171. India: Policy Implications for the United States

Abstract:
India has long been obsessed with its rivalry with Pakistan, and for many years India viewed Pakistan as its principal security threat. Pakistan continues to support terrorist attacks directed against India and India-controlled Kashmir, and is continually increasing its nuclear arsenal and delivery systems for nuclear warheads. Despite this, Indians have come to feel more self-assured and no longer see Pakistan as the country’s principal security threat.China now occupies this position. India no longer views itself simply as the predominant regional power in South Asia, but as an aspiring world power and is gearing up for what many in India believe is an inevitable conflict with its neighbor the Peoples Republic of China. India has embarked on an outreach program to solidify friendly ties to other Asian nations that feel threatened by China, and is devoting a lot of attention to the ASEAN states (particularly Viet Nam), Taiwan, South Korea, and Japan. There is increasing speculation that this relationship could develop into a formal alliance, especially if the United States becomes less active in Asia.

Abstract:
Pakistan is not a front-burner issue for the administration of President Donald Trump, but it remains a major contributor to the security challenges facing the United States in South Asia. This is most immediately felt in Afghanistan, where President Trump is considering sending 3,000 to 5,000 more troops on top of the almost 10,000 already there.1 There is considerable frustration with Pakistan on Capitol Hill and among career officials in the executive branch over the country’s ongoing support for various militant groups, including the Taliban-led insurgency in Afghanistan, and production of tactical nuclear weapons.2 Members of Congress and committee staff are thinking through how to reform the U.S.-Pakistan defense relationship. Several prescriptive reports and articles, including one by the author, have argued the United States should consider a tougher line with Pakistan.

Abstract:
The CPEC is a nodal part of China’s larger Belt and Road Initiative that envisages connecting China to Europe, the Middle East and Africa. As part of the project, Pakistan welcomes investments worth tens of billions of dollars for infrastructure and power sector development at a time when it desperately needs foreign investment to boost its fledgling economy. The addition of an expected 10,000 MW of electricity to the national grid by end 2018 will help overcome energy shortages and give a major boost to the economy. Similarly, the development of roads and other transport infrastructure will also improve connectivity inside the country as well with other neighboring countries in the future. The connectivity part of the project could actually become a game changer for Pakistan

Abstract:
The Islamic State (IS) movement has opened a new chapter in the Afpak region, changing the landscape of militant movements in the area. This article looks at the patterns of rivalry and collaboration between the Islamic State on one side and Al-Qaeda and Taliban-related movements on the other. It also surveys the way Al-Qaeda has developed during the past years where most of the international attention has been devoted to the formation of IS in Iraq/Syria, and shows that Al-Qaeda is still active, though it has become more locally oriented. Finally, the article looks at the prospects for the further expansion of IS especially in Pakistan where, on one side, a range of sectarian anti-Shia movements that resonate with parts of the IS agenda while, on the other side, there is no ideological tradition for embracing the kind of caliphate-jihadism that the IS advocates.

Abstract:
Sixteen years after 9/11, al-Qa`ida has a new figurehead (if not a new face) in the form of Hamza bin Ladin. On September 14, the group released an audio statement from Usama bin Ladin’s son calling for jihadis to double down on jihad in Syria and against what he depicted as an American-Russian-Shi`a conspiracy against Islam. It is not clear where Hamza, who is now in his late 20s, is currently based. So protective has al-Qa`ida been that the group has not circulated images of him since he was a child. In our cover article, Ali Soufan tells Hamza’s life story based on a wide range of sources, including recently declassified documents from Abbottabad. He argues that Hamza bin Ladin has not only emerged as al-Qa`ida’s leader in waiting, but is also the figure best placed to reunify the global jihadi movement as the Islamic State’s fortunes wane. Soufan points out Hamza’s hardening rhetoric toward Shi`a may represent an effort to attract deflated Islamic State fighters back into the al-Qa`ida fold. In our interview, Brian Fishman, Facebook’s Counterterrorism Policy Manager, provides a detailed description of how Facebook is using artificial intelligence and a dedicated team of counterterrorism specialists to remove terrorism content from its platform. Given the emergence of a new generation of leadership within al-Qa`ida, it is critical to understand the evolving threat from the group in the Afghanistan-Pakistan region. Don Rassler outlines how arrest metrics in the mega-city of Karachi point to an uptick in activity by the resilient group. Colleen McCue, Colonel Joseph Massengill, Commander Dorothy Milbrandt, Lieutenant Colonel John Gaughan, and Major Meghan Cumpston outline how the Islamic State is “weaponizing children.” Nicholas Blanford reports from Lebanon on offensives this past summer by the Lebanese Armed Forces and Hezbollah against Sunni militants in the country. Aymenn al-Tamimi draws on newly obtained documents to examine the Islamic State’s posture toward Kurds.

