111. Can Europe Be Told From The North? Tapping Into the EU's Northern Dimension

Abstract:
The European Union has been furnished with a Northern Dimension (ND). The initiative, taken originally by Finland in 1997, has landed on the Union's agenda yielding policy documents, high-level conferences and some projects pertaining to Europe's North. It outlines, in terms of the spatial markers used, a sphere that reaches far beyond the northernmost North. The initiative aims, in one of its aspects, at turning northernness into a representational frame and regime that nurtures communality and influences the relations between the Union, its northern member states, some accession countries and Russia as well as Norway as non-applicants. The neo-North embedded in the move offers a joint arena for those already 'in', actors on their way 'in' and the ones that remain 'out'. In essence, it mediates in their relations, and contributes to what Christiansen, Petito and Tonra have called the "fuzziness" of the European Union by blurring established divisions.

In this working paper Pernille Rieker looks into the relationship between the European integration process and changes in Norway's national security identity. Has the dominant national discourse on security changed since the early 1990s? If so, how are these changes related to the recent acceleration of the European integration process? And to what extent are such European influences on national security identities related to formal membership in the EU? While there is reason to believe that a Europeanisation of national security policies has taken place, the question is whether we may speak of a pro-found change in identity, or merely an instrumental adaptation to external changes. Several researchers have studied the influence of this participation on national institutions and policies; less attention, however, has been given to the Europeanisation of Norway's security identity. This paper is an attempt to fill this gap.

113. Global Markets, National Tax Systems, and Domestic Politics: Rebalancing Efficiency and Equity in Open States' Income Taxation

Abstract:
Competitive pressure on some capital income tax rates reinforces a generic "quadrilemma" or a four-way tradeoff in domestic income taxation. To maintain competitiveness, governments have to cut some tax rates on capital income down to "international standards." If these cuts lead to a de-alignment of different rates on capital income, domestic allocation becomes more inefficient, all else being equal. Cutting all tax rates on capital income to a uniform low level, while maintaining high and progressive tax rates on labor incomes, avoids this inefficiency, but sacrifices comprehensive income taxation, that is, joint and equal taxation of capital and labor incomes. Finally, reducing all income tax rates to international standards, including top rates on labor income, implies a strong significant reduction in the progressiveness of labor income taxation (and/or significant revenue losses). As a result, governments that aim at all four goals” competitiveness, allocative efficiency, horizontal equity (comprehensive income taxation) and progressivity – and want to maintain a given revenue level cannot avoid seriously compromising one of them. This paper analyzes how this income tax quadrilemma has played out in seven OECD countries: Australia, Denmark, Finland, Germany, New Zealand, Norway, and Sweden. Combining the results of this matched comparison with exploratory data analysis for all OECD countries, the paper discusses the general implications of the quadrilemma for the domestic political economy of tax competition and the future of "domestic compensation" in open states.

114. Strengthening Palestinian Public Institutions

Abstract:
The Interim Period of Palestinian Self-Government Arrangements in the West Bank and Gaza Strip as stipulated in the Declaration of Principles signed by the Palestine Liberation Organization (PLO) and the state of Israel on September 13, 1993, came to an end on May 4, 1999. During that period the two parties signed additional agreements on the transfer of functional and territorial jurisdiction to the Palestinian Authority, which assumed direct responsibility for the conduct of daily life and for cooperation and coordination with Israel in a wide range of spheres. Progress toward a permanent settlement of the decades-old conflict between Palestinians and Israelis, as well as toward peaceful relations in the region, requires the establishment of a capable, credible, and meaningful Palestinian political entity. Good governance is a necessary condition for the success of the peace process, and therefore all parties bear a responsibility to assist and facilitate the strengthening of Palestinian public institutions. The United States, the European Union, Norway as chair of the international donor community, and the international community as a whole hold this view firmly. They have demonstrated a sustained commitment to these goals, extending strong political support, reassurance, and diplomatic input to the process. Moreover, the international community pledged $4.1 billion in assistance for Palestinian reconstruction and development in 1994-98, of which some $3.6 billion was committed against specific projects and $2.5 billion of which was actually disbursed by the end of 1998. Around 10 percent of total disbursement was directed toward Palestinian institution-building. The construction and consolidation of effective and democratic governing institutions based on transparency and accountability is a major step on the road to attaining genuine self-determination for the Palestinians, peace and security for Israel and its neighbors, and stability for the region as a whole. This is the basis for the Palestinians to gain ownership over the assistance, investment, and planning programs that are at present shepherded by the international donor community and its representative institutions on the ground. Ownership is necessary for the Palestinians to make a successful transition from externally assisted emergency rehabilitation and post-conflict reconstruction to sustainable social and economic development, greater self-reliance, and confident competitiveness in global markets. A primary goal of the Palestinian Authority, and of its partners and counterparts in Israel and the international community, should therefore be to achieve good governance, based on the following: a constitutional government; political accountability and judicial review; the transparent and accountable management of public resources; the rule of law and citizens' rights; democratic participatory politics and pluralist civil society; and an effective and responsive public administration. The issue is not only one of organization—that is, of the structures composed of individuals working toward common ends. Even more important, it is one of the rules, norms, and practices that define public institutions and their operating culture and determine relations with their constituents. The Palestinians are moving into a new and decisive phase in their national history, and the purpose of this report is to assist in identifying what needs to be done in order to make that transition successfully.

115. Natural Resources and Economic Growth: A Nordic Perspective on the Dutch Disease

Abstract:
The paper begins by offering a quick glance of the Nordic economies and of some aspects of their economic growth performance and natural resource dependence since 1970. Thereafter, it reviews some of the main symptoms of the Dutch disease, and then considers whether these symptoms are observable in some of the Nordic countries in view of their abundant natural resources. The experience of Iceland and its fish seems an obvious point of departure. The paper then discusses the less obvious case of Norway and its oil (and fish!) and, at last, also reviews some possible linkages between forest resources and economic growth in Finland.
