Pacific Island countries (PICs) have long attracted development and security assistance from the region’s traditional partner states—the United States, Japan, Australia, and New Zealand. However, the Pacific has received renewed attention from them as China actively vies for influence. Despite increased engagement, the PICs are still turning to China in pursuit of their development and security needs. This report will map out efforts the United States, Japan, Australia, and New Zealand are taking to increase influence, obstacles that are hindering effective cooperation in the Pacific, and recommendations for improving their collective engagement with the PICs.

Pacific Islands Countries are leveraging geopolitical rivalries to maximise their development options. But unmanaged competition for influence among key development partners can compromise good governance and privilege geopolitical posturing over local priorities. Australia, the United States, and other traditional donors can capitalise on areas of strength, such as social inclusion and regional and multilateral initiatives. Joint efforts along these lines and the pooling of resources would scale up impact and set higher accountability standards. Despite the risk that higher standards will open gaps for non-traditional donors with less burdensome criteria, there is much long-term value in traditional development partners collaborating in a “race to the top” in meeting the region’s needs.

Abstract:
This moment is an opportunity for us islanders of the Pacific to shape a common destiny built around peace...” asserted Fiji’s Prime Minister Sitiveni Rabuka on 10 November 2023.1 Addressing his counterparts at the 52nd Pacific Islands Forum, he advocated for the Pacific to become a “zone of peace,” echoing an ambition he had declared before the United Nations General Assembly only two months earlier.2 Island leaders today dub their region a “Blue Pacific,” a strategic identity that conceives of their people as a mega-continent bound together not just by geography and common cultural referents, but also by shared threats ranging from climate change to great-power competition. Due to its sheer size and deep connections with Asia and the Americas, war in this region would inevitably implicate much of the globe—so would peace. “Our nations,” Rabuka reminded his islander brethren, “...have sovereign rights over 32 million square kilome- ters... only slightly smaller than the combined land areas of Russia, China, and the United States.” Leaders attending the Pacific Islands Forum endorsed Rabuka’s call for establishing a zone of peace, building on a long tradition of peace activism in the Pacific.3 Rabuka and Pacific Island leaders rightfully see their very survival as contingent on the region becoming a beacon of light in a dark world. But foreign continental powers have previously ensured that the Blue Pacific does not act as the expansive, unified, strategically vital site that it must be in order to foster peace. The geopolitical circumstances facing the Pacific directly threaten Rabuka’s vision. This essay argues that the security-first fixation driving the continental powers’ engagement with the Pacific makes the region both less secure and more vulnerable to outside predation. Contrary to Western rhetorical visions of a “free, open, and inclusive Indo-Pacific,” a large area of the Blue Pacific region does not even exercise national sovereignty.4 This Non-Sovereign Pacific—which includes Guam, the Commonwealth of the Northern Mariana Islands (CNMI), American Samoa, New Caledonia, French Polynesia, and the semi-sovereign “freely associated” states of Palau, the Marshall Islands, and the Federated States of Micronesia—is a reality reproduced and exploited by great-power rivalry.5

The ‘Blue Pacific’ is a vast region in the South Pacific, encompassing 30 million square kilometers, three million inhabitants and 14 nations. Its consists of thousands of islands threatened by climate change – a concern aggravated by geopolitical competition. The EU can help mitigate these challenges through capacity-building for climate adaptation and maritime security and regional consolidation. This overlaps with European strategic interests, including establishing itself as a trusted outside power.

The Pacific Islands have emerged as a zone of contestation in the ongoing rivalry between China and the United States. While the US has long been the dominant military power in the region, China is raising its profile through activities like port visits, military exercises, and establishing diplomatic and security ties with regional states like Kiribati and the Solomon Islands. In 2018, Chinese leader Xi Jinping visited Papua New Guinea for the Asia Pacific Economic Cooperation (APEC) summit. President Biden was supposed to visit PNG in May 2023, in the first ever visit of a sitting US president to the Pacific Islands, but that trip was scuttled due to the debt ceiling fiasco in Washington. In the economics sphere, the US has attempted to counter China’s Belt and Road Initiative (BRI) together with Japan and Australia through the Blue Dot Network and the Indo-Pacific Infrastructure Trilateral to promote high-quality, transparent, and sustainable infrastructure development. The region contains considerable natural resources, and the US has been working with Pacific Island nations to promote sustainable resource management, in contrast to China’s alleged illegal, unreported, and unregulated fishing in the Pacific. What has been missing, however, is a trade policy component to the US strategy to counterbalance China’s exploration of a free trade agreement with the Pacific Islands Forum (PIF).