The US has already lessened its troops, though there were certain changes after Trump came to power. But still there is a looming confusion which exists regarding the aftermath of the event. That is how this Withdrawal will come to play and what would the Afghanistan’s post-US withdrawal would look like. Moreover, Pakistan will also be affected in more than one ways. The US is going to be leaving quite a vacuum upon which many regional and foreign powers have set their eyes on. India, Iran, China and Russia are all going to be a part of the post-US Afghanistan but this might only produce more instability. Moreover, it will have drastic security, political and strategic implications for Pakistan. 178. Peshawar School Massacre, Pakistan: A Qualitative Account of Citizens' Perceptions

Abstract:
On 16th December 2014, Army Public School and College (APSAC), Warsak road, Peshawar, located in the Khyber Pakhtunkhwa Province of Pakistan, was attacked by more than six militants dressed as Pakistan Army Soldiers which resulted in killing of 149 people, mostly innocent children. After this attack, Government with the collaboration of Military took immediate steps for the eradication of terrorists from Pakistan and announced National Action Plan (NAP). Based on Master’s Fieldwork in Rawalpindi city, this study explores peoples’ reasoning to why such an attack took place? The paper further investigates whether the citizens of Rawalpindi are satisfied with the counter-terrorism steps taken immediately after the Peshawar incident. The locale of the study was Rawalpindi’s Union Council number 30. This qualitative study used purposive sampling techniques to draw a heterogeneous sample of 31 participants in order to conduct In-depth interviews.

179. China’s Role and the Potential of Pak-China Cooperation in Regional Organizations

Abstract:
The paper attempts to analyze China’s role in various regional organizations and potential cooperation between China and Pakistan within these forums. SAARC, SCO, OIC, Heart of Asia-Istanbul Peace Process, APEC, CICA and Boao Forum have been selected here for analysis. Pakistan is one of the founding members of SAARC and China has an observer status. Pakistan supports Chinese membership in SAARC to reduce Indian role and hegemony. China wants to have easy access to Indian Ocean, Middle East and influence in South Asia, for which India is the biggest hurdle. In SCO, China is the founding member while Pakistan joined it as observer in 2005 and as a member in 2015. Combating terrorism, extremism and separatism and to enhance the trade opportunities, stability in neighborhood and energy security are the common objectives of the two states in SCO. Pakistan, being a founding member in OIC, has always played an active and dynamic role for the cause of Muslims. Pakistan wants China to have greater role in OIC where the later showed interest for observer status in 2012. Chinese interest in Muslim states, particularly in Middle East and Central Asia, is triggered by the energy hunt and growing posture of these regions in contemporary world politics. Pakistan can play a bridge role, not only geographically, but also ideologically and culturally, to bring these states closer to China. China and Pakistan are increasing their cooperation in the Heart of AsiaIstanbul Process on Afghanistan, APEC, CICA and Boao Forum for Asia, as well. The paper concludes that both states share similar views on all bilateral and multilateral issues, support each other’s position, and enhancing their cooperation in regional organizations and multilateral forums.

Pakistan-Iran relations have been complex and uncertain due to United States tremendous influence since 9/11. National interest remains a dominant factor to form the core of bilateral ties between the states. The change of governments in these states resulted in to reassess the foreign policy which gave a new dimension to the suspected and hostile relations between both the Muslim States which successfully undermined the United States hegemonic pressure. This paper is an attempt to explore Pakistan’s foreign policy towards Iran after Musharraf Presidency till now and the factors due to which it deterred and challenged the US influence.
