs were once again first with relief when floods struck in 2011, just as they had been in 2010, when aid agencies struggled to reach the 14 million in need of assistance.

Abstract:
The United States, facing deepening economic and fiscal woes at home, is preparing to withdraw from Afghanistan. More and more policymakers, congressional representatives, and members of the public are calling for the majority of U.S. forces to pull out as quickly as possible and for Washington to shift from an expensive counterinsurgency strategy, in which tens of thousands of U.S. and NATO troops protect the Afghan population, to a cheaper counterterrorism strategy, in which special operations forces strike at terrorist leaders in Afghanistan and Pakistan and the Afghans are left largely on their own. The counterinsurgency strategy began in earnest in 2009, when the United States raised its total number of troops in Afghanistan to nearly 100,000. This Afghan surge led to tactical success: Kandahar and Helmand were largely secured, and the number of Afghan police and army soldiers nearly doubled. But it was expensive. In 2011, the U.S. Congress authorized nearly $114 billion for the effort, roughly a fourth of the entire cost of the Afghan war since 2001. Given the current economic climate, such high annual outlays are no longer sustainable. Last June, U.S. President Barack Obama announced that 33,000 American troops will leave Afghanistan by the end of 2012 and that Afghan forces will take the lead in the country's security by the end of 2014. Although it remains undecided exactly how fast the withdrawal will proceed after 2012 and what sort of U.S. presence will remain after 2014, Washington is facing strong domestic pressure to bring its troops home and to focus on rebuilding the economy. At first glance, shifting to counterterrorism would seem the best way to meet this goal. A counterterrorism approach would cut costs by pulling out most U.S. ground troops. Special operations forces would remain in the larger bases, with responsibility for launching missions to kill or capture al Qaeda members, high-level Taliban figures, and leaders of the Haqqani network. What is more, the U.S. Navy SEAL raid that killed Osama bin Laden last May seemed to give this approach credibility by suggesting that knocking out al Qaeda -- the primary reason why the United States entered Afghanistan in the first place -- does not require tens of thousands of U.S. troops.

637. Prospects for youth-led movements for political change in Pakistan

This policy brief assesses the potential for two types of youth-led political change movements in Pakistan. One is an Arab Spring-like campaign, fuelled by demands for better governance and new leadership. The other is a religious movement akin to the Iranian Revolution of 1979, which seeks to transform Pakistan into a rigid Islamic state. The brief discusses the presence in Pakistan of several factors that suggest the possibility of the emergence of an Arab Spring-type movement. These include economic problems; corruption; a young, rapidly urbanising and disillusioned population; youth-galvanising incidents; and, in Imran Khan, a charismatic political figure capable of channelling mass sentiment into political change.

The utility of the Pakistani army's domination over nearly all aspects of the state in Pakistan was brought into question following the US Navy SEAL raid on Osama bin Ladens hideout on May 2, 2011. Pakistanis wondered how these events could have occurred right under the military's nose. This issue paper examines the prospects for security sector governance in Pakistan and identifies the reforms that are necessary for Pakistan's government to make meaningful strides in this area. It begins by explaining the hegemonic role of the armed forces in the history of the state of Pakistan and the unique challenges of its contemporary security terrain before surveying security sector governance in several key areas: the security of Pakistan's growing nuclear arsenal; the all powerful intelligence agencies; disaster management; law enforcement; the criminal justice system and support to jihadist groups. While the report elucidates persistent shortcomings of security governance in all areas, it also highlights key areas of recent improvement, including disaster management and control of nuclear arms.

The saga of Afghan refugees began in late December 1979: Afghans were an impoverished people but content with their agrarian and traditional way of life. They hardly ever wished to migrate abroad for economic opportunities. But their normal lives abruptly ceased in the days following the Soviet invasion of Afghanistan as the country became a major victim of the Cold War. Soviet tanks rolled into Afghan villages indiscriminately killing innocent civilians, destroying their livelihoods, and driving most Afghans abroad in search of protection and human security. More Afghans fled violence, persecution and ethnic cleansing and genocide as a result of regional proxy conflicts in Afghanistan throughout 1990s. Many sought refuge in neighboring Pakistan and Iran.