Abstract:
Stronger typhoons, growing challenges for populations on low-lying atolls, ecosystem declines, and human health issues are among the major risks detailed in a new report on climate change in the Federated States of Micronesia (FSM). Threatened resources include culturally significant coastal infrastructure and the tens of millions of dollars that fisheries inject into the FSM’s economy annually, according to the report by the Pacific Islands Regional Climate Assessment (PIRCA), a consortium of several government, NGO, and research entities. Climate Change in the Federated States of Micronesia: Indicators and Considerations for Key Sectors is a report developed by PIRCA. It is one in a series of reports aimed at assessing the state of knowledge about climate change indicators, impacts, and adaptive capacity of the US-Affiliated Pacific Islands (USAPI) and the Hawaiian archipelago. Authors from the East-West Center, Arizona State University, and the University of Hawaiʻi—along with 30 technical contributors from local government, NGOs, and research—collaboratively developed the FSM PIRCA report. Climate change is expected to disrupt many aspects of life in the FSM. Specific groups—including children, older adults, women, and those living in remote communities—are likely to be disproportionately affected. This report provides guidance for decision-makers seeking to better understand the implications of climate variability and change for the FSM and its communities. It also identifies the additional information and research needed to support responses that enhance resilience and enable the FSM to withstand the changes to come.

8. What the Compact Impact Fairness Act Means for Compact Host Governments and Migrants

The Biden-Harris Administration’s 2024 Department of the Interior (DOI) budget proposal supports passing the Compact Impact Fairness Act (CIFA). CIFA would restore federal benefits to migrants from three Pacific countries: Palau, the Federated States of Micronesia (FSM), and the Republic of the Marshall Islands (RMI). Support for CIFA is a welcome development for Compacts of Free Association (COFA) migrants and the US states and territories that host them. Yet, the budget proposal’s omission of funding support for host governments and uncertainty on implementation and prioritization for COFA migrants present acute issues that may linger for years ahead.

Abstract:
More frequent climate disasters, rising sea levels, the economic fallout of Covid-19 lockdowns, border closures, supply chain constraints, and the global impact of the war in Ukraine have aggravated the challenge of maintaining sustainable and resilient food systems for Pacific Island Countries (PICs). Food systems in PICs are of great importance due to their impact on the health and well-being of Pacific peoples, local livelihoods, and national economies. Between 50 and 70% of Pacific people depend on agriculture and fishing activities for their livelihoods. The Pacific is home to extensive crop biodiversity, and Pacific countries are developing unique value chains for markets and international supply. However, they also face unique challenges in realizing equitable benefits in the global food system. Additionally, the Pacific needs to tackle issues like malnutrition and non-communicable diseases. Urgent global and local action is needed to manage climate change and other risks and ensure resilient food systems. Europeans are also confronted with the global food crisis and are actively working with their Pacific partners to find and fund solutions to address current and future risks by investing in local sustainable food systems. This Briefing explains the complex issues at stake regarding food systems in PICs and explores ways to address these challenges, both at the local level and in cooperation with Europeans. This Briefing is based on discussions that took place during the webinar "Food Security in Times of Crisis: Connecting the Pacific and Europe," organized by the French Institute for International Relations (Ifri)'s Pacific Islands Program in partnership with the Pacific Community (SPC) on December 8, 2022. Contributions from panelists will, therefore, be highlighted.

10. Japan and the Pacific Islands Countries. Longstanding Strategic Interests, Recent Strategic Engagement

Abstract:
Japan has recently stepped up its engagement with the Pacific Island Countries (PICs), building on its historical ties and strategic interests in the region. The wealth of these territories in fishery resources and raw materials, the crucial importance of the maritime routes, and the strategic geographical location of PICs in the context of Sino-American rivalry have been key factors behind Tokyo's expanding engagement. Despite these strategic interests, the cooperation with the PICs in the postwar era up until the emergence of the Indo-Pacific narrative has been quite fragmented, reflecting the rather low priority given to the region, the multiplicity of the objectives pursued, and the diversity of engaged actors. Nevertheless, the Japan-Pacific Islands Leaders Meeting (PALM) process initiated in 1997 provided an innovative multilateral framework to coordinate with the Pacific Islands Forum (PIF) over economic cooperation, improve Japan’s communications and iron out tensions, starting with nuclear. The incorporation of the PICs into Japan’s Free and Open Indo-Pacific (FOIP) vision cements their position in Tokyo’s efforts to preserve a rules-based international order and counterbalance China’s growing influence. Security issues of Asia have thus started to appear on the agenda of the PALM Summits. In addition, Japan has stepped up its cooperation with its closest allies and partners – the US and Australia – as part of the operationalization of a FOIP in Oceania. Finally, a major provider of development aid, Tokyo has also become a diplomatic and security partner for the Pacific Islands. Japan has stepped up naval diplomacy and defense dialogues in the region, in addition to being very active in maritime capacity-building, as well as humanitarian aid and disaster relief assistance. Despite the rise of Japanese cooperation, which is now truly multidimensional and strategic, Tokyo's ability to influence the Pacific islands and in particular to counterbalance China remains to be seen. Indeed, the PICs feel little concerned by major geopolitical projects and are careful not to create enemies. With the US and its other partners increasing their presence in the area, there is a strong impetus for Japan to reinvest in the Pacific. However, Tokyo has yet to develop a formal strategy or vision for the region. This could be announced at the next PALM summit in 2024, which will mark the 10th iteration of this meeting and could be a significant milestone.
