Zahid Hussain is the Pakistan correspondent for the Times of London, the Wall Street Journal, and Newsweek. He is also the political correspondent for the Karachi-based monthly Newsline. According to Ahmed Rashid, one of the foremost experts on Afghanistan and author of several books on the region, Zahid Hussain's new book, Frontline Pakistan: The Struggle with Militant Islam "is the first serious exposure of the rise and continuation of Islamic extremism in Pakistan. Zahid Hussain shows the links between the major jihadi groups of Pakistan, Al Qaeda, and the ISI with a degree of detail not seen in any Western writing on the subject."

Afghanistan is increasingly seen as Iraq in slow motion. It is not. The headlines of car bombs and casualty tolls echo each other, but mask deep differences in each society and in the dynamics of each insurgency. As Iraq has descended into civil war, Afghanistan's center has held. The government remains weak, but power holders and the public show no appetite for a return to internecine fighting. The insurgency remains solvent because of safe havens across the border in Pakistan, but has been unable to expand upon its toehold in Afghanistan or offer a compelling alternative to the status quo.

Asia has enjoyed a remarkable climate of peace and security in the post-Cold War era. However, there is much that could have gone wrong. Tensions on the Korean peninsula, in the Taiwan Straits, between China and India, India and Pakistan – the hot spots and fault lines of tension are well known and warily watched. Rarely has serious conflict erupted, though. The last major 'conventional' conflict in Asia was the 1979 Soviet invasion of Afghanistan, though smaller wars have been fought between states in Kashmir and along the Chinese border with Vietnam. The region is also wracked by protracted internal disputes that generate sustained fears for internal security and destabilized inter-state relations. All the same, for a region that lacks the kind of sophisticated collective security arrangements that have kept the northern hemisphere at peace for the past sixty years, Asia's security environment is remarkably benign.

Abstract:
In any survey of present-day regional cooperation, South Asia is liable to be cited as one of the problem cases. The dominant strategic feature of the region is the tension and rivalry between India and Pakistan, two powers that have more than once gone to war or to the verge of war and that now have nuclear weapons. Unlike the East–West confrontation of cold war times, this confrontation has not (yet) led to more than a few fragmentary elements of a larger structure of confidence building and conflict avoidance. Even this major challenge is only one of the difficulties in the way of a non-zero-sum multilateral security order for the region. The discrepancy of size and power between India, a nation of over 1 billion people, and all its neighbours leads to natural concerns among the latter about India's dominance in the region and potential interference in their affairs. At different times this has been a significant strand in the policy thinking of states such as Bangladesh, Nepal and Sri Lanka and has led them to seek security assistance first and foremost from outside South Asia when they need it.

Violence continues unabated in Pakistan's strategically important and resource-rich province of Balochistan, where the military government is fighting Baloch militants demanding political and economic autonomy. President Pervez Musharraf's government insists the insurgency is an attempt to seize power by a handful of tribal chiefs bent on resisting economic development. Baloch nationalists maintain it is fuelled by the military's attempts to subdue dissent by force and the alienation caused by the absence of real democracy. Whether or not free and fair national and provincial elections are held later this year or in early 2008 will determine whether the conflict worsens.

Abstract:
President Musharraf faces the most serious challenge to almost eight years of military rule. Opposition has gathered momentum following his failed attempt to remove the Chief Justice of the Supreme Court of Pakistan. Moderate political parties, all segments of civil society and the public at large are vociferously demanding restoration of democracy and rule of law and the military's withdrawal from politics. The choice is not whether a transition will come but whether it will be peaceful and orderly, through free and fair elections, or violent. Musharraf and the high command are tempted to retain their power at all costs. Several of their options - particularly emergency - could portend disaster. Rigged or stalled elections would destabilise Pakistan, with serious international security consequences. Especially the U.S., needs to recognise its own interests are no longer served by military rule (if they ever really were) and use its considerable leverage to persuade the generals to return to the barracks and accept a democratic transition through free and fair parliamentary, followed by presidential, elections this year.
