Abstract:
Counterterrorism has, in the last ten years, come to the fore of international relations, and remains in the news almost daily. This is due in large part to the ongoing conflicts in Afghanistan, Iraq, and Pakistan, which in turn have also prompted something of a backlash against such military or “hard” approaches to countering terrorism. Partly in response, states and civil society have sought out softer, often preventive, measures to deal with violent extremism, many of which have been deemed more successful than military approaches and less likely to foment a new generation of violent extremists. However, problems remain.

472. Steps Towards Peace: Putting Kashmiris First

India and Pakistan have consistently subjected Kashmiri interests to their own national security agendas and silenced calls for greater autonomy. With the start of their composite dialogue – comprehensive negotiations to resolve all contentious bilateral issues, including Kashmir, launched in February 2004 – both appeared willing to allow more interaction across the Line of Control (LOC) but failed to engage Kashmiris in the process. As a result, they did not take full advantage of opportunities to enhance cross-LOC cooperation by identifying the most appropriate Kashmir-specific confidence-building measures (CBMs), and bureaucratic resistance in both capitals resulted in uneven implementation of even those that had been agreed. India has suspended the composite dialogue since the November 2008 Mumbai attacks by Pakistan based militants, but neither New Delhi nor Islamabad has backtracked on these CBMs. Nevertheless, the CBM process will only achieve major results if the two sides devolve authority to Kashmir's elected representatives and take other vital steps to win over its alienated public.

Abstract:
The current war in Afghanistan shows the importance of cross-border insurgency, as the Taliban are fueled by recruits, funds, and sanctuary in Pakistan. Idean Salehyan's book offers a well-designed and clearly executed study of a pressing topic. Salehyan argues that "transnational rebels" (TNRs) pose a unique set of challenges, making civil conflict more likely and enduring, while also contributing to international conflict.

Abstract:
The focus on the war in Afghanistan has prevented the United States from developing a South Asia strategy rooted in the relative strategic importance of the nations in the region. India, a stable democracy enjoying rapid growth, clearly has the most potential as a strategic partner. Pakistan, as the home of al Qaeda leadership and over 60 nuclear weapons, is the greatest threat to regional stability and growth. Yet Afghanistan absorbs the vast majority of U.S. effort in the region. The United States needs to develop a genuine regional strategy. This paper argues that making the economic growth and social reform essential to the stability of Pakistan a higher priority than the conflict in Afghanistan is a core requirement of such a strategy.

Abstract:
On Christmas morning 2005, at Saint Patrick's Catholic Church in Auckland, New Zealand, a priest stepped up to the pulpit to deliver his sermon. "Christmas is a time of giving. And this morning," he said, while holding aloft a thick, off-white wool blanket, "several hundred children suffering from the aftereffects of the earthquake in northern Pakistan will wake up and receive one of these." The priest then explained that several local farmers came to him wanting to do something special for Christmas. Through the church's coordination with relief agencies in Pakistan, the farmers learned that bedding was desperately needed and made hundreds of wool blankets from the fleece of their sheep. The church shipped these blankets to Pakistan, where they were distributed by helicopters to villages and into the hands of cold children.

From Pakistan's perspective, a stable Afghanistan-with a government favorably disposed toward Pakistan and that contains the Taliban threat and does not allow it to spill over into Pakistan-would represent success. Without going into history, let me just say that Pakistan's policy now is to help Afghanistan attain long-term stability and build national institutions, including the Afghan National Army and Afghan National Police. But at the same time, we are realistic enough to understand that Afghanistan's institutions of state will not emerge overnight; it takes decades to build an army; it takes a long time to build an ethos of a comprehensive and integrated civil service. So the first priority in Afghanistan ought to be to beat the insurgency, to contain the Taliban threat, and at the same time to make it possible for reconcilable elements in the insurgency to be brought into the political mainstream through a process of reconciliation. But Pakistan's own security is important to Pakistanis, and we certainly do not want Afghanistan to be used for intelligence or military operations aimed at undermining Pakistan's security.

Abstract:
The Obama administration has made some decisive changes to the Afghan policy it inherited. Most significantly, in its first year it committed to a 250 percent increase in the American force on the ground (adding 51,000 troops to the 34,000 in Afghanistan when Mr. Obama took office) and lobbied hard to secure increases in non–U.S. coalition forces. It matched this large increase in force with a major reduction in the goal: from raising a democratic state in Afghanistan to the creation of a state strong enough to prevent a takeover by the Taliban, al–Qaeda, or any other radical Islamic group; and to “disrupt, dismantle, and defeat” al–Qaeda (which, of course, is not achievable in Afghanistan or Afghanistan and Pakistan alone). The third pillar of the policy was and is a greater emphasis on the need for a regional approach, a belief the Bush administration moved toward in its closing days.

Third Way's National Security Program is launching a Defeating Terrorism Initiative to help US policymakers better understand and confront the threat posed by al Qaeda and other violent extremist organizations. The Defeating Terrorism Initiative will analyze in a series of products what is fueling the continued recruitment and radicalization of terrorists, how the battlefield—both geographical and ideological—is fluid and shifting, and what tools should be brought to bear to attack the root causes of the threat and halt the spread of violent extremism. In doing so, Third Way will provide near- and long-term policy recommendations for defeating terrorism that cover the military-intelligence-diplomatic spectrum and bridge the foreign-domestic divide. The first of these products—"Disrupting, Dismantling and Defeating Terrorism 2.0"— offers a policy framework for how the US can build on and broaden the disrupt, dismantle and defeat strategy that President Obama has begun in Afghanistan and Pakistan.
